About this file

This is a Request for Information (RFI) response document dated August 6, 2026, related to masonry and structural repairs at the W.G. (Bill) Hefner Veterans Affairs Medical Center in Salisbury, North Carolina (VA project 659-24-901). The work encompasses masonry maintenance and repair to exterior walls across seven campus buildings (Buildings 5, 6, 7, 11, 13, 19, and 21), with specific tasks including brick repointing, masonry accessory replacements, lintel repairs, expansion joint replacement, brick cleaning, sealant replacement, regrouting, precast and slate repair, and associated refurbishment activities. The project is structured with a base bid covering 270 days of work, followed by four deduct alternates that progressively reduce scope by modifying repointing requirements on Buildings 19 and 7, and potentially eliminating Building 13 work entirely, with corresponding schedule reductions to 255, 240, and 220 days respectively.

All construction work occurs outside occupied buildings, requiring comprehensive safety and infection control measures throughout execution. The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 6 is the procuring federal agency for this solicitation (Solicitation Number 36C24626B0034). The response document itself appears to be a contractor submission addressing the RFI requirements; however, specific details regarding contractor qualifications, proposed pricing, timelines, or technical approach are not visible in the provided file excerpt.

1. For limited and reparative repointing, whether bidders should base quantities on the repair locations specifically identified by the drawings and photographs.

1. Whether the individual repair callouts represent complete repair limits, minimum known locations or representative conditions.

Response:

2. Full repointing equals BR100. Follow the repointing percentages indicated in elevations (Legend: A1/GI001), with exceptions as follows:

a. On Sheet AE203, in elevations A1, C1, C3, and D1, replace all instances of BR2 with brick repointing percentage BR25.

b. On Sheet AE203, in elevation C5, replace CR0 with cast stone masonry repointing percentage CR100.

c. On Sheet AE206, in elevations C1, C2, C3, D1, and D2, replace BR5 with brick repointing percentage BR50.

2. For limited, reparative, and full repointing, the repointing quantities are the repointing percentages. The specific repair locations identified by drawings and photographs must be performed within the overall, base repointing quantities indicated in construction documents. Record repointed areas on the Contractor’s maintained as-builts (010000 par. 1.14).
