RISE Companies LLC - Clarification Questions
Question #DocumentSection/SubsectionVA StatementOfferor - StatementOfferor - QuestionVA Response
1RLPPage 1The RLP states offers are due on 10/25/2026
SAM.GovThe posting for this project on SAM.Gov states responses are due on 10/26/2026Please clarify the intended final submission date. The correct due date is 10/26/26
2RLP1.02 AThis section sets out a minimum and maximum ABOA but does not provide a maximum RSF number. Please provide maximum allowable RSF.RSF will be based on the Cpmmon Area Factor of the space offered.
3RLP1.02 F"The lease term must be 20 Years, 5 Years Firm, with Government termination rights,"Given the significant upfront investment required to deliver a facility that meets the Agency’s requirements, whether through new construction or substantial renovation of an existing building, a five-year firm lease term may make it difficult to obtain favorable financing for the project.
Lenders typically look for a longer guaranteed lease term to support the substantial capital investment required to acquire, construct, renovate, and/or improve a facility to meet the Government’s requirements.Would the Agency consider allowing proposals with alternative lease terms, such as 20 years total with 10 years firm or 20 years total with 15 years firm, in order to provide greater flexibility in securing project financing? Please provide 5 years and 10 years firm term in your proposals.
4RLP1.03This section sets out the boundaries of the delineated area, however some of the roads listed do not appear to connect. Please confirm if either delineated area as shown on the "Dilineated Area" tab of this document is correct. If not, please provide a more descriptive definition of the area in which the government is seeking opportunities.Delineated Area is correct and based on existing roads. (See: Delineated Area Map – Fredericksburg VA Vet Center 1. North: Centerport PKWY, 2. East: Kings HWY, 3. South: Massaponax Church Rd, 4. West: Brock Rd – Gordon Rd)
5Lease4.08This sections also sets out seismic requirements.Fredericksburg, VA appears to be located within a moderate seismic zone. With this project being for a building of no greater than 5,312 ABOA, all buildings would fall under this exception.
RLP2.03/2.04These sections set out seismic requirements for both Moderate and High Seismicity. With this project being for a building of no greater than 5,312 ABOA, all buildings would fall under this exception.
RLP2.03"An offered Building will be considered to be in compliance with the Seismic Standards if it meets one of the following conditions:… The offer includes a representation that the Building will have less than 10,000 ABOA SF"Please confirm that seismic requirements will apply to this project.Yes seismic requirements do apply. Complete the required forms. (Please see Low Seismic Area Exception Form include in this RLP amendment)
6RLP3.01 BThis section references an "Exhibit X: Net Utilities"This document was not provided via SAM.Gov.Please provide the "Net Utilities Exhibit" referenced in RLP Section 3.01 B.This is a fully serviced lease. Please complete the 1217.
7RLP3.05 A"The TI Allowance is $232.07_ per ABOA SF"Based on the extensive buildout requirements contained within the ASR, including specialized acoustical construction, telecommunications, electrical/data infrastructure etc. The proposed TI Allowance of $237.07 per ABOA appears to be low. For comparison, please see the recent El Paso, TX Vet Center (RLP36C24W26R0048) establishing a $354.26 per ABOA SF allowance. See TI Allowance Tab of this document.Given the comparable nature of the required Vet Center buildout, would the agency please consider increasing the TI Allowance to more accurately reflect the anticipated cost of the required improvements? This is based on the governement estimate for the requirement. I encourage you to submit your best pricing.
8RLP3.07 A"The Building Specific Amortized Capital (BSAC) amount is ________ per ABOA SF."RLP Section 3.07 does not identify a Building Specific Amortized Capital (BSAC) allowance, while the solicitation includes numerous security requirements and states that the final security countermeasures will be determined during the design phase.
RLP3.07 A"The Building Specific Amortized Capital (BSAC) amount for the existing leased space is ________ per ABOA SF. The BSAC amount for other locations offered is ________ per ABOA SF."Please establish a BSAC allowance, expressed on a per-ABOA-SF basis, for all Offerors to use in preparing their proposals.Offerors shall prepare proposals in accordance with the existing solicitation requirements.
9ASR-APage 10This page sets out a set of rooms along with their quantity and sizes. However when add these rooms up, the intended NSF is only 3,059 NSF. This would require a circulation factor of greater than 65% in order for the offeror to meet the minimum ABOA (5,059 ABOA) that was set out in the RLP.Please clearify the intened rooms along with their functions, quantity, and size.Clarification for the RLP is 3,748 ABOA (Please See Attached Revised Space Plan)

Exhibit C is the Security Unit Price List and Offers should respond based the information provided.

Only I, J, K, and L are not repeated. Please clarify Lease Section 4.01 and remove the sections that are not to be included in the Lease. This is a lease pro-forma template document as an example. The final terms and conditions will be completed once an apprent awardee is identified.
