About this file
This document is an Amendment to a Solicitation (SF-30) for a courier service contract issued by the Department of Veterans Affairs' Carl Vinson VA Medical Center. The solicitation (36C24725Q0537) is a Small Disabled Veteran-Owned Small Business (SDVOSB) set-aside for courier services for Reusable Medical Devices (RMD) at the Central Alabama Veterans Health Care System. The contract involves daily courier pickups and deliveries between MVAC and Tuskegee facilities, with six distinct service lines that will be exercised at different times, primarily Monday through Friday.
Key details include a response deadline of May 7, 2025, at 10:00 AM Central Time, with a firm-fixed price structure reimbursed on a per-delivery basis. The solicitation requires contractors to transport medical devices while maintaining specific temperature and handling requirements. The contract includes multiple service lines with varying schedules, such as Line 1 operating daily (10am-5pm CT) and other lines with more intermittent scheduling. Contractors must have an active SAM registration, provide appropriate vehicle identification, and be prepared to handle potential urgent or unscheduled pickups with short notice.

QUESTIONS AND ANSWERS
1. Please provide the dimensions of the bins that are used to transport the instruments.
Examples:
1. 29.9 gal, Stackable, 300 lb Stacking Capacity, Plastic,
2. 18 gal, 26 7/8 in x 17 in x 12 1/8 in, Black Body, Black Lid, Plastic
3. 5 1/8 in Overall Wd, 5 in Overall Dp, 7 in Overall Ht,
1. 20.9W X 40.8L x 19.2 H
2. Please provide the maximum weight of the bins that will be used to transport the instruments. 100 pounds
3. What are the maximum number of bins transported at any given time? The number and sizes of bins will vary based on clinic operations.
4. There are a number of miscellaneous trips on the bid.
With these, would the miscellaneous trip go to each location each time or is it an either or trip from pick up location to one of the drop locations? Arrange pick-up and delivery between facilities. The Statement of Work (SOW) specifies the designated route.
5. As the sole owner and operator of my company with no employees, and with any additional courier work to be performed by subcontractors (who carry their own coverage), would I still be required to obtain workers’ compensation and employer’s liability insurance under this contract? Contract owner decision
6. Volume by Location Can you provide the average daily or weekly volume (number of bags) per pickup site (e.g., MVAC and Tuskegee)? This will help us appropriately size vehicles and staff. The bin pickup count can range. We have not encountered any issues when using a cargo van.
7. Temperature Logging Standards What format of temperature/humidity monitoring is preferred—continuous digital logging, manual logs, or both? Digital
8. Trip Count Clarification for Line 1 Are the four daily trips listed (2 clean and 2 soiled) distributed between MVAC and Tuskegee, or does each location require four trips per day? Distributed between MVAC and Tuskegee from pick- up / drop off at Perry Hill Rd. Please see SOW for detail information.
9. Backup Vehicle and Driver Protocols If a backup vehicle needs to be deployed during contract performance, must the backup driver already be cleared through the VA’s background check process, or can that clearance be completed after award if/when needed? Yes
10. Intermittent Route Frequency How often are intermittent trips typically activated for Lines 2 through 6 (e.g., monthly or weekly average)? As need of the service which is activated during non-foreseen events.
11. Dry Ice Handling & Packaging Will the VA provide containers for dry ice shipments, and are there any specific labeling or transport requirements we should prepare for? Currently dry ice shipment does not apply. Transported equipment must be maintained within the specified temperature, humidity, and non-cloth seat and floor.
12. Route Optimization Flexibility Are we allowed to consolidate or rearrange route sequences for efficiency, provided all pickups and deliveries occur within the approved time window? Only approve by the COR to ensure adherence to VA policy and to prevent delivery or pickup from interfering with scheduled appointments.
13. Electronic Logging Tools May we use GPS timestamped logs or digital signature capture as valid documentation for pickups and deliveries in place of paper logs? Not familiar with this equipment, please provide more details.
14. Vehicle Identification Will a removable magnetic logo satisfy the requirement for company name display on vehicles, or must this be a permanent fixture? Yes
15. Evaluation Criteria Details Can you clarify how technical capability, and past performance will be weighted relative to price? Is prior experience with VA contracts a preference factor? Evaluation would be made base of document experience that went against the SOW, communication and performance.
16. Confirm the number of drivers needed for the contract, as well as the shift time schedule required for each day.
I see it says Line 1 will be exercised on an everyday basis unless an event occurs with SPS to exercise Lines 2, 3, 4, 5 and 6.
Lines 1, 3, 4 and 5 will not be exercised at the same time. So that means 2 and 6 will be exercised separately.
How often will lines 2 and 6 be exercised.
One Driver Example Schedule Line: 1 – 10am to 5pm CT Line: 2 – Miscellaneous within Line 1 Line: 3 – 12pm to 8pm CT Line: 4 – 11am to 7pm CT Line: 5 – 11am to 7pm CT Line: 6 – 7am to 3pm ET CAVHCS reserves the right to adjust the pickup hours and/or change the frequency of pickups (increase or decrease frequency) as needed for all line items.
Line 2 example: Reusable Medical Devices (RMD) clean room has been out-of-range at the MVAC since 12AM for 8 hours. The courier is notified within a 2-hour notice that an early pick-up is needed to transport RMD at 8AM from MVAC to Perry Hill Road. This scenario would be applicable to line item #2.
