About this file

This document contains questions and responses regarding a solicitation for a parking lighting and rewiring project at a Veterans Affairs medical center. The solicitation seeks a contractor to install new lighting poles, conduits for power and data, and provide emergency power connections at camera locations across the medical center campus. Suppliers indicated lighting poles may experience a six month lead time, and the contracting officer stated a contract modification would be made to extend the period of performance if necessary. The questions and answers provided additional details on specifications, locations of existing infrastructure, responsibility for utility locates, and confirmation that temporary lighting must be provided during outages.

Existing conduits that are known are shown on background and CAD file for site utilities. See additional facilities markup attached for best guess of conduit and wiring locations. Large portion of existing pole lighting is direct burial and will be abandoned in place out of existing pole base.

11. Can you provide a location of where conduits for electrical and CCTV enter for each bldg.?

Existing conduits that are known are shown on attached file for site utilities. See additional facilities markup attached for best guess of conduit and wiring locations.

Coordinate with COR during installations of new raceways. Large portion of existing pole lighting is direct burial and will be abandoned in place out of existing pole base.

12. Do you have an as-built underground utility drawing or drawing with a best guess of facilities?

Existing conduits that are known are shown on attached file for site utilities. See additional facilities markup attached for best guess of conduit and wiring locations.

Large portion of existing pole lighting is direct burial and will be abandoned in place out of existing pole base.

13. Will a location on the campus be identified for storage of new, demoed items and job trailer?

This information will be conveyed after award, COR will provide details for lay-down yard and dumpster location, if needed.

14. Where trenching is required what is required for cover up procedure and expectation?

Surfaces disturbed during construction shall be constructed back to be equal to or better than existing conditions. Stabilization, trenching, excavation, backfill and surface restoration required shall follow Specifications not limited to:

Please clarify, does the Prime Contractor have to be a licensed Electrical Contractor if the subcontractor holds the licensing?

Prime contractor shall be licensed electrical contractor or demonstrate electrical licensure requirements according to State regulations from firm’s principal place of business.

19. This Solicitation contains NAICS code 238210, does this require prime contractor to perform 15% of all work or 25% of all work?

Please see VAAR Clause 852.219-77 in Solicitation 36C24622R0011 on pg. 66-68.

Clause must be acknowledged, see certification requirement.

20. What are the model and serial numbers of existing poles and bollard fixtures?

Existing bollard and pole model numbers are unknown. Submittals will match existing poles and be approved by the COR

21. Where are the home runs fed from?

BEG and BNG is fed from building 47 LOCATION: BF150-47

EP is fed from building 15 LOCATION: Elec closet-15 Basement Westside

CHIB is fed from building 62 LOCATION: 1A136

EHP is fed from building 9 LOCATION: BLDG 9 Basement Panel PB not EHP

1CHA is fed from ACA LOCATION: 1A136

22. What are the existing camera types?

120 Volt emergency power will be made available at each camera location in this project. No other changes to existing camera other than wiring of emergency power.

23. Drawing E000 Lighting Fixture Symbols don't appear to correspond with the work shown on E100.

Can you provide clarification on "emergency Hatch" and light poles symbols?

The hatching is a shading of light fixture to indicate emergency power source for the circuit feeding the luminaire.

24. Several notes on E100 mention use of HDPE pipe is acceptable. We typically would never do this unless we HAD to use a directional boring machine.

Is the intent to have these sections bored vs trenched?

Bored and trenched are acceptable. Large portion of existing pole lighting is direct burial and will be abandoned in place out of existing pole base.

25. Are underground as-builts available or can they be made available prior to start of construction?

Underground utility as-built surveys are not available. Project CAD drawings have utilities known by and recorded by the VA. It is the contractor’s responsibility to locate and mark utilities prior to construction. Large portion of existing pole lighting is direct burial and will be abandoned in place out of existing pole base.

No

36. Suppliers are stating that the lighting poles are currently experiencing an approximate 6-month lead time. Would the VA consider extending the period of performance to accommodate this?

A contract Modification would be created to extend period of performance if supply lead times are extensive.

37. What are these emergency hatches? See below. These are shown on the fixture symbols on page E000.

The hatching is a shading of light fixture to indicate emergency power.

38. Can an exact lighting schedule be provided for this project? The descriptions on the notes are very broad and suppliers will not be able to “match” an exact replacement with just this information.

All new pole lights are from the Gardco Ecoform line. The existing Phillips LEDGINE is no longer available. Refer to question 21

39. On sheet E100, multiple sheet notes (ex: 1, 2, 8, 9) call for a fused disconnect at the base of pole to be provided. Are we to reuse the existing base in these locations?

When pole is specified as existing to remain, the base will remain. In-Line Fuse Holder, Fits Fuse Type Midget, Fuse UL Class Midget, 0 to 30 A, Number of Poles 1 or equivalent and be located inside hand hold at pole base.

40. Where the existing bases to remain have the conduit run outside of the base and into the pole, are we to provide the new conduit run and disconnect in the same manner or do we need to replace the base to include the conduit within it?

Conduit shall be concealed in base. The use of Quazite boxes to connect new raceways with existing poles shall be employed, coordinate efforts with COR.

41. Please identify all existing bases that are to remain.

When pole is specified as existing to remain, the base will remain.

42. Specs call for all work to be outside of normal working hours. Given that this project will disrupt large portions of the VA’s exterior lighting at night, will we be required to provide temporary lighting only for our use in specific areas or will we also be required to provide temporary lighting for the VA’s and patient’s use at all affected areas of each outage?

Temporary lighting shall be provided during construction.

43. If we are only to provide temporary lighting for our use, what is the maximum allowable duration of each lighting outage?

Contractor to provide Lighting pathway to building during outages.

When pole is specified as existing to remain, the base will remain. In-Line Fuse Holder, Fits Fuse Type Midget, Fuse UL Class Midget, 0 to 30 A, Number of Poles 1 or equivalent and be located inside hand hold at pole base.
