RFI 003

A. Will the Government supply any facility or building-level drawings associated with the specific tasks listed in SOW? Section: Supplement B (SOW), Page 6

RESPONSE: See attached drawings and drawings provided through Amend 0001. The government will not provide drawings specific to this requirement.

B. Does the Government have any specifications on the 1,200 Amp medium voltage air circuit breaker and associated acceptance testing? Section: Supplement B (SOW), Specific Tasks Category, 13th bullet, Page 7

RESPONSE: FEDERAL PACIFIC, PRODUCT: DST-II-15-500-12, DESCRIPTION: DST-II-15-500, 1200-amp medium voltage electrically operated air circuit breaker, 15kV, 500mVA. Brand name or Equivalent.

RFI 004

A. Is it possible to descope the new 15KV breaker from the project? Descoping the breaker will allow the installation to take place within the allotted 120 days. If it is not possible to descope, please provide the contact information for the vender the Owner has already made contact with in sourcing the new breaker.

RESPONSE: The VA will not descope the materials needed to complete the job and we are not able to disclose information found during the government’s market research. Bidders must consider potential delays when bidding on this requirement. The installation work can take place within 120 days.

B. Please upload the electrical drawings showing the vault room layout/locations.

RESPONSE: The electrical Drawing is attached.

C. Based on the conversations today at the site visit regarding access to the manholes and determining these areas as Non-Hot Work Zones, please descope the need for generators while removing and installing cables. The existing vaults are designed to be accessible while cables are energized. The need for generators is not required to comply with OSHA and industry installation standards.

RESPONSE: Please keep generators in the scope of the project, no energized work is allowable.

RFI 005

A. Can we dewater the manholes ahead of time to proof ducts and footages?

· Response: No

B. Can the VA provide the breakers instead of the contractor due to lead times?

· Response: No, please include in contract.

C. With spare conduits you could eliminate the need for temporary generators, thus saving fuel and labor to set up and shut down each day. Would this be acceptable?

· Response: No, no energized work in the manhole is allowable.

D. Can the VA please provide a spec on the cable, so we are all bidding the same type?

· Response: 4 /o copper 15 kV, 133% EPR insulation cable

E. Can the VA please provide the necessary drawing so we can determine footage? Particularly 500.E6

· Response: 500.E6 includes above information.

F. Can the VA please provide the one-line drawings?

· Response: One lines are included in the arc flash studies for each vault (last two pages).

RFI 006

A. The VA kindly provide the electrical survey and information of the existing lines in the shared manholes with the failed electrical line?

RESPONSE: Drawings are attached. (One-line drawings are the last two pages of each vault report) B. For solicitation purposes to assure everyone has the same information to confirm everyone is using the same estimated linear footage of wiring needed for temporary runs and to run new feeders, could the VA kindly provide sheet. 500-E6 that was sitting on the plan table in room BE-102 Switchgear.

RESPONSE: Drawings will be provided as soon as the files are available.

C. For solicitation purposes to assure everyone has the same information to confirm everyone is using the same scope of work, can the failed electrical line currently having a existing ground fault be demoed first? This could be a huge cost savings to the VA by avoiding the need to rent generators, hundreds of thousands in diesel and the enormous effort that the VA would have to endure by hooking up and unhooked on a daily basis.

RESPONSE: No energized work is allowable.

D. Will the GC or Prime be required to be onsite the entire project or can the Electrician of choosing perform the work provide the competent person and oversite for the scope of work for this project?

RESPONSE:

E. Page 1 of the SF 1442 states that bids should be submitted by 4 PM EST on 9/8/23. Although on page 8, it states that bids are due by 4 PM EST on 9/5/23.

Question: Please confirm the due date.

RESPONSE: Duplicate question, see Amend 0001.

F. On page 6 of the solicitation, it states “The contractor shall provide Professional Engineering Stamped Electrical Feed Plans and Fire stopping for the work.” Question: Is this project a design/bid/build?

RESPONSE: This is not a design-build project. Yes, you will still need to provide the PE stamped plans.

G. Can the Superintendent perform a dual role as the SSHO as well?

RESPONSE: Yes.

H. Will any submittals be required for this project?

RESPONSE: Yes.

I. Will any specifications be supplied for this project?

RESPONSE: The only necessary specs are for the cable: 4/0 CU 15KV CABLE 133% EPR J. Can the VA kindly provide all information needed for the breaker required to have rebuilt with a digital throw switch? While it is my understanding Eaton may rebuild this breaker lead times are aberrantly long. This breaker could possibly take more than the 120 days allotted for this project.

RESPONSE: See responses to RFI 004A above.

K. Can the VA kindly provide the VA’s existing site survey and measurements of the length of the existing electrical wire that’s not in use.

RESPONSE: Drawing attached, see 500 E6.
