About this file

This is an Amendment to Solicitation (Standard Form 30) that answers technical questions and extends key deadlines for the Durham VA Medical Center linen services contract. The solicitation number is 36C24626Q0549, issued by the Department of Veterans Affairs Network Contracting Office 6 in Hampton, Virginia. The amendment extends the hour and date for receipt of offers to May 20, 2026 at 12:00 PM EDT and technical questions deadline to May 14, 2026 at 12:00 PM EDT. A facility walkthrough is scheduled for Wednesday, May 13, 2026 at 11:00 AM for interested offerors.

The amendment clarifies critical service requirements for the linen rental and laundry operation at the 300-bed inpatient facility (including 75 Community Living Center long-term care beds). Key technical clarifications include: the initial par stock purchase must be fully recovered within monthly pricing with no separate mobilization charges authorized; the government estimates a 0.8% to 2% monthly replacement/loss rate with offerors proposing commercially accepted industry-standard rates; contractor-provided linen comprises 100% of daily requirements with zero customer-owned goods; the official annual poundage estimate is 1,200,000 pounds; and the government will provide current par level inventory counts at or prior to contract award. The amendment notes the incumbent temporary provider's six-month contract value was $120,120.00, and the government will supply historical usage data, recent APD data, and linen classification percentages through the contracting portal to support offeror pricing development.

Byron Brown Contracting Officer Rental Linen Par Stock — Cost Recoverability The initial par stock purchase is to be fully recovered within the monthly CLIN pricing. No separate mobilization/startup charge is authorized.

The government will not provide government‑furnished linen at contract start. Offerors should include all necessary startup par stock within their pricing. We do not own or have any linen!

Par Stock Replacement Rate The government estimates a monthly linen replacement/loss rate monthly loss rate of approximately 0.8% to 2% of total par stock “The government does not mandate a specific rate; offerors must propose a commercially accepted replacement factor based on industry norms.”

Par Level Inventory Count at Award The government will provide the current linen par level inventory count at or immediately prior to contract award to support transition planning.

Laundry Category Percentages (Sections 1.9.1.3 & 1.9.1.4) The corrected category percentages are:

0. Category 1: [insert %]

0. Category 2: [insert %]

0. Category 3: [insert %]

0. Category 4: [insert %] The total will sum to 100%. Updated percentages will be included via amendment if required.

Most Recently Available APDs for DVAMC The most recent APD data will be provided as an attachment in the contracting portal.

(Insert file name once uploaded.)

DVAMC Current Census DVAMC’s most recent average daily census is Durham VA Medical Center (DVAMC) is a 300‑bed inpatient facility, which includes 75 Community Living Center (CLC) long‑term‑care beds. Offerors should take this operational scale into account when developing assumptions for monthly linen replacement/loss rates, par stock requirements, and overall workload estimates.

Usage Reporting (Last 12 Months, by Item) The government will provide the last 12 months of usage data broken down by item as an attachment.

(Insert file name once uploaded.)

Annual Poundage Variance (500,000 vs. 1,200,000 lbs) The 1,200,000 lbs. is correct. Sorry, (the 500000 was for CBOC) Incumbent Information This requirement is not new.

The previous contract number was During my 17yr tenure her at the Durham VAMC, we had only had one provider and that was the Salem VAMC. The last few years with them have been horrendous and this is why we are going this route. We currently have a temp/substitute provider which is a local company (Contract # 36C24626P0305) and the total contract value was $120,120.00 for 6 months.

Breakdown of Contractor‑Provided vs. Customer‑Owned Goods (Daily) The approximate daily breakdown is:

Contractor‑Provided Linen:100% Customer‑Owned Goods (COG): ZERO Percentage Totals Not Equaling 100% Contractor‑Provided Linen:100% Customer‑Owned Goods (COG): ZERO Annual Poundage Confirmation The official annual estimate remains 1,200,000 lbs.

Historical poundage for past performance reference:

Validation of Linen Classification Percentages & Annual Volume The COR confirms that the percentages and annual volume figures provided in the solicitation are correct for pricing purposes. Any changes will be issued only through a formal amendment.
