About this file
This is Amendment 0002 to solicitation 36C24725Q0265 for Bulk Liquid Oxygen services at VA medical centers in Birmingham, Atlanta, and Central Alabama Veterans Health Care System (CAVHCS). The amendment extends the RFQ response deadline to February 24, 2025 and provides questions and answers related to pad specifications and contract requirements.
The amendment clarifies pad specifications for four locations: Birmingham (7-inch thick pad, 18'x23.5' dimensions), Tuskegee (8-inch thick pad, 10'x17'), Montgomery (4-inch pad with 6-inch compacted aggregate base, 14'x20'), and Atlanta (10-inch thick pad, 21'x21.5' inside fence). Key requirements include: this is a service contract with supplies under NAICS 325210, telemetry monitoring is required for tank level alerts, offerors must comply with FDA regulations for medical-grade oxygen distribution, and contractors must meet insurance requirements per FAR 52.228-5. Site visits are mandatory to submit quotes and be considered for award. The VA intends to make a single award rather than multiple awards.

Q&A’s:
1. Can you please provide existing pad drawings for all 4 service locations listed on this solicitation?
a. The solicitation requires a site visit to submit a quote and to be considered for award. Drawings will not be provided.
BIRMINGHAM:
Pad Thickness: 7 Inches
Dimensions: 18’ front angled wall with gate, 5 North, 23.5’ West,18’ South, 10’ East
TUSKEGEE:
Pad Thickness: 8 Inches
Dimensions: 10’x17’
MONTGOMERY:
Pad Thickness: 4 Inches pad along with 6 Inches of Compacted aggregated under the compacted pad.
Dimensions: 14’x20’
ATLANTA:
Pad Thickness: 10 Inches Dimensions:21’x21.5 (Inside Fence)
2. As the NAICS for this RFQ is 325210 Industrial Gas Manufacturing, please confirm whether this is a Service Contract or a Supply Contract
a. 325210 is the NAICS code used for Bulk Oxygen Contracts, and this is a Service Contract where supplies will be provided.
3. Is the GOV’s intent to pursue a Single or Multiple Award?
a. No
4. Is there any cylinder supply required under this contract? PG 9 of 76, Contractor Requirements, mentions, “Valves: Caps must be securely attached to the cylinder.”
a. All but the alarm system is to be provided to install/remove the tanks and have the system installed. If any of the tanks have valves with caps. This is required, if not its not applicable.
5. INSURANCE REQUIREMENTS: There is no mention of insurance requirements in the RFQ. How is the GOV going to validate that offerors are properly insured for NAICS 325120/221210 – the actual requirement for this work to comply with the RFQ? How do offerors confirm to the GOV that they have the correct type of Liability Insurance, and does this need to be affirmed at the time of bid submission (if not, an awarded firm could be turned down or not be able to afford this coverage in the amounts the GOV requires, respective to NAICS 325120)? This is important because there are very few underwriters that will insure small businesses for the distribution of compressed gases and why confirmation of the applicable NAICS is being requested, in accordance with paragraph (a) of FAR 52.228-5 – Insurance Work on a Government Installation
a. FAR 52.228-5 is referenced on page 31 of the RFQ.
6. Is Monthly Telemetry Monitoring required at any facilities as the primary metric of reorder/resupply?
a. Yes, the alarm system must have telemetry monitoring to notify when the tank is low.
7. LICENSING REQUIREMENTS OF THE OFFEROR TO COMPLY WITH
FEDERAL REGULATIONS: Please confirm that the offeror must comply with FDA/Code of Federal Regulations at the time of bid submission in order to meet the requirements of the Statement of Work in this RFQ (wholesale distribution of medical-grade oxygen with medical-grade oxygen being defined by the FDA as a prescription drug) as the bid states (via FAR 52.212-4) that the offeror must be compliant with federal, state, and local laws and regulations. Would a non-licensed Offeror be considered non-compliant and thus not technically eligible for award?
a. All offerors must be in compliant with federal, state, and local laws and regulations. If your company is not in compliance, then you are not eligible for the award.
