About this file

This is a Statement of Work (SOW) for a real property lease of office space for the VISN 7 VA Southeast Network Headquarters located in Duluth, Georgia.

The Government seeks to lease 20,492 net usable square feet (NUSF) of office space with 61 parking spaces at 3700 Crestwood Parkway Northwest, Duluth, Georgia, to consolidate two existing leases into a single succeeding lease agreement. The new lease will absorb the current HQ-1 lease (17,822 NUSF, 47 parking spaces) and HQ-2 lease (2,670 NUSF, 14 parking spaces), representing a 14.9% expansion. The VISN 7 network provides oversight for eight VA medical centers and 63 Community Based Outpatient Clinics across Alabama, Georgia, and South Carolina. The desired occupancy date is October 1, 2025, with a desired lease term of 10 years consisting of 5 firm years followed by 5 one-year non-firm terms. Normal hours of operation are 7:00 AM to 6:00 PM, Monday through Friday, excluding Federal holidays, with the Lessor providing services, maintenance, and utilities during these hours. The Government reserves 24/7 access to premises and appurtenant areas. The recommended source is MYP Gwinnett, the current lessor. The Lessor must comply with VA personal identity verification requirements under GSA HSPD-12 for all personnel with routine or unaccompanied access exceeding six months, including background investigations and fingerprinting. The Lessor is accountable for contractor compliance and responsible for all damages arising from work performed under the contract. Any changes to the SOW require written authorization from the Lease Contracting Officer.

STATEMENT OF WORK

VISN 7 HQ Lease

A. GENERAL INFORMATION

1. Introduction: The VISN 7 VA Southeast Network has requirements to lease office space for support staff. The support staff oversee Network level operations to include serving in a support and program oversight role for eight VA medical centers across the Alabama, Georgia, and South Carolina markets.

2. Background: VISNs are regional systems of care within VHA. The U.S. is divided into 18 VISNs — regional systems of care working together to better meet local health care needs and provides greater access to care. The VISN 7 VA Southeast Network is located in one of the fastest growing regions across the nation, covers 244 counties in Alabama, Georgia, and South Carolina; provides oversight for eight major medical facilities located in Atlanta, Georgia; Augusta, Georgia; Dublin, Georgia; Birmingham, Alabama; Central Alabama; Tuscaloosa, Alabama; Charleston, South Carolina; and Columbia, South Carolina. Two are dual-campus facilities, three facilities are complexity level 1A, two are level 1B, two are level 2, and one is level 3. The VA Southeast Network also serves 63 CBOCs located throughout the region.

3. Scope: The VISN 7 VA Southeast Network is requesting a succeeding lease for 20,492 net usable square feet (NUSF) of office space along with 61 parking spaces for the Atlanta VISN 7 Network Office HQ-1 lease (contract #VA247-15-L-0227). The succeeding lease will provide a new contract number with a new lease name of “VISN 7 HQ”.

Contract #VA247-15-L-0227 only provides 17,822 NUSF of office space. To expand the NUSF, the succeeding lease will also absorb the Atlanta VISN 7 Network Office HQ-2 lease (contract #VA247-15-L-0285). Absorbing contract #VA247-15-L-0285 provides a 14.9% expansion to the Atlanta VISN 7 Network Office HQ-1 lease. See existing lease details below.

C. IDENITITY VERIFICATION OF PERSONNEL

1. The Government reserves the right to verify identities of personnel with routine and/or unaccompanied access to the Government's Space, including both pre and post occupancy periods. The Lessor shall comply with VA personal identity verification requirements, identified in the GSA Order 2181.1 GSA HSPD-12 Personal Identity Verification and Credentialing Handbook. The Lessor can find the policy and additional information at HTTP://WWW.GSA.GOV/HSPD12. This policy requires the Government to conduct background investigations and make HSPD-12 compliant suitability determinations for all persons with routine or unaccompanied access to Government leased Space. By definition, this includes at a minimum each employee of the Lessor, as well as employees of the Lessor's contractors or subcontractors who will provide building operating services requiring routine access to the Government’s leased Space for a period greater than 6 months. The Government may also require this information for the Lessor's employees, contractors, or subcontractors who will be engaged to perform alterations or emergency repairs in the Government’s Space.

2. Application Process: The background investigation will be done using the Government's prescribed process. The Lessor must provide information on each of their contractor/personnel meeting the above criteria to the Government, whereupon each identified contractor/personnel will be notified with instructions for completing the identity verification application within a given time frame. The application process will include completing supplemental information forms that must be inputted into the identity verification system in order for the application to be considered complete. Additionally, the Lessor must ensure prompt completion of the fingerprint process for their contractor/personnel. Email notifications will be sent with instructions on the steps to be taken to schedule an appointment for fingerprinting at an approved regional location along with instructions on how to complete the background investigation application.

3. The Lessor must ensure the LCO or COR has all of the requested documentation timely to ensure the completion of the investigation. Based on the information furnished, the Government will conduct background investigations. The LCO will advise the Lessor in writing if a person fails the investigation, and, effective immediately, that person will no longer be allowed to work or be assigned to work in the Government’s Space.

4. Throughout the life of the Lease, the Lessor shall provide the same data for any new employees, contractors, or subcontractors who will be assigned to the Government’s Space in accordance with the above criteria. All Lessor’s contractor(s) and subcontractor(s) shall follow the requirements of background investigation in accordance with GSA HSPD-12 policy.

5. The Lessor is accountable for not allowing contractors to start work without the successful completion of the appropriate background investigation as required by VA policy.

6. The Government reserves the right to conduct additional background checks on Lessor personnel and contractors with routine access to Government leased Space throughout the term of the Lease to determine who may have access to the Premises.

D. LESSOR RESPONSIBILITIES: The Lessor will be responsible for the actions of all individuals provided to work for the VA under this contract. In the event that damages arise from work performed by contractor provided personnel, under the auspices of this contract, the Lessor will be responsible for all resources necessary to remedy the incident. The Lessor will stop any VA personnel attempting to provide protected health information that would lead to the identification of a Veteran. The VA staff member will be told that protected health information that leads to the identification of a Veteran is not needed and is in direct violation of this contract. All breaches will be reported to the LCO or the COR.

E. ACCESS TO VA INFORMATION AND INFO SYSTEMS: The real property lease procurement will not involve access to information technology or VA sensitive information by the Lessor’s employees, contractors, or subcontractors. Thus, the C&A requirements do not apply, and a Security Accreditation Package is not required.
