About this file

This document contains a request for information and related federal contract opportunity for construction services at the Salisbury Veterans Affairs Medical Center. The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 6 is seeking a contractor to construct entry canopies at four building entrances. The base bid entails providing all labor, equipment, materials and supervision to construct the canopies including general construction, alterations, roads, walks and drainage. An alternate bid is also specified to delete restoration work at one canopy. The contractor must verify all existing conditions and complete the work within 180 days of receiving notice to proceed. The RFI addresses questions on tax exemption, use of a shared superintendent, availability of office space on site for the prime contractor, and potential need for off-hours work.

36C24623B0037 Salisbury VAMC Construct Entry Canopies RFI Questions

1) Is this a tax-exempt project?

a. If tax-exempt, will the government be providing a tax-exempt certificate to the Prime Contractor for use by subcontractors and vendors? No.

2) Can the Superintendent be shared across multiple projects, or should they be dedicated full-time to this project and this project only? Superintendent can not be shared across multiple projects and should be dedicated full-time to this project.

3) Can the Superintendent fulfil multiple roles? Ideally the superintendent would not fulfil multiple roles but given the circumstance we are fine with them being, Quality Control and SSHO.

a. If so, can they also fulfil the Quality Control role?

b. What about the SSHO role?

4) Will the VA provide a spot for the Prime Contractor to set up a temp office? We have various lawns on campus where contractors can set up offices, and power can be run to. We also have space available for staging and parking.

a. Or should contractors include monies for a temp office, utilities, etc.? (We ask this because we know the VA has very little spare real estate).

b. Will staging and/ or parking be an issue for this project?

5) Does the VA anticipate this project will require off hours work? Ideally no but the contractor might find it advantageous to do so. The VA can close off the entrances during normal hours.

a. If so, what trades or scopes will be required to perform off hours work?
