About this file

This document is a Questions and Answers (Q&A) RFI response for VA Project 534-23-513, detailing medical gas and room modification work in the Emergency Department of a VA medical facility. Key details include the deletion of a sliding door installation, confirmation of a new medical gas headwall to be installed on the west wall of room B185, and specific requirements for the headwall (6 medical gas/air outlets, 4 electrical receptacles, nurse call provisions). Acceptable headwall manufacturers are AMICO and Beacon Madeus, with a specific model (AMICO SFW-34SR REGAL SERIES) identified as the basis of design.

The Q&A document provides critical clarifications about project scope, including infection control measures (vestibule with walkoff mats, HEPA filter cart), medical gas line routing, and work hours (generally 7am to 5pm Monday-Friday). An industrial hygiene survey confirmed no asbestos in the area, and the headwall will be mounted 50 inches above the floor in an 8'-5" ceiling height space. The project involves removing existing fixtures, preparing walls, and ensuring a finished product that matches the existing Emergency Department aesthetic, with paint colors to be obtained from the Contracting Officer's Representative (COR).

1. Q: There is not enough room for even a single slide much less a 4 panel ICU type door. Please confirm exact opening size available. Will the door be surface applied? Is there enough room next to this door to allow installation?

ANSWER: Existing metal door and frame to remain. Sliding door is deleted from scope.

2. Q. There appear to be existing utilities in wall where door is being installed. What is the extent of this work to relocate.

ANSWER: See answer 1 above. Installation of the sliding door has been deleted from scope. The relocation of those particular utilities associated with sliding door installation is not required.

3. Q: Is there Nurse call a part of the scope? Says make provisions. Who is the contact for Nurse Call?

ANSWER: The existing Nurse call will be relocated from the wall into the new headwall by others.

New headwall to include provision for nurse call. VA biomedical engineers (HTM) will be responsible for relocation. Patching, sanding, and painting of wall including any patch work resulting from nurse call removal is part of this solicitation project scope and should be included in bid price.

4. Q: Nurse call appears to be existing in the wall of the room. Therefore, would a smaller medical gas headwall than what is shown on the drawings be acceptable?

ANSWER: No. See #3. Nurse call will be installed in headwall by others. New headwall shall have provision for nurse call.

Q: The corridor outside this room will need to be blocked to set up a vestibule for negative air.

Venting to the outside would require running pipe through the ED. I heard something about sampling, but I have never seen that done or listed in the IC requirements. Please confirm what the VA will expect for IC containment.

ANSWER: A vestibule will be required with walkoff mats. A HEPA filter cart will be required in the work area vented into the vestibule. Venting to outside is not required. Air particulate sampling is not required. Any sanding should be wet sanding and also use a hepa vacuum to reduce dust when sanding. Med gas lines will be extended from the overhead (above ceiling tile) of B184 to the new head wall in B185. See drawing showing existing med gas lines. A hepa filter cart will be required when installing the med gas lines.

5. Q:Locations of medical gas tie ins are not shown. Please indicate the exact location of tie ins. Also, a drawing of the medical gas to the zone valve would be needed.

ANSWER: Med gas lines will be extended from overhead of B184 or overhead of corridor to the new head wall in B185. PE should provide a stamped shop drawing – see Q6. See attached drawing, Attachment A, showing existing med gas lines.

6. Q: The scope of work states that a PE need to design the system. See question 5. More information would be needed to be able to price this appropriately before the bid.

ANSWER: See #5.

7. Q:Please indicate head wall required. Specific make and model required? Specific manufacturer required?

ANSWER: single surface mount headwall with 2 vac, 2 air and 2 oxygen outlets, a total of 4 120V duplex receptacles : 1 normal and 1 emergency duplex per side, provision for nurse call. See attached headwall photos in Attachment B. Manufacturer can be AMICO or Beacon Madeus. Approved submittal required.

8. Q: Section on testing of asbestos and to consider everything being demolished as non-friable asbestos. This is a big risk being put on the Contactor and will make pricing from Contractors very variable. Does the VA have any testing for ED area? Is there any suspect materials in ED based on previous testing?

ANSWER: IH testing was performed with samples taken of floor tile, mastic, vinyl cove base and paint. No asbestos was noted. IH survey will be provided as an attachment to solicitation.

9. Q: The room is very small and has a large ACT soffit through the room with large ductwork inside. Please indicate location of headwall and route for medical gas piping to tie in location.

ANSWER: Headwall will be mounted on the West wall of the room and will be positioned to be clear of the overhead ACT Soffit. Routing of med gas piping to be determined by med gas designer. Attached med gas drawing shows it should be routed from overhead of adjacent space to the top of new headwall.

10. Q:Are there any restrictions on work hours in ED? Scope says 7am to 5pm Mon – Friday. There seems to be a few questions just reading the scope of work:

ANSWER: Work hours are generally 7am to 5 pm but may be adjusted with approval of COR.

For informational purposes the ED is generally less busy from 2200 to 0600.
