Questions and Answers

1. Section A.4 paragraph 1(d) states to provide with our proposal “Documentation of Safety Record”, however, paragraph 7 SAFETY AND ENVIRONMENTAL RECORD states that “Upon the conclusion of the bid opening, the Government may request any or all of the following:” which is all information related to our safety record. Can you please advise what exactly we are to provide with the proposal?

Bidders must provide documentation of their safety record with their bid. The government may request additional documentation after the conclusion of the bid opening.

2. Can you please provide the forms 52.219-28 and 852-219-75 or are we to pull these down from acquisition.gov?

See pages 39 and 53 of the page-number corrected solicitation provided with amendment 0001.

3. Can you please provide any existing CCTV footage that the VAMC has of the existing sanitary sewer system?

Due to file sharing limitations, CCTV footage will be available upon request. Please contact Contract Specialist Aaron Holmes at aaron.holmes@va.gov and cc Contracting Officer Guy Brooks (guy.brooks@va.gov) on all communications.

4. Are as-built drawings required to be done in CAD software and then converted to PDF or are red-lined drawings scanned in as PDF’s acceptable?

Final as built drawings converted to PDF from CAD software are required.

5. Is Microsoft Project acceptable to be used for the Project Schedule requirement?

There is no preference for the project schedule software used.

6. Can the Project Superintendent also act as the SSHO and QC Manager? If not, can you please specify if the Project Superintendent can also act as either SSHO or QC Manager?

No. As stated in 01 45 00 3.4 Quality Control Organization, “The CQC staff will be subject to acceptance by the Contracting Officer […].” Upon the recommendation of the project COR, the CO will not accept the Superintendent fulfilling the Quality Control Manager role and/or the SSHO.

7. Can you please confirm if every lateral coming from each building has a cleanout?

Not all laterals coming from buildings have cleanouts. The general trend is that older buildings are lacking cleanouts on laterals, and newer buildings laterals have cleanouts.

8. Would you consider modifying the Pricing Schedule to add a unit price section for installation of a cleanout in the event one doesn’t exist or needs to be added that way the pricing for adding a cleanout is already established and alleviate having to prepare a proposal and negotiate the price?

No. In the event that additional clean outs need to be added, those will be handled by contract modification.

9. Is there a certain distance that the laterals are to be line off of the mainline (e.g. 3ft up the lateral from the mainline)?

Per the project specification, 33 77 40 – 3:

1. The CIPPLL shall be one piece consisting of the service lateral/building sewer portion and the mainline “T” portion. The liner shall extend three feet without joints from the insertion point in the mainline sewer into the lateral. The finished installation shall provide a verifiable non-leaking connection at the interface of the mainline and service lateral.

CIPP Liner:

10. Please confirm UV GRP fiberglass liner would be allowed for this project. This would eliminate any release of styrene or steam during the installation and curing process. The UV GRP liners initial Flex mod 1,660,000 psi Flexural Strength 50,000 psi.

The specifications for this project do not preclude the use of UV GRP fiberglass liners. According to the project requirements found on page 5 of Section 33 77 30 "SANITARY SEWER REHABILITATION - CURED-IN-PLACE LINING OF MAINLINE SEWERS,", the CIPP liners must meet certain structural properties, including a minimum flexural strength of 4,500 psi and a minimum short-term flexural modulus of 250,000 psi, both per ASTM D790. Please refer to the project specification for more details.

11. Is third party structural testing required for each size of liner installed? If so, how many test per size of liner?

Please see Specifications section 33 77 30 1.5 SUBMITTALS for more information regarding test reports required.

12. Please supply soil reports and depths of ground water to be used for liner calculations or a defined parameters to be used by the contractor’s engineer.

Please see Specifications section 01 00 00 - 6 1.11 PHYSICAL DATA – SOIL CONDITIONS for more information regarding data and project information.

13. The contract is established as a lump sum contract. Please define contract quantities for the following items to set the base bid, light cleaning and cctv per diameter to be encountered (LF), lateral investigation (EA), lateral reinstatement (EA), heavy cleaning (HR), protruding tap removal (EA), lateral cleanout installation (EA) “these will be need to bypass active flows from during liner installation”, injection grouting for pipe leak repair (Gal), lateral lining <5’ (EA).

Light cleaning and CCTV: Per all pipes need to be thoroughly cleaned prior to applying liner, with heavy cleaning called out in table on sheet GI004. All pipes to be lined require to be CCTV before and after applying liner per pipe lining specifications All identified laterals from GIS data are shown on in the plan view and profile view see contract drawings PP001-P to PP013 It is estimated that 5 pipe connection seals will require injection grout and cementitious grout repairs.

Per specification 33 77 40 all laterals shall be lined a distance of 3 feet for every manhole being lined. Pipes to be completely lined are called out on the plans.

14. Please confirm all reinstated laterals will require lateral lining. If required define limits of lining.

Per the project specification, 33 77 40 – 3:

1. The CIPPLL shall be one piece consisting of the service lateral/building sewer portion and the mainline “T” portion. The finished installation shall provide a verifiable non-leaking connection at the interface of the mainline and service lateral.

Manhole Rehabilitation:

15. Please define vertical foot, diameter, material type of manholes to be rehabilitated. Manhole diameter and material type are not shown on contract documents.

It is estimated that 250 vertical feet, 48” diameter, of manholes will need to be rehabilitated.

16. Please define a base line quantity of water stop grout injection to stop active leaks in the structures.

It is estimated that 5 pipe connection seals will require injection grout and cementitious grout repairs.

17. Please define the minimum pull test requirements for inspections.

Please match or exceed the manufacturer’s warranty requirements which should match or exceed project specifications.

18. Will new installed manholes require epoxy coating to prevent deterioration?

New manholes were not included for lining. They can be lined at the COR’s discretion.

General Questions:

19. Will the areas pipe rehabilitation and manhole rehabilitation be required to be fenced in per the general notes?

Site specific safety plans may include safety fencing as appropriate for the rehabilitation activities. Provide information as part of the Site Safety Plan noted in the Sequence of Construction.

20. Please supply all CCTV inspection videos and reports for the areas of pipe rehabilitation. Note additional question may arise after review.

Please see question #3.

21. Please confirm it is acceptable for the CIPP liner crew to complete work area prior to manhole rehabilitation crew starts. The manhole rehab has a smaller footprint. This would reduce congestion in the work areas.

This is acceptable.

22. The site visit for this project was conducted on June 25th, 2025, and the due date for questions is only 5 calendar days after, on June 30th. We respectfully request that the due date for questions be extended to 7/7/2025 to allow vendors and subcontractors time to review the site visit information and project documentation, and to give adequate time to allow them to formulate questions.

The due date for questions will not be extended.

23. Spec Sections 33 76 00 – 33 77 30 – 33 77 40 - UV GRP CIPP is universally accepted as an or-equal to traditional CIPP; and in many instances is heavily preferred for multiple reasons. The material has fiberglass embedded in the resin, making the cured laminate substantially stronger yielding thinner walls and higher flow capacities. Perhaps more important for this project working on a VA Medical Campus is the mitigation of styrene present in the resins used by both products.

See section 33 77 30 "SANITARY SEWER REHABILITATION - CURED-IN-PLACE LINING OF MAINLINE SEWERS," for more information on minimum lining requirements.

24. Traditional felt thermal CIPP releases the styrene as an airborne VOC up into laterals and into the air through the steam exhaust during the curing process. The styrene can be a substantial irritant to many folks, with elevated concerns for folks dealing with pre-existing health concerns. In extreme circumstances large industrial HVAC units can pull the styrene chemical in through the intake system, producing chemical smells inside of the facility. Styrene, which may or may not be harmful depending on the testing data you want to adhere to, does at the very least have a very pungent chemical odor detectable by nose at less than 1ppm and the odor alone can cause public discomfort.

See section 33 77 30 "SANITARY SEWER REHABILITATION - CURED-IN-PLACE LINING OF MAINLINE SEWERS," for more information on minimum lining requirements.

25. Conversely, UV GRP CIPP has been engineered to keep the resin encapsulated throughout the installation and curing process through the use of a styrene barrier with inner and outer foil. The installation process has also been optimized to limit the exposure of raw resin to the atmosphere as much as possible to mitigate styrene concerns. With the styrene being encapsulated throughout the process atmospheric styrene levels are anticipated to be effectively non-detectable on UV GRP CIPP lining sites. We think that with this project being on a VA Medical Campus, UV GRP CIPP Lining would be a much better alternative. We can provide product data sheets for the products as needed if requested.

26. Spec Section 31 20 11 – Spec language mentions potential rock excavation. Are there any borings or a geotechnical report that can be provided so that we can adequately gauge both the potential for rock, and the potential water table depths and soil compositions?

Please see attached Geotechnical reports from past projects located across the Hampton VAMC campus for the purposes of gauging water table depths and soil compositions only.

As this project is repairing and replacing existing lines, the VA does not expect that the contractor would need to excavate rocks. However, should excavation be necessary that increases the contractor’s time and cost, an equitable adjustment can be made as per FAR Clause 52.236-2 Differing Site Conditions.

27. Spec Section 31 20 11 – 2- Measurement and Payment Section: The specs indicate that rock excavation will be measured and paid by the Cubic Yard, but this is a lump sum bid. For bidding purposes, should the contractor assume that there will be no rock excavation, and any encountered will be paid per cubic yard via a change order? Alternatively, can a per CY line item be added to the proposed bid schedule?

As this project is repairing and replacing existing lines, the VA does not expect that the contractor would need to excavate rocks. However, should excavation be necessary that increases the contractor’s time and cost, an equitable adjustment can be made as per FAR Clause 52.236-2 Differing Site Conditions.

28. Spec Section 01 45 00 – 1 – Paragraph 1.1 – This spec section makes several mentions to design, design-bid-build, and design-build. There is also a requirement mentioned in the QC management section for design QC support. The scope of work makes no mention of design requirements for this project, though the dewatering sections do mention design of the dewatering system specifically. The contractor is requesting confirmation and clarification on any design requirements of the project.

All design requirements have been completed by the Designer of Record. There are no additional design requirements for this portion of the project.

Regarding Section 33 76 00 Specifies Manhole Rehabilitation - Epoxy Lining Systems

29. Often Epoxy Lining Systems are designed with a cementitous underlayment of a minimum thickness. This underlayment serves to provide structural enhancement to the manhole, and to provide an even surface for the epoxy to bond ensuring epoxy thickness is measurably reached. Please provide direction for cementitous underlayment at a minimum thickness for this project.

Install per the manufacturer’s liner specifications and in accordance with the project’s specifications and include this information as part of the submittals.

Regarding Section 33 77 40 Specifies Sanitary Sewer Rehabilitation - Cured in Place Partial Lateral Liner

30. In order to price the lateral liners, the location of the laterals must be shown on the plans or quantified via spreadsheet. A spreadsheet similar to the ones provided on the plans for Sewer Repairs and for Manhole repairs would suffice. Please provide number and/or each size/location of the laterals so all cost can be covered in the bid. 15" x 4", 12" x 4", and 8" x 4" laterals are indicated.

Laterals entering manholes and their diameters are indicated on the plan sheets. Laterals entering along the pipelines to be lined or replaced may exist but information about potential locations was not available unless it is indicated on the plan sheets. Pre-lining CCTV should identify any laterals that may need to be reconnected and partially lined.

31. Also, are the lateral liners to continue for a minimum footage from the main, and if so for how many feet?
