01 What percentage / amount the Bid Bond needs to guarantee for the Correct HVAC Deficiencies Bldg. 110A project?

· The amount of the bid guarantee shall be 20 percent of the bid price or $3,000,000, whichever is less.

· As prescribed in 52.228.1 (Bid Guarantee), 28.101-2.

02 We do not see there is much if any lead remediation in the project. Can lead remediation be changed to asbestos abatement for relevant experience?

· No. Lead remediation and asbestos abatement are two different skill sets and certification. Also, lead was detected in a paint sample as reported in the Lead Paint Laboratory Analytical Reports located in the Specifications.

03 Since this is on VA’s Federal Property, can the prime contractor be licensed in any state in the United States?

· The prime does not need to be licensed in the state of Virginia. The subs actually performing HVAC, electrical, plumbing type work must be licensed in Virginia.

04 Can this [see CRITERIA below] be changed to only experience as a prime contractor?

· No, criteria will remain the same.

· CRITERIA: Offerors must provide a minimum of three (3) and a maximum of five (5) references of their choice of completed projects, similar in size and scope (minimum threshold: Projects where the principal objective was multi-phase construction including alterations, architectural, interior finishes, lead remediation, mechanical and electrical work in hospitals within the United States, with a total contract value exceeding $800,000) to the requirement being solicited. Experience of subcontractors may be used to fulfill this requirement, but future unavailability of the subcontractor to perform work may result in contract termination.

05 [The current project duration is 180 days including submittals. The current led time on AHU/s domestically produced is 16 weeks to 30 weeks.] Can the period of performance be extended to 390 calendar days?

· Yes. Because of supply chain issue, the period of performance will be change to 390 calendar days.

06 Can the site superintendent serve also as the QC and site safety or will the Site superintendent need to be a separate individual?

· No, the Site superintendent needs to be a separate individual.

07 What brand of roofing is currently installed where the curb for the new exhaust fan is to be located?

· Sika Sarnafil Roofing Systems (PVC)

08 Is there a company or brand that currently holds the warranty for the roofing where the new exhaust fan curb is to be located?

· It is warranted from the manufacturer but, not the installer. If it is damaged during renovation, the contractor is liable for repairs.

09 We believe this requirement is overstated and that the CQCSM should be a construction person with five years of construction experience; do you concur?

· No.

· Reference spec section 01 45 00, paragraph 3.4.B: This paragraph states, in part, “The CQC system Manager is required to be a construction person with a minimum of PM or SRE based on project complexity.”

010 Can you please delete the requirement to provide anything for alternates in our proposal?

· No.

· Reference solicitation, page 18 of 78, paragraph 4 (Criteria): In this paragraph, we are directed to identify a primary and an alternate for each of the four key positions (PM, Superintendent, CQCSM, & SSHO). In addition, we are directed to provide the same level of detail for each of these eight individuals. For a contract of this size, we believe the requirement to provide that level of detail in our proposal is unnecessary. Further, the specifications require us to provide alternate, equally qualified on-site individuals in the plans provided in our submittals. At this point in time, it would be anyone’s guess as to who would actually be available to fill the alternate positions.

011 What fans do they feed?

· Refer to key notes 1, 2, 3, 4 on drawing sheet EP102.

012 Is the 150 kva Transformers correct size if needed?

· Refer to drawings. Refer to key notes 1, 2, 3, 4 on drawing sheet EP102.

013 Who is you fire alarm manufacture rep and phone number?

The fire alarm contractor is Convergint (COR does not have a phone number)

014 Are Disconnect required for each fan?

· Yes, for ease of service.

015 Can the Site Superintendent perform the duties of the SSHO if they fulfill the requirements for each role?

· No.

016 Can the Site Superintendent perform the duties of the QCM if they fulfill the requirements for each role?

· No.

017 If the Site Superintendent cannot “triple hat” to fulfill both SSHO and QCM duties, can the SSHO perform the QCM duties if they fulfill the requirements for each role?

· No.

018 Who is the vendor responsible for Building Automation Systems at this location?

· JCI

019 Please confirm if this project is tax exempt?

· No. Please read the clause below.

52.229-3 Federal, State, and Local Taxes.

020 Is the existing Building 110A under warranty? If so, please provide the information for the company that holds the roofing warranty.

· No, building was constructed in 1976.

021 The Terracon report provided in the Specifications notes lead paint detected on orange metal beams/supports; please confirm these beams are not included in the scope of work area for this project. If they are in the work area, please specify quantity and exact location.

· Room 56 is included in the work, which is cleaning ductwork. The quantity is unknown, and the contractor has possibility of running into the beams while performing work. Lead abatement is not being requested in this specific area.

022 Please confirm if ACM sampling should be considered as a part of this proposal or if it will be handled under FAR clause for Differing Site Conditions if found in our scope of work area?

· If suspected hazardous materials are encountered, do not disturb; immediately notify Architect and Owner. Hazardous materials will be removed by Owner under a separate contract.

· 02-41-19 – 2, Paragraph 1.6 (Field Conditions), Sub-paragraph D (Hazardous Materials).

023 Please confirm the specific location the dumpster(s) can be placed. In order to provide the best pricing and production efficiency possible, we suggest that a location in the vicinity of Building 110A.

· Location of dumpsters will be determined at a later date as space becomes available

· Specification 01 00 00 states that the drawings should be referenced for the location of the dumpster(s); however, the drawings only reference portable toilets and not dumpster locations.

024 The project documents call out for extensive duct cleaning work. Due to the age of the existing ductwork…. Is it possible that some ductwork could be damaged during duct cleaning?

· Yes.

025 If any ductwork is damaged during the specified cleaning process…. Will damaged ductwork be replaced under a contract modification?

· No. Contractor is responsible for any damage to duct work during cleaning

026 Can duct cleaning be completed during normal business hours?

· No. SPS is operational from 0700-2200, daily excluding Sundays and holidays

027 Keynote 10 on M-101 states to provide access panels as necessary for duct cleaning. These areas are not called out and we were not provided access to the ground floor areas during the site walk and therefore it is not possible to quantify the number of new access panels that may be required. Can you please provide the quantity/locations of new access panels that should be considered as a part of our base bid, or confirm that this will be handled via contract modification after award, if necessary?

· These will be installed as needed and we would speculate approximately ten new access panels

028 Can you please clarify bonding requirements?

· Performance and Payment Bonds are required.

· As prescribed in 52.228-15 Performance and Payment Bonds-Construction.

029 Will a performance and payment bond be required?

· Yes. Please refer to page one of Standard Form 1442, block 12a.

030 If the offeror is an all-small joint venture (unpopulated), can the bonding come from the joint venture partners or must the bond be provided by the joint venture?

· This is a total Service-Disabled Veteran Owned Small Business (SDVOSB) set-aside. Please refer to the following link regarding joint venture: Joint Ventures (sba.gov)

031 Can you please clarify if a bid guarantee is required? If yes, please provide the requirements.

· The amount of the bid guarantee shall be 20 percent of the bid price or $3,000,000, whichever is less.

· As prescribed in 52.228.1 (Bid Guarantee), 28.101-2.

032 Is a Project Schedule to be included with proposal?

· No, please refer to solicitation and what is required for submission of proposal via instructions provided, as well as evaluation factors for award.

33 There appears to be a conflict between the Specs and RFP documents regarding key personnel:

a. The RFP states, “The Quality Control Manager and the Site Safety and Health Officer may be the same individual if they meet both specifications requirements.” Whereas the Specs state, “However, the SSHO has be a separate qualified individual from the Prime Contractor’s Superintendent and/or Quality Control Manager with duties only as the SSHO.” Please confirm that the Quality Control Manage can be dual hatted per the RFP.

· Refer to the specifications requirements, delete language from RFP document (pg.18): Sub-Factor 3 – Key Personnel Qualifications - Combined Technical/Risk Ratings; (5) (a) (ii) “The Quality Control Manager and the Site Safety and Health Officer may be the same individual if they meet both specifications requirements.

b. The RFP lists a Project Manager (and Alternate) and Site Superintendent (and Alternate); however, the Specs appear to blend these to labor category titles. Can you please confirm Project Manager at the Superintendent are the same position and/or can be dual-hatted?

· These two roles cannot be dual-hatted. The VA would like to see Primary and Alternates for each role requested.

033 We would like to request a 2-week extension due to the timing of the questions and answers being released as well as the holidays.

· Questions due 1/18/2022 at 1PM ET Amend by 1/25/2022 Proposal Due NLT 2/4/2022 at 5PM ET 034 Drawing M-601 shows EF 1 & EF 2 while drawing M 503 shows EF 1, EF 2 & EF 3. Which is correct, please clarify?

· There should be only two exhaust fans, 110A-EF-1 and 110A-EF-2. Eliminate 110A-EF-3 and the associated control points from the control diagram.
