About this file

This is an Amendment to a federal solicitation (Standard Form 30) issued by the Department of Veterans Affairs Network Contracting Office 6, located in Hampton, Virginia. Amendment 0002 provides answers to questions submitted by offerors regarding solicitation 36C24626Q0420 for an Operating Room (OR) integration system.

The solicitation pertains to OR integration systems for two Veterans Affairs facilities: Charlotte HCC and Kernersville HCC. Key technical requirements include 4K capability for all equipment and devices, integration with the existing Olympus VaultStream video management system (which has an upgradeable pathway and does not require replacement), compatibility with Olympus endoscopy video processors and towers, and 3D compatibility for all surgical field displays. The system must be capable of connecting to multiple devices including video, imaging devices, and physiological monitors, while supporting open architecture standards and future technology expansion. Both sites currently utilize Steris Harmony OR integration systems. The Government has confirmed that functionally equivalent systems meeting stated performance requirements will be considered, and offerors may propose alternative hardware configurations provided all stated performance requirements are met. Software functionality may be delivered through integrated modules if the combined platform provides full functionality. The Government will permit phased installation to minimize OR downtime, and installations at both sites can be completed simultaneously. Award will be based on meeting all characteristics specified in the Performance Work Statement (PWS), evaluated on technical compliance, past performance, installation approach, and service support considerations. The integration package will be awarded as a single contract package. Room drawings and infrastructure drawings for all eight ORs are attached. An extension to the proposal deadline was granted to allow one week for offerors to review the question-and-answer responses before submission.

OR Integration - 36C24626Q0420

Question Answer

Can the Government confirm that all listed components are intended as salient characteristics only and that functionally equivalent systems meeting or exceeding the stated requirements will be considered?

All functionally equivalent systems will be considered.

Will the Government evaluate solutions based on overall system functionality and interoperability rather than exact component architecture? Will the Government evaluate solutions based on overall system functionality and interoperability rather than exact component architecture?

Specifications such as, but not limited to, monitor sizes, video fidelity, and compatability will need to be exact but all system that perform evquivalent to what is being requested will be considered.

Can offerors propose alternative hardware configurations if the proposed solution meets all stated performance requirements?

Yes

Can software functionality be delivered through integrated modules rather than separate software applications if the same capabilities are achieved?

The requirement can be met with intrgrated modules as long as the combined platform provides full functionality

Will the Government accept equivalent monitor, switch, and video-routing architectures from other manufacturers provided all required functionality is maintained?

Yes

Does this solicitation and the overall need of the site require 4K capabilities for all equipment/devices?

Yes

Does the current VaultStream server for video management and control have an upgradable pathway or will it need to be REPLACED to support the 4K capabilities?

Has an upgradeable pathway

Per the SOW, if the current/existing VaultStream server for video management and control must be replaced in order to support 4K capabilities (no upgradable pathway), why does this solicitation require that that the quoted system connect directly

VaultStream does not need to be replaced.

System must connect directly to existing VaultStream.

to the existing Olympus VaultStream?

What OR integration system is currently installed at Charlotte HCC and Kernersville

HCC?

Both sites are currently using Steris Harmony

Are there existing integration racks, network infrastructure, displays, cameras, or peripherals that the Government intends to retain?

There is existing network infrastructure, but it does not need to be retained.

During the site visit – the team noticed a large Steris panel that is located on the Nurses station wall. It takes a key to open, and we could not open to verify what is behind that cover during the walk thru. Can you verify if this is a system router?

Please see the attached pictures of what was located in that panel.

Must the proposed system integrate with existing surgical video platforms regardless of manufacturer?

System must integrate with Olympus Vaultstream

Will the Government require interoperability with existing endoscopy towers from multiple manufacturers?

Must be compatible with Olympus endoscopy video processors towers

Should the proposed system support future integration with additional surgical technologies without requiring replacement of the core integration platform?

System should support future technologies

Will the Government accept systems utilizing open architecture standards for future expansion?

Open architecture is acceptable if proposal meets technical specifications of PWS

Does the Government require the ability to display and route sources from third-party devices without proprietary hardware limitations?

Integration system must be capable of displaying imaging/monitoring equipment utilized in OR.

What devices will be connected to the OR integration system?

Multiple devices to include but not limited to video, imaging devices, and physio moniotor.

What is the expectation of the VA for integration systems upgradability?

System will need to be upgradable.

Can the Government provide room drawings and infrastructure drawings for all eight ORs?

Yes, drawings attached.

What is the anticipated installation sequence and room turnover schedule?

Room schedule and installation will be discussed and made after contract award.

Will the VA permit phased installation to minimize OR downtime?

Yes

Will installation occur at the 2 sites simultaneously or will they be scheduled separately?

They can be completed simultaneously

What are the evaluation factors and relative weighting of:

• Technical compliance

• Past performance

• Installation approach

• Service support

• Price

Must meet all technical specifications, past performance, installation and service/support will be considered.

Will award be made on Lowest Price Technically Acceptable (LPTA) or Best Value

Award to be based on meeting all characteristics met per PWS. See Instruction to Offerors

Will the Government evaluate lifecycle cost, service support, and future expandability?

The government consideres cost, service, support and expandability

Will the Government require the integration of information into the hospital EMR/HER?

Integration required with Olympus Vaultstream

Will the VA choose the integration separately from video, or will one award be awarded to one company that offers integration & video jointly?

Integration package to be awared as one package

Given the questions may impact scope of work/ the quote, can we kindly request an extension for 1 week once the answers are posted?

Yes an extension will be completed.

Is the intention to continue using the nCare VaultStream as the primary recording solution into the EHR regardless of vendor chosen?

Intention is to use VaultStream directly connected without use of nCare.

Is every surgical field display required to be 3D compatible?

Yes
