The Statement of Work specifies that the system must provide automated support for both gravimetric and volumetric pharmacy compounding, achieve gravimetric accuracy exceeding 99 percent, contain materials compliant with USP 797 and USP 800 guidelines, fit within 4-foot and 6-foot laminar airflow hoods and biological safety cabinets, require minimal infrastructure support (one power line and one data line), and have an expected usable life of at least five years. The contract period runs from July 7, 2026, through August 4, 2026, with professional services beginning June 22, 2026. Award will be made to the responsible offeror submitting the lowest conforming price, with price serving as the sole evaluation factor. B.2 STATEMENT OF WORK
Salient Characteristics For IVX Workflow Management
(A) Functions to be performed;
· The system must provide automated support for both gravimetric (weight-based using specific gravity) and volumetric pharmacy compounding.
· The system must support having a drug file library. The vendor must provide a starting library, and the system must allow VA staff to add to or edit the library.
· The system must provide a way to weigh each individual component of the compounded medication for gravimetric compounding.
· The system must assist in achieving volumetric compounding accuracy, e.g., through picture capture and enhanced lighting/magnification features.
· The system must provide step-by-step instructions to compounding staff and document the performed steps. This documentation must be remotely viewable by a supervising pharmacist.
(B) Performance required;
· Gravimetric compounding must achieve an accuracy of more than 99%.
· The system must be a complete solution, not requiring a separate computer, keyboard, mouse, scale, etc. All components for gravimetric compounding must be provided by the vendor.
· All compounding steps must be capable of being entirely performed within the compounding laminar air flow hoods or biological safety cabinets. Compounding staff should not need to exit the hood to advance the workflow, e.g., by clicking through a computer.
· The system must have an expected usable life of at least 5 years.
(C) Essential physical characteristics; Dimensions (if applicable)
· The system must be constructed from materials appropriate for sterile compounding in compliance with USP 797 and USP 800 guidelines.
· The system must fit inside compounding laminar air flow hoods and biological safety cabinets without impeding the air flow in these cabinets or the room. It must be capable of fitting entirely in 4’ and 6’ laminar airflow hoods and biological safety cabinets.
· Options that extend outside of the compounding hood/cabinet will not be acceptable due to limited space in the satellite chemotherapy compounding pharmacy.
· The system must require minimal infrastructure support—approximately one power and one data line. Infrastructural changes in a certified compounding space are more costly compared to other spaces due to the precision needed in altering that space, the need to recertify the space, and the requirement to change the status of the room until recertification testing is completed

The term includes information where improper use or disclosure could adversely affect the ability of VA to accomplish its mission, proprietary information, records about individuals requiring protection under various confidentiality provisions such as the Privacy Act and the HIPAA Privacy Rule, and information that can be withheld under the Freedom of Information Act. Examples of VA sensitive information include the following: individually-identifiable medical, benefits, and personnel information; financial, budgetary, research, quality assurance, confidential commercial, critical infrastructure, investigatory, and law enforcement information; information that is confidential and privileged in litigation such as information protected by the deliberative process privilege, attorney work-product privilege, and the attorney client privilege; and other information which, if released, could result in violation of law or harm or unfairness to any individual or group, or could adversely affect the national interest or the conduct of Federal programs.
