The solicitation number is 36C24627Q0057, with a response deadline of October 22, 2026 at 10:00 AM Eastern Time. This is a Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside for maintenance and repair services. The Product Service Code is J025 (Other Maintenance and Repair Services), and the NAICS code is 811198 (All Other Automotive Repair and Maintenance). The place of performance is Hampton VA Medical Center, 100 Emancipation Drive, Hampton, VA 23667. The contract officer is Francine Valverde, reachable at francine.valverde@va.gov.
The amendment extends the proposal due date from October 19, 2026 at 12:00 PM to October 22, 2026 at 10:00 AM. In response to contractor inquiries, the government confirmed the SDVOSB set-aside status and provided a detailed vehicle inventory identifying approximately 39 vehicles in the fleet, including electric golf carts and utility vehicles from various manufacturers such as E-RIDE, Star EV, Pilotcar, MotoEV, GEM, J H Global Services, and Gatormoto. Vehicle details include model types, serial numbers, asset identification numbers (EIL), and building locations. The government clarified that maintenance histories are tracked internally through the AbovePar system for VA-operated maintenance only and that preventive maintenance is anticipated quarterly for at least the first year as the organization transitions away from lead-acid batteries.

Question 3: Is a detailed fleet inventory available identifying the year, make, model, asset number, and power type (electric, gas, or diesel) for each of the 39 vehicles?
Answer 3: Yes, with time, we can provide a list using our internal system called AbovePar to source all information requested.
Question 4: Are maintenance histories or service records available for the covered fleet?
Answer 4: AbovePar has a history of each time a vehicle was inducted into VA operated maintenance, but not external maintenance companies. Maintenance has been left up to users, which is why this contract is needed.
Question 5: What is the anticipated preventive maintenance frequency for each vehicle (quarterly, semiannually, annually, or based on manufacturer recommendations)?
Answer 5: Quarterly at least for the first year, we are transitioning away from lead-acid batteries.
