About this file
This is a Standard Form 1449 Solicitation/Contract/Order for Commercial Products and Services issued by the Department of Veterans Affairs Network Contracting Office 6 for medical gases with cylinder/tank rentals supporting the Central Virginia VA Healthcare System in Richmond and the Fredericksburg VA Health Care Clinic. The solicitation number is 36C24626Q0333, with an offer due date of April 2, 2026 at 10:00 AM EDT. This is an Indefinite Delivery/Indefinite Quantity (IDIQ) contract with a base performance period and four one-year option periods. The contract is set aside for 100% Small Business, specifically designated under the NAICS code 325120 (Industrial Gas Manufacturing) with product service code 6835 (Medical Gases). The principal requirements include delivery of compressed medical air (USP), oxygen (USP), carbon dioxide (various grades and sizes), argon, nitrogen (multiple grades), helium, nitrous oxide, liquid nitrogen, and specialized medical gas mixtures in quantities ranging from estimated minimums to maximums across 21 line items, with some items measured in cylinder units (EA) and others in year-long rental terms (YR).
Delivery requirements specify FOB destination with all transportation charges included in the gas price and no additional surcharges permitted to the facilities. Deliveries must occur Monday through Friday between 0800-1200 hours, with emergency 24-hour/7-day service available for urgent requests. All medical gases must comply with FDA Current Good Manufacturing Practices, United States Pharmacopeia/National Formulary standards, and applicable DOT and OSHA regulations. The contractor must provide certificates of analysis for oxygen, maintain FDA certifications and manufacturer authorizations to resell products, provide training documentation for personnel, and ensure compliance with cylinder specifications, hydrostatic testing requirements, and color coding standards per Compressed Gas Association publications. Invoices must be submitted monthly in arrears itemized by contract line item number, gas type, delivery dates, and unit costs. Government payments will be made electronically via the VA Financial Service Center. The solicitation incorporates FAR Part 12 simplified procedures and includes standard provisions regarding small business compliance, security prohibitions, system for award management registration, and limitations on subcontracting applicable to small business set-asides.
