About this file
This solicitation is for a fiber BDA distributed antenna system to provide radio coverage enhancement for the VA Police radios at the Salisbury VAMC. The system must service seventy-five Motorola APX6000 and two Motorola APX4500 radios, which have already been purchased by the VA Police. The radios utilize frequencies including Rowan County 856.9625MHz, 859.2125MHz and VIPER 744.13125MHz. The scope of work also includes requirements for Motorola-authorized radio service, firmware upgrades, and license/hex keys to ensure interoperability with existing infrastructure and compatibility with all frequencies registered with the VA and North Carolina's VIPER radio system. All construction must comply with VA specifications, design guides, infection control guidelines, and applicable codes, and be structured to minimize disruption to space function during construction.

| 1 | CD Drawings Set 659-20-200 | Can we modify the design ,with respect to BDA and remote locations, to maintain or improve coverage while reducing cost to the Government? | Yes. Alternate locations must be approved by the COR. Accurate record drawings must be provided in accordance with the specifications. | |
| 2 | CD Drawings Set 659-20-200 | Can the design be modified with respect to number of remote, antennas or antenna placing, to maintain or improve coverage while reducing cost to the Government? | Yes. Alternate locations must be approved by the COR. Accurate record drawings must be provided in accordance with the specifications. | |
| 3 | Solicitation 36C24623B0015_1.doc, p.81, Statement of Work, and Specification 659-20-200, p. 7, section 1.02 GENERAL INTENTION | The "Scope of Work" states that "This system will work with the deliverables of the project;" It then begins a discussion of servicing "seventy-five (75) Motorola APX6000 700/800Mhz and two (2) Motorola APX4500 700/800Mhz series radios and all associated equipment." Under section 1.02 GENERAL INTENTION, the specification states that "Contractor shall furnish labor and materials and perform work for the Police Radio Upgrade Project at the WH Hefner VA Medical Center, Salisbury, NC, as required by drawings and specifications." Are there project deliverables that are not documented in the specifications and drawings? If so, please provide specifications for the additional deliverables. | The intent of this verbiage is to clarify that the government will be providing seventy-five (75) Motorola APX6000 700/800Mhz and two (2) Motorola APX4500 700/800Mhz series radios. The police radio amplification system provided by the contractor must function with those radios. | Sumit deliverables for us to review and we will send recommendations |
The VA Police have already purchased these radios. The new system must be compatable.
4 Solicitation 36C24623B0015_1.doc, p.81, Statement of Work What are the specific frequencies referenced in the statement "all public safety frequencies registered with the VA and the State of North Carolina, otherwise known as a VIPER radio system." Frequencies include Rowan County 856.9625MHz, Rowan County 859.2125MHz and VIPER 744.13125MHz. VA approved first responders (fire, police, state/federal agencies)
| 5 | Solicitation 36C24623B0015_1.doc, p.81, Statement of Work | The "Scope of Work" includes a brand-name only requirement for Motorola-authorized radio service, Motorola firmware upgrades, and Motorola license/hex keys. This portion of the scope is totally unrelated to the installation of the fiber BDA distributed antenna system (DAS), and represents a fraction of a percent of the total contract value (<$10,000 for the brand name scope). Bundling this very small brand-name requirement into the larger BDA DAS scope unnecessarily reduces competition with no substantial benefit to the Government. Please remove this bundled brand-name scope from the solicitation, or provide the required brand-name justification which includes the substantial benefit to the Government for limiting competition on the BDA DAS. | It’s a motorola radio background that is already in play. We have these radios on site. | |
| 6 | Specification 659-20-200, p. 7, section 1.03 STATEMENT OF BID ITEM, and Solicitation 36C24623B0015_1.doc, p. 3 | Please confirm that for the alternate bid items, the building deletions are cumulative, i.e. Alternate 1 deletes building 13, Alternate 2 deletes buildings 13 and 14E, Alternate 3 deletes buildings 13, 14E, and 14W, etc. | The building deletions are not cumulative, i.e. Alternate 1 deletes building 13, Alternate 2 deletes building 14E, Alternate 3 deletes 14W, etc. | Need system in 14W |
| 7 | Specification 659-20-200, p. 170, section 2.02 SYSTEM DESCRIPTION | In this section, the specification states: "Frequency Range: The system shall support all RFs between 150 mHz to 5,700 mHz." Please confirm "mHz" should be "MHz". | Yes, should be MHz. | Yes |
| 8 | Specification 659-20-200, p. 170, section 2.02 SYSTEM DESCRIPTION | In this section, the specification states: "Frequency Range: The system shall support all RFs between 150 mHz to 5,700 mHz." Please confirm the delivered system must support this full frequency range of 150 MHz to 5,700 MHz. | Yes, 150 MHz to 5700 MHz. | Yes |
| 9 | Specification 659-20-200, p. 170, section 2.02 SYSTEM DESCRIPTION | What specific radio systems must be supported by the BDA DAS system? Only Rowan County and VIPER were observed in use during the site walks. | That is correct, only Rowan County and VIPER. | VIPER 7-800 MHz system |
