The responsibility for reducing costs to the lowest level while satisfying the functional requirements of project rests with the Contractor. Therefore, efforts toward controlling costs must begin in the earliest planning stages and continue through the final stages. The devices used to control construction costs are cost monitoring, value Engineering, bid alternates, scope reductions, etc.
