About this file
This is Amendment 2 to Solicitation 36C24626Q0333, issued by the Department of Veterans Affairs Network Contracting Office 6 for the Central Virginia VA Healthcare System. The amendment extends the offer deadline to April 22, 2026, at 10:00 AM EDT and announces a mandatory site visit scheduled for April 14, 2026, at 10:00 AM EDT at the Richmond VA Medical Center warehouse loading dock. The amendment adds two new contract line items (CLINs) for on-site inventory services (2 units) and emergency delivery services (12 units) to address previously identified gaps in cost coverage.
This is an Indefinite Delivery/Indefinite Quantity (IDIQ) firm-fixed-price contract for medical gases and cylinder/tank rentals with a base performance period plus four one-year option periods. The procurement requires comprehensive supply of compressed medical gases (oxygen, nitrogen, carbon dioxide, helium, argon, nitrous oxide, compressed air) and specialty gas mixtures in various cylinder sizes, along with cylinder rental, delivery, maintenance, and emergency services to three locations: Richmond VAMC, Fredericksburg clinic, and infrequent deliveries to Henrico and Charlottesville. Key requirements include compliance with USP/NF and FDA CGMP standards; DOT-compliant transportation; delivery within the 0800-1200 window (with flexibility to 0730-1500) within one calendar day of order; 24-hour emergency response capability; on-site inventories twice yearly; and a 60-day transition period. The incumbent contractor is Roberts Oxygen under Contract 36C24622D0061 valued at $73,791.20. Quoters must submit complete proposals addressing technical capability, manufacturer authorization letters (for non-manufacturers), training certifications, and itemized pricing by April 22, 2026. Award is anticipated for May 1, 2026, on a lowest-price technically acceptable (LPTA) basis without discussions. This is an unrestricted procurement with a NAICS code 325120 (Industrial Gas Manufacturing) and product/service code 6835 (Medical Gases).

1. Who is the incumbent contractor?
Roberts Oxygen
1. What is the incumbent contract number?
36C24622D0061
1. What is the total current or prior contract value? $73791.20 Additionally, we would appreciate clarification on the following:
1. Is this requirement presently being performed under a single contract, or has performance been split across multiple vendors, BPAs, or other ordering vehicles?
Single
1. Can you confirm that all line items, including all gas products and all cylinder/tank rental items, are required to be quoted exactly as listed with no deviations to the pricing structure or units of measure?
No, some items may be ordered less or more frequently than what is quoted, depending on the facility’s need.
1. Are equivalent products or alternate manufacturer sources acceptable provided they fully comply with USP/NF, FDA, CGMP, and all other solicitation requirements?
Yes
1. For the special medical gas mixtures, will the Government provide the exact gas compositions, cylinder sizes, and any historical ordering information associated with those items?
yes
1. Beyond the estimated quantities shown in the schedule, is there any historical usage or ordering data available that would help offerors price the requirement more accurately?
No, the quoted usage listed is fairly accurate.
1. Can you confirm whether the delivery locations are limited to the Richmond VAMC and Fredericksburg clinic only, or whether additional affiliated clinics or delivery points may be included during contract performance?
Richmond and Fredericksburg mainly with Henrico and Charlottesville on infrequently.
1. Are emergencies, same-day, weekend, holiday, or after-hours deliveries anticipated under this requirement, and if so, is there any estimated frequency or additional response expectation beyond what is currently stated?
Yes, and no expectations beyond the current requirement stated
1. Is there a preferred format or minimum content requirement for the emergency/backup plan to be submitted with the quote?

Yes, along with tank holders as needed.
1. Are there any current site-access requirements, security procedures, delivery coordination protocols, or badging requirements that offerors should account for in their technical approach and pricing?
Offerors will have to get buzzed through the back gate by security. Someone from the warehouse will open the locked door for the exchange.
1. Is the Government anticipating award without discussions, or may discussions be opened if necessary?
Without discussions
1. Is there an anticipated award date and/or target performance start date that offerors should plan around?
May 1, 2026
1. Are offerors required to submit an authorization letter from the manufacturer if quoting as a reseller or distributor, and if so, is there any preferred format for that documentation?
A letter of authorization is required.
1. Will partial quotes be considered, or is the Government expecting a complete quote for all CLINs in order to be considered for award?
A complete is expected.
1. Estimated Quantities / Usage Trends Are the quantities listed in the schedule reflective of recent annual usage, and can any historical usage data be provided to assist with pricing accuracy?
yes
1. Government-Owned vs Contractor-Owned Cylinders Can you clarify the expected proportion of Government-owned versus contractor-owned cylinders (C/G), and whether there are existing government-owned assets currently in use?
There is only vendor provided assets currently in use.
1. Delivery Schedule Flexibility Is there any flexibility in the standard delivery window (0800–1200), or is strict adherence required for all routine deliveries?
There is flexibility. (0730- 1500)

We will use a tiered evaluation LTPA
1. Site Visits or Facility Coordination Will there be an opportunity for a site visit or coordination with facility personnel prior to submission of quotes?
Yes- April 14th @ 10am
1. Emergency Delivery Expectations For emergency delivery requirements, can you clarify expected response times and any historical frequency of urgent requests?
24-hour response time. All past responses were requested via telephone.
1. Invoice and Reporting Requirements Are there any preferred formats or systems (beyond standard invoicing requirements) that contractors are expected to use for reporting cylinder inventory and deliveries?
No
1. Will there be any time for a site visit for the site(s). Just wondering if locations are loading dock accessible?.
Yes
Please Clarify There are too many “Red Flags” that are cost prohibitive such as:
· On-site inventories 2x per year but no CLIN to account for these costs. CLIN will be added for inventory as well as emergency
· 6-hour emergency deliveries. This can changed to 24 hrs.
· Contingency orders. Will need a way to ensure that during emergencies that some allocation of gas would be available to support life sustaining operations.
· Whole indemnification of the GOV when the contractor is only partially at fault.
