About this file

This file is a Request for Information (RFI) compilation containing 93 numbered questions and government responses regarding a federal construction project to replace Air Handling Units (AHUs) in Building 42 of a Veterans Affairs Medical Center facility.

The project involves replacement of five permanent AHUs (AHU-1 through AHU-5) with temporary AHUs (AHU-6 and AHU-7) providing interim service during construction. Key mechanical work includes cooling coil schedule corrections for AHU-1 and AHU-3; phasing restrictions requiring central steam and heating-water work during peak cooling season (June-August), chilled-water pump replacement during peak heating season (December-January), and temporary AHU replacement during shoulder season (March-April and October-November). Shutdown operations are limited to 15 business days advance notice and four-hour maximum duration unless otherwise approved. The contract requires pre-demolition test and balance of existing HVAC systems, compliance with Buy American Act provisions for all equipment, and adherence to VA specifications including Section 01 00 00 (General Requirements), Section 23 05 11 (HVAC General), Section 23 09 23 (Controls), and Section 01 91 00 (Commissioning). The temporary platform for AHUs must be non-penetrating gravity-held design using the PHP Systems/Design Platform basis of design, with delegated design calculations signed by a North Carolina-licensed professional engineer. The contractor is responsible for temporary equipment operation, maintenance, and fire watch during system impairments. All HVAC equipment must integrate with the existing Schneider Electric DDC control system, with the general contractor ultimately responsible for BAS network access, programming, and database integration. The anticipated award date is before October 22, 2026, with approximately 20 days between award and Notice to Proceed issuance.
