About this file
This document contains questions and answers related to solicitation number 36C24622B0042 for the construction of an additional parking lot at the Hampton VA Medical Center. Key details include that the project involves constructing a new permeable parking lot with 15 or potentially 25 parking stalls along Harris Avenue, with permeable interlocking concrete pavers to be used. Site work will include temporary fencing, relocation of an existing police dock and electrical box if in conflict, and cleanout assemblies for the paver subdrainage system. The questions seek clarification on staffing roles for quality control and safety personnel, fencing and dock relocation requirements, acceptable paver and stone materials, coordination of equipment relocation, and inspection procedures during construction. Solicitation 36C24622B0042 Question and Answers
Project: 590-20-103 Construct Additional Parking Lot
1.
2. The specs state that the QCM and the Superintendent can be the same person. However, it is not clear if the SSHO can also hold another position. Can you clarify if the VA will allow the Site Superintendent to act as both the QCM and SSHO if they satisfy the requirements?
Answer: Master Construction Specs SECTION 01 35 26 Safety
Requirements: If the contract will involve (a) work of a long duration or hazardous nature, or (b) performance within a Government facility that on the advice of VA construction safety representatives involves hazardous operations that might endanger the safety of the public, patients and/or Government personnel or property, the SSHO and Superintendent and/or Quality Control
Manager must be separate persons (See Section 1.7(C) for choice).
2. Please clarify the limits of temporary chain link fencing required by the Contractor. Will a continuous perimeter fencing system be required to encase the limits of construction where existing to remain fencing stops? We note there is a perimeter “safety fence” for
E&S controls but is unclear if chain link fencing is required in addition to safety fencing and silt fence.
Answer: Yes, you will need a Perimeter fence around construction zone, In terms of Fence length, contractor must get with the COR and physically measure the links needed. The laydown area road must not be blocked/restricted.
3. We’re requesting further clarification on relocation of the existing police dock. Is this a floating dock and how is anchored to the existing bulkhead? Please provide a general proximity for relocation so Contractors can access methods and cost for services to relocate. Is relocation temporary, or will the Contractor be required to relocate upon completion? Relocation per Note #12 on CD101 is the only direction on this work item, overall scope is practically unknown.
Answer: This is a floating dock, anchoring method is not known.
Relocation would be temporary and would need to be returned to the original location.
4. We recommends a No. 8 stone setting bed and No. 9 stone joint infill for the permeable pavers. Is this acceptable?
Answer: No. 8 stone setting bed and No. 9 stone joint infill for the permeable pavers is acceptable if recommended by the paver manufacturer.
This is allowed in the notes Sheet CG501, Article 8.2 Step 9 and Step 10.4.
For joint infill see Step 10.7.
5. Will IPS Enviro Holland permeable pavers be acceptable. This product is made locally and the lead time for production and delivery will most likely be a third of the other manufacturers.
Answer: Pavers shall be permeable interlocking concrete pavement (PICP) pavers equivalent/approved equal to the basis of design meeting or exceeding strength and hydraulic performance. IPS Enviro Holland permeable pavers look to be acceptable – it is the contractor’s responsibility to provide product, pattern and color for submittal review that meet/exceed basis of design specs.
6. Sheet CD101 (Demo Item 12)references specific storage area material relocation zones.
There are numerous pallets of snow removal equipment/ materials outside of these zones that will be in conflict with construction. Who will relocate these items?
Answer: Yes, the COR will ensure the Tim Geiger, Grounds department and William Jefferson Transportation department remove Grounds equipment and mobile equipment from construction zone.
7. Sheet DC101 (Demo Item 13) calls for the relocation of the Police Floating Docks.
Where will these docks be re located to?
Answer: This floating dock belongs to Hampton’s police so they must be left in place. COR will work with contractor to ensure access to floating dock.
8. There is an existing “Electrical” Conex box that appears to be in conflict with the western perimeter of the project. Who will relocate this item if in conflict?
Answer: This floating dock belongs to Hampton’s police so they must be left in place. COR will work with contractor to ensure access to floating dock.
9. Sheet CG502, Detail 2 references an Infiltrometer Kit. Will this be required and where will they be installed?
Answer: The Infiltrometer Kit can be removed from the base bid.
10. Sheet CG102 calls for numerous clean-out assemblies for the permeable paver subdrainage system. How will these interface with the permeable pavers? Will a clean-out casting be required?
Answer: A clean-out casting will be required or underdrains shall be extended to the outside edge of paver pavement and clean-out installed behind back of curb.
11. Will the government allow a site office trailer and a storge container to be staged on the east side of the job site just outside of the limits of disturbance?
Answer: Work with COR, to locate Site Office Trailor in the laydown area (space is extremely limited).
12. Will local Hampton VA government conduct site inspections of this new parking lot during construction?
Answer: Yes, the COR will be responsible for inspecting new construction parking lot.
13. On drawing CD101 note 13 states to relocate boat dock to new location per the COR’s direction. Will the government please provide an approximate location for the new location for pricing purposes?
Answer: Work with COR, to locate Site Office Trailor in the laydown area (space is extremely limited).
14. I came across a posting for a parking lot extension located at the Hampton VA Medical
Center. Are you still accepting proposals for this project? If so, I would be interested in providing one.
Answer: All proposals will be accepted per solicitation guidelines.
15. There is a conflict between the drawings and the Price/Cost Schedule. Sheet G-002 shows the Bid Deduct Alternate as removing 15 parking stalls and the Price/Cost
Schedule shows the Bid Deduct Alternate as removing 25 parking stalls along Harris
Ave. Which is correct?
Answer: For the deductive alternate, the correct number of stalls is 15.
Sheet G-002 bid schedule bid item #2 deducts construction of 15 permeable parking stalls. Sheet G-002 Bid Deduct Alternative Remove 15 Parking Stalls has been uploaded to SAM.gov.
