About this file
This is a Justification for Brand Name Awards document for a simplified acquisition under Federal Acquisition Regulation (FAR) 12, covering purchases exceeding the micro-purchase threshold but not exceeding the simplified acquisition threshold.
The Department of Veterans Affairs, Network/Program Contracting Office 06 in Hampton, Virginia (supporting VISN 06 VA Health Care System) is justifying a sole-source lease of the Baxter Amia Automated Peritoneal Dialysis (APD) system/cycler for the Hampton VA Medical Center's Dialysis clinic for a base year plus four option years (Purchase Request No. 590-27-1-126-0005; Acquisition ID 36C246-27-AP-0844). The Amia Cycler is an automated peritoneal dialysis system with remote monitoring and patient management capabilities. The facility currently operates two existing cyclers for in-patient training and ward use for veterans with end-stage renal disease requiring peritoneal dialysis treatments. The justification emphasizes that continued standardization on the Baxter AMIA equipment is necessary to maintain training protocols, staff proficiency, and uninterrupted patient care; introducing alternative manufacturer equipment would require additional staff training, clinical procedure revisions, and potential treatment protocol changes, resulting in operational disruptions and patient safety risks. Market research was conducted via SBA Dynamic, SAM-FPDS, Contract Opportunities, and Sam.gov, which confirmed that services for the Baxter Amia Automated PeritonealCycler are available in the open market. The Contracting Officer certifies that the justification is accurate and complete in accordance with FAR Part 12.

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
Hampton VA Medical center has a requirement to lease the Baxter Amia Automated Peritoneal Dialysis (APD) system/cycler for the Dialysis clinic for a base year plus 4 option years. Amia Cycler is an automated peritoneal dialysis (APD) system designed to support patients receiving home-based peritoneal dialysis therapy. This system incorporates advanced technology that enables healthcare professionals to remotely monitor and manage patient treatment data, access therapy and support effective communication regarding patient care.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: Hampton VA Medical Center requires a service contract for the Baxter Amia Automated PeritonealCycler. Hampton VAMC currently leases two of the cyclers for in-patient training and to use in-patient wards when patients are admitted who require the cycler for peritoneal dialysis procedures. These devices provide essential renal replacement therapy for veterans diagnosed with end stage renal disease. Continued use of the Baxter AMIA Cycler is necessary to maintain standardization, ensure continuity of patient care, and support clinical and operational procedures. The existing equipment configuaration allows clinical personnel to utilize training protocols, preserve staff proficiency and provided consistent and reliable dialysis treatments. Introducing equipment from an alternative manufacturer could require additional staff training, revisions to clinaical proceducres, and potential changes to existing treatment protocols. These changes could result in additional government expenditures, operational disruptions and potential patient safety risks. Based on the facility’s existing ewuipment standardization, clinical requirements, and need to maintain uninterrupted patient care, contined leasing of the Baxter AMAI Automated Peritoneal Dialysis Cyclers is considered to be in the best interest of the Government.
Similar items will not meet the facility’s need based on the existing conditions and operational requirements.
