About this file
This is a Questions and Answers (Q&A) document for RFQ 36C24626Q0147, a VA wheelchair van transportation services procurement for Hampton VA Medical Center (HAMVAMC).
The solicitation is for a Requirements contract with guaranteed minimum quantities via FAR 52.216-21 and Clause 52.216-9 (Order Limitations). The contract structure consists of a base period plus option years, with FAR 52.217-8 allowing extension for up to 6 months after option years expire (total contract cannot exceed 5 years 6 months). The last functional contract award was 36C24623D0007. CLIN quantities reflect actual utilization under the current bridge modification (1/1/2026–3/31/2026). Services include 24/7/365 operations covering full service area with all CBOC locations. Peak volumes consist of dialysis trips to veteran addresses; the contractor must determine van requirements and maintain 24/7 driver availability. Pricing includes one-way Transportation Request trips (TRPs) billed individually via Vet Ride system, hourly waiting time billed in 15-minute increments after 30 minutes, and long-distance mileage trips. Item 0005 covers verified no-shows/cancellations. All unloaded and deadhead miles must be incorporated into base and mileage rates with no separate reimbursement. Patient weight verification uses medical records uploaded to Vet Ride; no maximum weight limit or separate billing tier for patients over 600 lbs is identified. Long-distance trips (exceeding 100 miles one-way) require no overnight driver lodging, relief drivers, or extended layover time. Service-Disabled Veteran-Owned Small Business (SDVOSB) transportation brokers may serve as prime contractors with relevant subcontractor past performance considered under evaluation criteria. HAMVAMC provides parking by the Bay for drivers awaiting patient pickup.
