About this file
This document is an Amendment (0003) to Solicitation 36C24625B0017 for the Repair Fire Doors Project #565-25-101 at the VA Medical Center in Fayetteville, NC. The amendment provides detailed responses to 27 pre-bid questions from potential contractors, addressing specific requirements for door replacements and modifications in Buildings 1 and 3. Key clarifications include confirming the need for UL-listed fire exit devices, specifying hardware installation details, addressing infection control requirements, and outlining door replacement specifications for various rooms.
The project involves repairing and replacing fire and smoke doors across multiple building floors, with work requiring door specialists, electricians, and laborers. The scope includes demolition, door and frame replacements, hardware upgrades, and re-certification of fire ratings for doors in rooms such as B05, B07, B10, and others. The contract specifies a 150-calendar day completion timeline from Notice to Proceed, with work to be performed primarily after normal working hours. A pre-bid walkthrough was recommended, and the VA will provide temporary badging for contractors. Bi-weekly progress meetings are planned following the Notice to Proceed.

Question
Response
1. To ensure we provide an accurate and competitive proposal, we would appreciate it if you could share the door schedule for the project.
No door schedule is available. See the project SOW, and amended by these pre-bid question responses. Current door operations are to be restored per SOW.
2. In several instances, the Statement of Work references replacement of fire-rated doors (45-minute or 90-minute) while also requiring installation of "panic bars." As you’re aware, standard panic hardware is not fire-rated, and the two are not interchangeable.
Per specification Section 08 71 00, it is noted that exit devices for fire doors shall comply with UL requirements for Fire Exit Hardware.
Can you please confirm the following:
1) Where the scope calls for panic hardware on fire-rated doors, should we assume UL-listed Fire Exit Devices are required (not standard panic bars)?
2) Are there any specific product types or manufacturers that must be used or avoided?
3) Can you confirm whether the VA will provide door hardware sets or if all new fire-rated exit hardware must be included in our pricing?
1) Correct, UL listed fire exit devices.
2) No specific product or manufacturer is required. Product must meet the specs.
3) Contractor shall provide all materials
3. Looking to obtain a planholders list / Pre-bid meeting list if possible. If not, could you point me in the right direction?
Are we able to get a copy of the sign-in sheet for Project 565-25-101?
Do you happen to have a plan holders list you can share?
See attached document: Site Visit Attendance 04.09.25.
4. Does this project have an infection control plan or Infection Control Risk Assessment?
Yes, ICRA’s are required. As stated in the SOW, “assume plastic barriers, air scrubber, sticky mat, and covered carts.”
5. Confirm that multiple doors can be demoed and replaced at the same time and that it is not limited to one door at a time.
Do not expect more than one door at a time. However, the VA may consider allowing more than one door worked on at a time. For it to be considered, the contractor would have to have a well-developed plan and adequate personnel to complete the work as quickly as possible. Life safety (stairwell door, path of egress) will be scrutinized. There is considerable distance between each door location.
6. Confirm per the walkthrough all replacement doors and frames are to be two hour rated. Even if walls are rated 1 hour.
For doors and/or frames to be recertified, do as per the SOW hourly rating (one or two).
For new doors and/or frames, all are listed as two-hour
7. Room 379 Stairwell - Confirm if a threshold should be added for use with the sweep in order to fully seal the bottom gap and avoid the sweep dragging the floor surface. (Typical for this application)
Provide a sweep without a threshold.
8. Room B05- Mag lock did not seem to be operational during the walkthrough This opening appears to have an electric strike (which will not be compatible with new exit devices). Should the panic bars include electrified lever trim to work with the access control system/card reader, so that mag locks and electric strikes can be avoided? If not, advise locking function for levers (classroom, passage, etc.), and confirm if new mag locks should be provided.
The existing maglock is operational and works on a schedule. Replace all hardware. Replace ADO push plate on the exterior. On the interior side, replace ADO push plate with ‘wave to open’ sensor. Provide new controllers. Reinstall air curtain. Install panic bars with egress out. Eliminate electric strike function. Storage function leverset.
9. Room B05 - Confirm per the walkthrough the door frame includes the vision light which requires it to be replaced as well. Confirm the air curtain will just be removed and reinstalled and no new air curtain will be required.
Vision lights (3) are required. Namely, one in each door and one large vision lite above the doors.
10. Room B05 - From the walkthrough, the existing door has an automatic door operator. The scope does not call out to replace it and the operator did not seem to be operational during the walkthrough. Do you want a new door operator as part of the project and how do you want it controlled?
See response to question no. 8.
11. Room B05 - Should new threshold, weatherstrip, and sweeps be provided?
Yes, new threshold, weatherstripping, and sweeps are required.
12. Room B07 - Is the keypad to be a wall mounted type that is connected to the access control system, or a mechanical stand-alone type with no access control connections like currently installed?
Lockset/keypad like currently installed
13. Room B07 - Do you want panic bars on both door leafs or just the active leaf similar to current set up?
Install panic bars on both doors and include door coordinator to allow for proper closing sequence. Door astragal to cover center gap and sweep on bottom.
14. Room B10 - Due to the door frame being located in masonry wall construction can this frame be tested and certified and reused with new door and hardware or is a new door frame required.
Replace metal door and frame.
15. Room B10 - Confirm a storeroom lockset is acceptable.
Storeroom locket function is correct.
16. Room B06L - Due to the condition and location of the door frame to reduce impact to staff can the door frame be tested and certified and reused with new door and hardware or is a new door frame required.
Agreed. Recertify door frame and door. Take any necessary measures to get frame and door in compliance to recertify.
17. Room B06P - Confirm new operator is required.
Confirmed that a new door operator is required. Instead of ADO, use “wave to open” sensors.
18. Room B06P - Will VA be providing and installing new signage on the door?
Contractor to carefully remove the existing signage. Reinstall signage on new doors. Protect signage mounted to the floor.
19. Room B06P - Confirm if continuous hinges will be required or if standard hinges can be used.
Either is acceptable so long as it meets the heavy duty or greater standard. Frame and doors labels must be visible.
20. Room 105 - Codes require “one motion” egress. Including the lockset and separate deadbolt does not meet this code requirement. Should both be included?
Yes, both shall be installed, storage room function mortise lockset and separate deadbolt. Contractor to provide the following: A readily visible durable sign posted on the egress side on or adjacent to the door stating: THIS DOOR TO REMAIN UNLOCKED WHEN THIS SPACE IS OCCUPIED. The sign shall be in letters 1 inch (25 mm) high on a contrasting background.
21. Room 105 - Rather than a mag lock, can an electrified lockset and electrified hinge (or a storeroom lock with and electric strike) be provided for use with the access control system/card reader?
Yes, electric strike and storage lockset function is acceptable. To be used with a card reader.
22. Room 203B3 - Rather than reinstalling the frame mounted stop, can the new closer with an integral stop be mounted on the interior room (push) side? This will meet the requirements of closing and stopping the door with one device mounted on the non-corridor side
That is acceptable.
23. Room 203B3 - Confirm that no vision panel is required in the replacement door.
Confirmed
24. Confirm that no separate quality control person will be required for this project and that role will be covered by the superintendent.
Confirmed
25. Confirm that on-site parking is available for all workers.
Confirmed
26. Door hardware spec lists door hardware sets, but does not specify which door it applies to. Please confirm if door hardware sets are to be followed for what is required for each door and provide which hardware set applies to each door, or if the scope of work description of hardware set is what is to be followed.
As per SOW, the hardware is to be replaced. Hardware spec was provided to establish minimum standards for replacement parts. No hardware sets are identified for individual doors.
27. Will considerations be made for alternative payment protections in other forms or amounts than what is included in FAR 52.228-13?
No other considerations will be made.
Item added by VA to be included in the SOW:
(Potential deduct item) Replace metal door and hardware located between buildings nos. 1 and 3, as shown on the attached floor plan (below). This door is to be identified as “Door BX.” Refer to the attached photographs (below). Door BX is located approximately 50-70 feet away from Door B10 (electrical room). The approximate dimensions of the existing door are 83” high, 41.75” wide, and 1.75” thick.
Remove existing door and hardware. Install new metal door, rated sight glass, sweep, kick plates, maglock, card reader, door and “wave to open” sensor on the interior and ADO push plate on exterior.
