The contractor must provide electrical disconnection and reconnection, conduit and cable terminations, disconnects, and control setup integrated with the existing electrical panel in Building 15, and coordinate control station location with facility operations. All work must comply with VA standards, local building codes, and OSHA safety requirements, with performance standards requiring VA design compliance, proper finishing to VA quality standards, and safe work environment maintenance. The contractor must coordinate the work schedule with VA Engineering Service prior to mobilization, provide minimum 48-hour work notice for operations-affecting activities, limit access to authorized personnel, maintain dust control, and dispose of all waste materials per EPA and local regulations. Final acceptance occurs after successful inspection by the VA contracting officer's representative and demonstration of all installed component functionality. Required submittals include product data, installation drawings, electrical interface drawings, anchors and adhesives specifications, a detailed work plan addressing demolition, installation, testing and commissioning, operation and maintenance manuals, and training materials. The contractor must perform pre-functional checks and operational testing under load, verify safety interlocks and controls, demonstrate operation to facility staff, provide training, and submit as-built documentation. The period of performance is 120 days from issuance of the Notice to Proceed.

Project Title: Dock and Dock Plate Replacement – Buildings 15 Facility: Salem VA Medical Center (VAMC) Date: September 3, 2026 (revised)

1. Scope of Work The contractor shall furnish all labor, materials, equipment, and supervision required to remove and replace existing dock plates and perform associated concrete and structural work at Buildings 15, Salem VAMC. All work shall comply with VA standards, local building codes, and OSHA safety requirements.

2. Description of Work

Building 15 Provide all labor, materials, equipment, supervision, and to install new electric hydraulic dock leveler at Building in accordance with the attached drawings and this scope of work. associated work for a complete, safe, and fully operational installation.

a. Existing Conditions

Prior to procurement, field‑verify pit geometry, structural interfaces, clearances, and electrical service (voltage, phase, amperage, control power, conduit routing, and connection locations).

Document existing conditions with measurements and photos.

b. Demolition and Removal

Remove the existing dock leveler, hydraulic/electrical connections, controls, and associated components as required for replacement. Clear debris and deteriorated materials from the pit.

Modify existing dock leveler pit to receive new equipment as shown in the attached drawings.

Dispose of all removed materials off VA property in accordance with applicable regulations.

c. Installation

Install the new dock leveler, frame/interface hardware, hydraulic power unit, hoses, wiring, and control station per manufacturer instructions. Integrate with existing pit and foundation elements where serviceable. Set dock bumpers to match existing dimensions and layout or provide equivalent assemblies with approved mounting details.

d. Equipment

Contractor shall provide electric-hydraulic leveler meeting requirements as outlined below:

• Basis of design: Vestil EH-76-20.

• Length: 84 Inches

• Width: 62 Inches

• Height: 23 1/2 Inches

• Bumper Height: 10 Inches

• Phase: 3 Phase

• Voltage: 208 Volts

• Horsepower: 2 hp

• Material: Steel

• Platform Thickness: 1/4 Inch

• Power Type: Electric

• Weight Capacity: 20,000 lb.

e. Electrical & Controls

Provide electrical disconnection/reconnection, conduit/cable terminations, disconnects, circuiting, and control setup to match the verified service. Contractor shall provide electrical connection to electrical panel in Bldg 15 serving existing dock leveler. Coordinate control station location and functionality with facility operations.

3. Performance Standards All work shall:

• Meet VA design and construction standards.

• Comply with Applicable Sections of the VA Electrical, Structural, and Safety Guidelines.

• Be executed following OSHA safety practices.

• Be completed per approved construction drawings and specifications.

• Ensure new concrete and metal installations are level, aligned, and finished to VA quality standards.

4. Schedule and Coordination

• Work schedule shall be coordinated with the VA Engineering Service prior to mobilization.

• Contractor shall provide a minimum 48-hour work notice for any activity affecting operations.

• Access to work areas shall be limited to authorized personnel only.

5. Safety and Environmental Requirements

• The contractor shall maintain a safe work environment at all times.

• All waste materials shall be removed and disposed of in accordance with EPA and local regulations.

• Contractor shall ensure dust control and minimal disruption to medical center operations.

6. Inspection and Acceptance All work will be inspected by the VA contracting officer’s representative (COR).

Final acceptance will occur after successful inspection and demonstration of functionality of all installed components.

7. Submittals Submit product data and installation drawings for the Pioneer dock leveler (capacity, platform/lip dimensions, operating range, controls), dock bumpers, electrical interface drawings, anchors/adhesives, and a work plan (demolition, installation, testing/commissioning). Provide O&M manuals and training materials prior to turnover.

8. Quality, Testing & Commissioning Perform pre‑functional checks and operational testing under load. Verify safety interlocks and control functions. Demonstrate operation to facility staff and provide training. Submit as‑built documentation reflecting the installed system and interfaces.

Period of Performance is 120 days from issuance of Notice to Proceed (NTP).
