About this file

This is a Request for Information (RFI) Response document containing bidder questions and clarifications for a masonry repair project at the W.G. (Bill) Hefner Veterans Affairs Medical Center in Salisbury, North Carolina (VA Project #659-24-901). The document addresses 23 RFIs that clarify solicitation requirements and project specifications.

Key project details include work on seven campus buildings (5, 6, 7, 11, 13, 19, and 21) with phased construction involving brick repointing, lintel repairs, masonry accessory replacements, sealant and expansion joint replacement, exterior cleaning, and repainting. The bid due date is August 18, 2026 at 10:00 AM EST. Normal contractor work hours are 7:00 AM to 5:00 PM, with Saturday and Sunday work permitted with prior VA approval. The base bid allows 270 days for completion, with four deductive alternates reducing scope and timeline. Critical clarifications include: Building 21 spans both phases and does not have portions assigned to a specific phase; contractors must work buildings within each phase concurrently except Building 21; one Site Safety and Health Officer, one Superintendent, and one CQC System Manager may cover the overall project; the Contractor is responsible for retaining and paying testing laboratories; water penetration testing applies to all buildings except Building 21, which requires two tests; the Contractor must replace all existing masonry weeps and sealants at all exterior openings and penetrations; and exterior cleaning applies to entire building elevations. The Contractor is responsible for hazardous material notifications, temporary shoring, security camera disconnection/reinstallation per specifications, and employee badging coordination with one week's advance notice to the VA.
