Addendum 2 Project No. 534-CSI-555 Answer to Colossal Construction From 8-26-2020

Question is:

1. Not to sound rude but the Addendum's and drawings aren't as clear as they could or need to be.

ANSWER: VA would probably agree that there is never a “perfect” set of contract documents but all necessary information is in this Solicitation for Bidder to provide an accurate “contract bid” for the project pending appropriate review by the construction contractor of all documents.

2. The clarifications in Question 1 above are being requested do impact pricing and if you would please correct the issue then it would make pricing a lot simpler and probably cheaper for our team as well as other GC teams. This project in it's current state has so many revisions that need to be corrected on the drawings it is very hard to accurately bid and build.

ANSWER: Note that the VA works this High Cost High Tech Biomedical Equipment in this manner for a complete design by an A/E; with division of work as needed, broken out for separation by Equipment Preparation Work in order to allow the high tech high cost machine to work; and also separate construction requirements that are not necessarily needed for the high tech high cost equipment. These are VA Central Office Requirements and Medical Center must comply.

Again, the solicitation for this project will provide for an accurate “contract bid” for the project pending appropriate review by the construction contractor of all documents and are done to meet VACO and applicable contracting requirements for high cost high tech equipment.

Last Question (#9 below) also refer to Bid Date Extension and answered in that Answer.

3. Related to above, On Addendum 1 Item 1. Basically reword the project to state the GC is coordinating the MEP utilities for this project only.

ANSWER: This is incorrect. Architectural Work is included for ceilings, hallway work, etc. as specified in the solicitation. Recommend construction contractor review construction information closer.

4. On Addendum 2 Item 6 Regarding the poured resinous flooring discuses the flooring specification and different flooring system types. Why is the specification still included if the work is removed from the General Contractor's bid? The finish schedule on the drawings if placed for reference should clearly show was is GC provided and installed and VA provided and installed.

ANSWER: Same answer as in regards to Question 1 about High Cost High Tech Equipment installation requirements required of the VA.

5. This is continued through Addendum 1 to core drilling and other items. A.

ANSWER: Same answer as in regards to Question 1 about High Cost High Tech Equipment installation requirements required of the VA.

6. Based on the 1 sample above, the AE drawings have so many changes from the original set of drawings it is our request that all the changes be incorporated into the drawings and specifications. Revision clouds would be amazing. Then send out a revised set of both for bidding purposes. This work can be accomplished by the AE and still allow for us to bid and get award by end of fiscal year if that is the VA's goal.

ANSWER: Although don’t disagree that the suggestions be incorporated or revisions bubbles would also be a very feasible way of bidding the project, the goal was a completed design by the A/E to be worked together for the purposes of Equipment Prep Work and Work of this Solicitation, (and the operation and working of a very complex expensive (more than the construction costing) piece of complex equipment to be operational from day 1 is the main consideration for this type solicitation process); it is also acceptable and very normal by VA Engineering through VA Contracting to issue solicitations in the manner that this project was performed and accurate bidding.

I would have to defer to Contracting for the answer; but to do this revision by the A/E, then resolicit and give time for bidding with renewed plans doesn’t appear to be feasible for this FY at this time.

7. Additional items of discussion is commissioning. Listed as Addendum 2 Item 3. Commissioning is required then we are provided commissioning specifications. Do not understand why we are receiving commissioning specifications if the commissioning service is being provided by the AE of record outside of our contract. This addendum conflicts with Addendum 1.

ANSWER: Commissioning was specifically requested by other RFI questions and did need to be in. The successful contractor that is awarded this project will be a portion of the commissioning team and will be required to provide information, testing, etc. as required by the specifications to the Commissioning Agents as specified by all of the Commissioning requirements of the Solicitations.

8. As it stands now Addendum 1 conflicts with Addendum 2 and was clearly answered by 2 different people.

ANSWER: The same Contracting Officer Representative has been involved in all Addendums, drawings, specifications, etc. issued for this solicitation. Addendum 2 clarified, in this COR’s opinion very minor issues and are clear enough for bidding purposes.

9. Is it possible to get some clarifications to these conflicts and Bid Date extension in order to incorporate into our pricing.

ANSWER: The necessary information is included for clarifications in the solicitation that is issued for bidding purposes of this project. VA does not disagree that there are alternate ways to provide bidding information; but the process utilized for this is an acceptable process and the information is in the solicitation for an accurate bid.

Bid Date extension decisions are made by Contracting Officer generally; and appears more time will be permitted for closer evaluation of existing solicitation it appears from discussions for closer examinations of the solicitation information to allow for more time

1. If Commissioning is required, please provide Commissioning Specifcation 01 91 00.

ANSWER: A/E to provide. Separate attachment and attached. A/E needs to provide me with information.

2. Is there a requirement to have 3 different GC personnel onsite to fill the roles of Superintendent, QC, and SSHO? If roles may be combined, which roles or may all 3 be combined under one competent person?

ANSWER: It is a requirement that 2 different GC personnel be onsite to fill the roles of Superintendent, QC, and SSHO. If two personnel are used, one must be both the Superintendent and SSHO and the other personnel is the QC.

3. Regarding the poured resinous flooring, the finish legend calls out a broadcast flake system and the specification call out a poured resilient system. There are two different systems. Which system is required?

ANSWER: The broadcast Quartz system on the Finish Plan is correct except for a small modification is being made for further clarifications. The Finish Schedule for will change from “ACCELERA HC” to “ACCELERATA Q” and read on Drawing AS-601, under the “STYLE/FINISH” portion of the “FINISH LEGEND”.

4. No HVAC insulation spec was included, can you please provide this specification?

ANSWER: HVAC Insulation Specification has been added. Specification 23 07 11 is attached to this Addendum and shall be used. NOTE: Table of contents of original spec book will not have this in original package but this Addendum is adding this specification to the contract.

5. Two questions were submitted on this issue. One is 8a. and the other is 8b.

8.a The drawings appear to have been formatted for an 8X11 size document, while printing in large scale or trying to use takeoff software the file does not work correctly. Can you please provide an updated drawing.

8.b. Also the plans don’t appear to be sized correctly. Would you see if you could request they be sent to the correct size and scale?

ANSWER: Drawings were revised previously to meet the scale and requirements.

6. Regarding CAV-2, the following

a. This VAV is shown to be removed (18.VAV.18) VAV Box 18.VAV18 currently serves AA237a only. Or at least it should only feed AA237a.

b. I am not sure why this box is shown to be relocated serving AA239a.

c. AA239A is currenting served by FC3-AA239a that was installed in 2015 under the Non Sterile HVAC project.

ANSWER: It is correct that VAV can be removed along with all utilities and utilities capped. Please see revised Sheets M-004, MD-100, MD-101, MH-200, and MP 201.

7. Regarding AHU-16 Control Schematic.

a. I do not see any control dampers in the OA and RA. That does not seem correct. I would think at a minimum there should be manual volume dampers or Automatic Dampers in the OA/RA to ensure that you have the proper OA for Room pressurizations.

b. Flow Sensor on Each Fan shown in between the coil.? Is it the intent to simply monitor the total flow of the unit. If so, I would suggest a flow station in the SA duct of the unit. The biggest issue here is having enough straight duct for proper airflow measurement. Is Airflow Measurement truly required. If Airflow is a requirement, can the A”HU manufacturer provide the Fan piezo rings. That would be a much better solution for airflow measurement. Airflow measurement shall be provided.

c. HS – High Static? Do we really need Duct High Static on a 2600 CFM unit with no FSD’s.

d. Sequence of operation indicates SA Temperature Control and Static Pressure Control – This is a Constant Volume Zone Unit which should be controlled by Space Temperature and Humidity. The Fan Speed will not need to be adjusted. Its Constant Volume!

ANSWER: For info, Controls Information is located on Sheet M-005.

a. A manual damper is required to be installed in the OA duct to control volume of OA. Balancing dampers should be installed at each return air branch line to control the individual airflow to each grille. This is covered on General Note G – on MH200 drawing.

b. Mechanical and Controls Subcontractor shall coordinate as needed with General Contractor (GC) and provide a fan piezo ring from unit manufacturer. GC, through Mechanical and Controls Subcontractor shall coordinate any and all utilities necessary to provide Piezo ring in AHU.

c. High static is not needed. Remove this from the Controls requirements; and note on Sheet M-005 during as-built note.

d. Provide SA temperature sensor and static pressure as indicated. Note that the AHU fan speed shall also be controlled by a Space Temperature and Humidity to meet requirement. “The intent is that the T&B the unit will be set to run based on SP setpoint established – and by the fan controlling to this setpoint, even as filters get dirty airflow will be maintained to the space via this process and/or Space Temperature and Humidity controllers.
