About this file

This is an Amendment to Solicitation (SF 30) providing answers to technical questions submitted by offerors for solicitation 36C24626Q0481, issued by the Department of Veterans Affairs Network Contracting Office 6 (Hampton, VA) on July 8, 2026.

The solicitation seeks automatic door maintenance, repair, and emergency response services at the Asheville Veterans Affairs Medical Center (VAMC), a five-story hospital with an estimated 750-1,000 automatic doors. The scope includes: (1) CLIN 0001 – twelve months of monthly preventative maintenance (PM) inspections for all automatic doors, including electrified locking systems, sliding and swinging automatic doors, and maglocks; (2) CLIN 0002 – 6 to 24 diagnostic service calls annually, priced per individual door call; (3) CLINs 0003AA-0003AD – unit-priced repairs for specified door types with labor and OEM parts; (4) CLIN 0004 – miscellaneous parts and materials not covered elsewhere; and (5) CLIN 0005 – four emergency response callouts. All inspections and PM must be performed by AAADM Certified Inspectors in accordance with ANSI A156.10 and A156.19 standards, with detailed reporting including identification of safety deficiencies, compliance gaps, and recommendations for modernization, safety upgrades, code-compliance corrections, and system replacement. Contractors should use OEM parts matching existing door manufacturers and hardware, which vary throughout the facility. A site visit is scheduled for July 13, 2026 at 10:00 AM at Asheville VAMC with Mr. David Lenig. The VA does not currently maintain a complete automatic door inventory but expects the winning contractor to identify deficiencies immediately following award, prior to PM commencement, and to provide a prioritized deficiency report addressing life-safety concerns, code-compliance issues, and deferred maintenance items.

X X X x The purpose of this amendment is to answer technical questions.

Please see attached Questions and Answers

1. Site Visit:

· Can a Site Visit be scheduled for our team to review the logistics, parts, and specifics of the project?

Yes. The Site Visit will be Monday July 13th, 2026 at 10 AM at Asheville VAMC. Please sign in with Mr. David Lenig

2. Electrified Locking Scope (Section F):

· Can you confirm whether this scope includes electrified locking systems associated with both sliding and swinging automatic doors, and whether this includes maglocks specifically?

This scope includes electrified locking systems associated with both sliding and swinging automatic doors, and maglocks.

3. Preventative Maintenance Frequency & Structure:

· The RFQ references monthly preventative maintenance (12x annually). Can the VA confirm whether inspections are required monthly for all automatic doors, or if a performance-based approach (e.g., bi-annual AAADM inspections supplemented by service as needed) would be acceptable based on door usage and criticality?

Yes, monthly inspections are to be conducted with the PM.

4. AAADM Certification Requirement:

· Will the VA require that all automatic door inspections and preventative maintenance be performed by AAADM Certified Inspectors, with documentation provided?

Yes

5. Standards & Compliance Expectations:

· Should all automatic doors be maintained and evaluated in accordance with ANSI A156.10 and A156.19 standards, including full safety and performance verification during inspections?

Yes

6. Sensor & Safety System Verification:

· Should preventative maintenance include calibration and validation of activation and safety sensors, including detection zones and thresholds to ensure code compliance and safe operation?

Yes

7. Inspection Reporting Requirements (Enhanced Documentation):

· Will the VA require detailed inspection reports for each automatic door, including identification of safety deficiencies, compliance gaps, and recommended corrective actions?

Yes

8. Asset Inventory / Door Quantities:

· If available, can the VA provide an existing inventory of automatic doors across the facility? We understand a site visit will be included and are happy to validate on-site, but a baseline inventory will help ensure accurate PM planning and pricing.

We currently do not have an inventory of every door.

9.

1. How frequently are preventative maintenance services performed? Are PM services required 12 times per year? Monthly, yes 12 times a year.

1. Does this require every applicable door to receive preventative maintenance once each month? Yes

1. How many doors are included in the preventative maintenance scope? Unknown, but it is a five-story hospital. I would guess approximately 750-1000.

10.

1. The solicitation references a minimum of 6 and a maximum of 24. Could you clarify what these quantities represent? This is a min of 6 calls for diagnosis in a year and a max of 24 calls for diagnosis for year

1. Is this line item intended to cover the cost of a single service call to diagnose one door? Single door

11.

1. What types of doors are included under this line item? See item 7 in SOW

1. What types of repairs are anticipated? See item 2 in SOW

1. Are there any specific replacement parts or components that the VA requires contractors to use? Use OEM parts as available.

12.

1. What fire rating is required? Varies throughout the facility. Doors are marked with their required rating.

1. Is the pricing intended to be for one fire-rated door? Yes

1. What manufacturer or brand are the existing doors? Varies throughout the facility.

1. What types of locks and hardware are currently installed? Varies throughout the facility.

13.

1. Which specific hardware items should be included in our pricing? All should be included; this is a list of possible items that may be on a door needing repair

1. Are there preferred manufacturers or approved brands? Replace with existing brand and repair with OEM parts

1. What finish and hardware functions are required? Varies throughout the facility.

1. Could you clarify what is meant by "etc." in the description? This is an example of some of the types of door hardware and is not meant to be an exact list. The etc. is for items not listed that may be found on a door.

14.

1. What specific parts and materials should be included under this line item? The quantity is lot so this should be the number for any additional parts and materials not covered in the other item numbers 15.

1. Is the Government requesting our standard emergency response labor rates for this item? Yes

16. Are repairs included in the project?

0. Labor? Yes

0. Parts? Yes

17. Are existing deficiencies to be identified and quoted immediately following award and prior to the preventative maintenance taking place? Yes

18. Will a parts rider be applied to the project? CLIN 0004

a. If so, in what amount? The amount you propose to cover any parts and materials not covered in specific door item numbers

19. In Section B.3 Price/Cost schedule, there is some ambiguity that requires explanation in order to best align with the VA’s intent.

a. For CLIN 0001, it calls for 12 months of PM services to be provided. Without an exact count, it will be difficult to estimate the costs.

i. Does the VA have an idea of the total labor hours requested? No

ii. Total number of doors to be serviced? Approximately 750-1000 in a five story Hospital

b. For CLIN 0002, it calls for a quantity of 6.

i. Does this refer to an individual call for service/diagnosis? Yes

ii. If not, can you please explain the intent? N/A

c. For CLIN 0003, it calls for repairs and a quantity of 0.

i. Please explain the intent of what is requested. This is the parent CLIN to 0003AA to 0003AD it is not separately priced.

d. For CLINs 0003AA through 0003AD, is the government requesting a unit price for the repair of each specified door? Yes

i. If not, please clarify. N/A

e. For CLIN 0004, it calls for a quantity of 1 relative to parts and materials.

i. Please explain the intent of what is requested. This is for any miscellaneous parts and materials not covered in the other specific items.

f. For CLIN 0005, is the request for 4 individual emergency responses/callouts? Yes

20. Can the VA provide drawings and a list of buildings, wings, or departments included within the scope to help better estimate the quantity of doors and service requirements? Drawings can be provided to the winning bidder onsite. No electronic copies will be sent with this solicitation for security purposes.

21. Can the VA provide the annual quantity of door-related corrective maintenance work orders and emergency service calls from the previous year/contract period? Unknown

22. Can the Government confirm if inspection documentation should include recommendations for:

a. Modernization? Yes

b. Safety upgrades? Yes

c. Code-compliance corrections. Yes

d. Replacement of automatic door systems when deficiencies are identified. Yes

23. When providing repair-versus-replacement recommendations, should solutions improve patient transport efficiency, staff workflow, and available clear opening width over existing conditions? Yes

24. Following the initial preventative maintenance inspections, would the VA find value in a prioritized deficiency report identifying life-safety concerns, code-compliance deficiencies, deferred maintenance items, and recommended corrective actions? Yes
