About this file

This document contains questions and answers regarding a solicitation for a fiber distributed antenna system project at a Veterans Affairs medical center. The project scope involves installing a fiber distributed antenna system to provide enhanced radio coverage for 75 Motorola APX6000 and 2 Motorola APX4500 700/800MHz radios used by VA police. All radios will be equipped with FIPS 140-2 encryption and be programmed with approved VA and state of North Carolina public safety frequencies for the VIPER radio system. Construction must be done according to VA specifications, design guides, infection control guidelines, and applicable codes to minimize space disruption during installation. Solicitation #: 36C24623B0015 VAMC Salisbury, NC Effort

Team Lucayan Questions

1. Page 171 – Part 2, 2.02 B 6. This requirement makes reference to cellular services and states that the system shall support cellular technologies such as GSM, EDGE, and UMTS. Is the system to be designed to support cellular communications or is the system currently only for radio communications and only a future plan to add cellular communications in the future?

A/E - Please disregard section 2.02(B)(6). Cellular service support is not required as part of this solicitation.

COR - No Cellular Service

2. Page 175 – Part 2, 2.04 A.5.a.5.b. This requirement states that all indoor antennas shall be placed in a protective enclosure. Is it the VA’s intent for every antenna location to have an enclosure box mounted to the ceiling with the antenna inside? Is there a concern for damage to the antennas inside buildings? These enclosure boxes may create clearance problems in hallways hanging down from the ceiling and there are other methods to address potential damage to the antennas without placing them in an enclosure. Would this be acceptable to the Government?

A/E - Alternate methods without an enclosure are acceptable, with prior approval for specific applications from COR.

COR – GC can submit alternate recommendations to be reviewed by A/E and COR

3. There are multiple references to cabling being installed with and without metal conduit. Is conduit only required where the vendor determines that conduit is required for proper installation (for example, penetration through firewalls), or is conduit required for all cabling throughout the facility?

A/E - Conduit is not required throughout the facility, but rather only where the vendor determines that conduit is required for proper installation, and in accordance with NFPA 1221 9.6.2.3 and 9.6.2.4.

COR – Same, any alterations to this project will be reviewed by A/E and approved by COR

4. There are multiple references to 2-hour rated cabling on various pages of the drawings, but there is no requirement for fire rating for cables detailed in the specifications document. Is two-hour fire-rated cabling required for either fiber or coaxial cabling?

A/E - 2-hour rated cabling may be utilized to meet the requirements of NFPA 1221 9.6.2.3 and 9.6.2.4. However, alternate methods of meeting these requirements are also acceptable.

COR – Alternate methods are acceptable and must meet VA, state & federal requirements.
