B.4 STATEMENT OF WORK & SALIENT CHARACTERISTICS

SOW - Operating Room Integration System

1. INTRODUCTION/BACKGROUND:

The Salisbury VA Health Care System (SVAHCS) has identified a critical need to upgrade the operating room integration systems at both the Kernersville Health Care Center (KER HCC) and the Charlotte Health Care Center (CVC HCC). This project will entail the removal of the current, unsupported operating room integration systems and associated hardware, followed by the installation of the new OR integration system in a total of eight (8) operating rooms—four (4) at each Health Care Center location.

The existing operating room integration systems at both KER HCC and CVC HCC operate on the Windows 7 operating system. This system is no longer supported within the Veterans Health Administration (VHA) and has reached its end of life, with no support available from the Original Equipment Manufacturer (OEM). Furthermore, there are no available upgrades or replacement parts for the existing system components, making repairs and continued use impractical and unsustainable.

To address these concerns, SVAHCS plans to replace the obsolete and unsupported systems with integration system for the Operating Room that will connect with existing Olympus OTV-S200 surgical imaging system in the operating rooms. The system must connect directly to existing Olympus VaultStream server for video management and control with no third-party hardware/software/medical recorder required. The system must support 3rd party surgical field devices such as surgical lights, insufflators, audio system, and other medical equipment. This integration system must directly, with no third-party equipment leverage the existing Olympus Valutstream hardware/software to provide a reliable and supported operating environment for surgical teams. The integration solution must have authorized access to Vaultstream. The system must have UPS uninterruptable power supply for the system.

As part of the preliminary research phase, resources such as the Federal Procurement Data System (FPDS) and the General Services Administration (GSA) were utilized to guide the project planning and procurement processes.

2. OBJECTIVE:

The primary objective of this project is to upgrade the operating room integration systems at the Salisbury VA Health Care System, specifically at the Kernersville Health Care Center (KER HCC) and the Charlotte Health Care Center (CVC HCC). This will involve the deinstallation of existing unsupported systems and hardware in four (4) operating rooms at each HCC—eight (8) operating rooms in total—and the installation of the operating room integration system.

To successfully achieve this objective, the project will include the following key activities:

Removal and Disposal:

The contractor shall handle the removal of the existing operating room integration systems and associated hardware. All removed hardware and equipment must be taken off-site for disposal in contractor supplied waste management, ensuring that no debris or unwanted elements are disposed of in facility dumpsters.

Installation:

The contractor shall install the new integration system in the designated operating rooms. This includes both physical installation and connecting all hardware components such as cables, data lines, and electrical connections via existing conduits.

The installation must comply with all necessary safety measures, including the use of personal protective equipment (PPE) and proper infection control measures throughout the process.

Testing and Validation:

After installation, the contractor will test all equipment to ensure the system is fully operational and functioning seamlessly.

Coordination and Management:

The contractor shall provide comprehensive project management services to oversee the entire scope of the project, including coordination with medical center staff and building management teams. Contractor shall coordinate with contractor deinstalling surgical lights/equipment, booms/anesthesia booms, and the installation of new surgical lights/equipment booms/anesthesia

This will involve managing timelines, resources, and communication to ensure the project is completed efficiently and effectively.

Training:

The contractor must provide training for end users, conducted by qualified professionals, to ensure they are fully adept at using the new system.

Integration with Existing Systems:

The new integration system must have authorized connectivity and integrate seamlessly with the existing Olympus Vaultstream currently in use at the Salisbury VA Health Care System.

VaultStream Server: A centralized, self-managed medical content library software for archiving and reviewing medical images (JPG and/or BMP) and video (MPG and/or MP4). This server is hosted on a site-provided server.

The project will be executed as a firm fixed price turnkey project, ensuring that the SVAHCS receives a complete, functional, and integrated operating room system upgrade in accordance with VA standards and requirements. System to maintain continuity of existing environment and ensure compatibility with established workflows.

3. MAJOR REQUIREMENTS:

To accomplish the work under this task order/purchase order, the Contractor must complete the following tasks:

Shipping Coordination: Prior to the vendor shipping equipment, a coordination meeting must be held. This meeting aims to ensure the effective and timely delivery of the equipment and must include the following personnel:

Contractor representative

Tenesha Harris, NX Supervisor

Paul Martin or designated Biomed representative

Stephanie Stephens, Surgical Service Equipment Coordinator

The coordination meeting will address the following:

Confirming the delivery schedule and timelines.

Identifying any potential obstacles or logistical challenges.

Clarifying responsibilities for handling and storage of the equipment upon arrival.

Coordinating the necessary preparations at the receiving location.

Reviewing any special handling or installation requirements.

Ensuring communication channels are established and protocol for updates and changes is set.

By adhering to these guidelines, both parties can ensure a smooth and efficient shipping process.

Line items will be split equally between each HCC location and shipped to the following locations:

Kernersville VA HCC

1695 Kernersville Medical Parkway

Kernersville, NC 27284

Charlotte VA HCC

3506 Tyvola Rd

Charlotte, NC 28208

Site Walkthrough:

The Contractor will conduct an on-site walkthrough at each Health Care Center (HCC) location. Participants in the walkthrough will include the building management, Administrative Officer, VA biomed representative, Peri-Op management or designee, and the project manager. This walkthrough is essential for planning, coordination, and addressing any site-specific considerations prior to commencing work.

Deinstallation and Installation:

The Contractor shall deinstall the existing operating room integration system currently in place and replace it with the new OR System. This includes the removal of all outdated hardware and the proper installation of the new system to ensure functionality and compliance with VA standards.

After-Hours Work:

The Contractor is expected to perform certain tasks after regular working hours to minimize disruption to hospital operations, as permitted by HCC building management/ownership. This may include working on Saturdays if allowed by the building management. This flexibility in working hours is crucial to ensure the continuous operation of the facility's critical functions.

Coordination with Other Contractors:

The Contractor's work will need to be coordinated with another contractor who is responsible for the deinstallation and installation of operating room surgical lights, equipment booms, and anesthesia booms. Effective coordination between the contractors is necessary to streamline the installation process, avoid conflicts, and ensure the timely and efficient completion of the project.

The C&A requirements do not apply; a Security Accreditation Package is not required.

Contractor shall provide all necessary equipment to include management of 3rd party surgical field devices (8), 3D 4K 32-inch surgical monitors (24), all ports, cabling, power supply, UPS uninterruptable power supply for the system, HD PTZ camera system for each OR, OS must be Windows 10 IoT Enterprise, digital hub, software, interfaces, network switches, touchscreen control panels, audio. System must accept connector formats S-video, SDI, HD-SDI, HDMI or DVI. Package will be provided as turnkey solution.

Outline for the process for upgrading operating rooms with new integration system equipment and hardware at the government facility. The process is structured to ensure minimal disruption to operations and ensure that each phase of the project is completed and tested before moving on to the next.

Staggered Closures:

Two (2) operating rooms will be closed at a time to undergo deinstallation of old equipment and installation of new integration system equipment/hardware.

Testing and Operational Assurance:

Once installation in the first two operating rooms is completed, the contractor must test the new system to ensure it is fully operational.

Training and Support:

The contractor is responsible for training facility personnel on the new system and providing ongoing support as needed.

Phased Approach:

Only after the first set of two operating rooms is fully operational and the personnel are trained will the next two operating rooms be closed for deinstallation and installation.

Expected Timeline:

The expected duration for each pair of operating rooms to be deinstalled, installed, tested, and brought to full operational status is approximately two weeks.

This ensures a smooth transition to the new operating room integration system with minimal disruption to the functioning of the facility.

4. CONTRACTING OFFICER'S REPRESENTATIVE (COR):

Project contacts:
