B.2 STATEMENT OF WORK
Salient Characteristics
For IVX Workflow Management
(A) Functions to be performed;
• The system must provide automated support for both gravimetric (weight-based using specific gravity) and volumetric pharmacy compounding.
• The system must support having a drug file library. The vendor must provide a starting library, and the system must allow VA staff to add to or edit the library.
• The system must provide a way to weigh each individual component of the compounded medication for gravimetric compounding.
• The system must assist in achieving volumetric compounding accuracy, e.g., through picture capture and enhanced lighting/magnification features.
• The system must provide step-by-step instructions to compounding staff and document the performed steps. This documentation must be remotely viewable by a supervising pharmacist.
(B) Performance required;
• Gravimetric compounding must achieve an accuracy of more than 99%.
• The system must be a complete solution, not requiring a separate computer, keyboard, mouse, scale, etc. All components for gravimetric compounding must be provided by the vendor.
• All compounding steps must be capable of being entirely performed within the compounding laminar air flow hoods or biological safety cabinets. Compounding staff should not need to exit the hood to advance the workflow, e.g., by clicking through a computer.
• The system must have an expected usable life of at least 5 years.
(C) Essential physical characteristics; Dimensions (if applicable)
• The system must be constructed from materials appropriate for sterile compounding in compliance with USP 797 and USP 800 guidelines.
• The system must fit inside compounding laminar air flow hoods and biological safety cabinets without impeding the air flow in these cabinets or the room. It must be capable of fitting entirely in 4’ and 6’ laminar airflow hoods and biological safety cabinets.
o Options that extend outside of the compounding hood/cabinet will not be acceptable due to limited space in the satellite chemotherapy compounding pharmacy.
• The system must require minimal infrastructure support—approximately one power and one data line. Infrastructural changes in a certified compounding space are more costly compared to other spaces due to the precision needed in altering that space, the need to recertify the space, and the requirement to change the status of the room until recertification testing is completed

The term includes information where improper use or disclosure could adversely affect the ability of VA to accomplish its mission, information, records about individuals requiring protection under various confidentiality provisions such as the Privacy Act and the HIPAA Privacy Rule, and information that can be withheld under the Freedom of Information Act.
Examples of VA sensitive information include the following: individually-identifiable medical, benefits, and personnel information; financial, budgetary, research, quality assurance, confidential commercial, critical infrastructure, investigatory, and law enforcement information;
information that is confidential and privileged in litigation such as information protected by the deliberative process privilege, attorney work-product privilege, and the attorney client privilege;

(b) General. Contractor personnel assigned to work for or on behalf of VA must undergo a background investigation commensurate with the risk and sensitivity level designation associated with the work to be performed at the level indicated in the contract. Failure to submit a complete quote may result in an unacceptable determination.
2.0 AMENDMENTS
Amendments to this solicitation will be posted on sam.gov. Paper copies of the amendments will
NOT be individually mailed. Potential Offerors are advised that they are responsible for obtaining and acknowledging any amendments to the solicitation. Failure to acknowledge an amendment may result in your quote being considered unacceptable.
3.0 AWARD BASIS
Factor 1: Technical/Management Approach
The evaluation process will consider whether the quote demonstrates a clear understanding of the technical features involved in meeting the requirements of the solicitation. Offerors shall submit their detailed technical approach for completing all requirements of the Statement of Work (SOW). To include but not limited to:
1) The vendor shall provide equipment that meets or exceeds all salient characteristics specified in the RFQ. Offerors may propose the brand name identified or an equivalent solution, provided that the offered equipment fully satisfies all functional and technical requirements outlined in the solicitation. The technical evaluation will be based on the extent to which the proposed equipment conforms to these salient characteristics, as demonstrated through supporting documentation and relevant evidence of compliance.
2) The vendor shall provide all required services and incidental materials that meet or exceed the salient characteristics specified in the RFQ. Vendors must demonstrate that personnel possess all necessary certifications and qualifications for performance, and submit evidence of authorization to provide the equipment or materials if not the original manufacturer, including valid third-party agreements as applicable. The technical evaluation will assess the extent to which the proposed services, incidental materials, and supporting documentation—including certifications and authorizations—satisfy the stated salient characteristics and requirements
3) In the event the Quoter is not the manufacturer, the Quoter must provide manufacturer-approved language that will be included in its product service agreement between the Quoter and the manufacturer (or a copy of a previously executed agreement under a different acquisition between the quoter and manufacturer of the medical gases) that affirmatively demonstrates that the quoter will be (or has been) authorized by the manufacturer to resell the manufacturer’s medical grade gases under a federal contract.
In lieu of this language, a letter from the manufacturer affirmatively indicates that it will authorize the quoter to resell the gas under this contract will be acceptable. Failure to provide this evidence may render the quote incomplete, and the government reserves the right not to further evaluate incomplete quotes or consider them for award.
(a) A completed copy of VA Notice of Limitations on Subcontracting – Certificate of Compliance for Supplies and Products (Deviation) at VAAR 852.219-76. An offeror shall complete all sections as instructions dictate within the document, if Applicable.
Failure to submit a complete quote may result in a technically unacceptable determination.
Factor 2: Price
Your prices shall be submitted in accordance with the Price Schedule contained in the solicitation. Total price will be evaluated by the Government. Note that RFO Part 12 procedures will be used. The Government intends to award a contract resulting from this solicitation to the responsible offeror whose quote, conforming to the solicitation, quotes the lowest price, whose quoted price does not exceed the amount of funding available for the procurement, and whose quoted price is found to be reasonable. Price alone is the sole evaluation factor.

By registering to receive notifications on https://sam.gov/, offerors will be notified by email of any new amendments that have been issued. No other notification of amendments will be provided.
