LIMITED HAZARDOUS MATERIAL SURVEY REPORT

HAMPTON VA MEDICAL CENTER – DESIGNATED ROOFS

HAMPTON, VIRGINIA

Terracon Project No. 70197569

November 8, 2019

1.0 INTRODUCTION

Terracon Consultants, Inc. (Terracon) conducted a limited hazardous material survey of designated roofs at the Hampton VA Medical Center, located in Hampton, Virginia. The survey was conducted on October 17 and 18, 2019 by a Commonwealth of Virginia Asbestos Inspector in general accordance with Terracon Proposal No. P70197569, dated September 25, 2019.

Samples of suspect asbestos-containing materials (ACMs) were collected in general accordance with the sampling protocols outlined in Environmental Protection Agency (EPA) regulation 40 CFR 763 (Asbestos Hazard Emergency Response Act, AHERA). Samples were delivered to an accredited laboratory for analysis by Polarized Light Microscopy (PLM). Paint chip samples were also collected and delivered to an accredited laboratory to perform Flame

Atomic Absorption (AAS) analysis.

1.1 Project Objective

Terracon understands that roof repairs or replacements are scheduled on designated buildings throughout the campus. The survey was limited to building materials that could be potentially affected by these upcoming activities. This primarily included building materials at the roofs, soffits, fascia, and gutter systems.

We understand that our services were performed to identify ACM and lead-containing paint prior to roof repair and replacement activities. EPA regulation 40 CFR 61, Subpart M, National

Emission Standards for Hazardous Air Pollutants (NESHAP), prohibits the release of asbestos fibers to the atmosphere during renovation or demolition activities. The asbestos NESHAP requires that potentially regulated ACM be identified, classified and quantified prior to planned disturbances, renovation or demolition activities.

The Occupational Health and Safety Administration (OSHA) has promulgated a worker protection standard for the disturbance of lead-containing paints. The limited lead paint sampling was performed to meet informational needs to comply with the OSHA Lead in

Construction Standard (29 CRF 1926.62). Currently, proposed renovations or demolition activities which may impact lead paint is subject to OSHA regulation 29 CFR 1926.62 – Lead

Exposure in Construction.

3.0 FIELD ACTIVITIES

3.1 Asbestos

The asbestos sampling was conducted by Commonwealth of Virginia Asbestos Inspector

Alicia Coley (VA Accredited Asbestos Inspector Number 3303003481). The sampling was conducted in general accordance with the sample collection protocols established in EPA regulation 40 CFR 763 (AHERA). A summary of sampling activities is provided below.

Responsive ■ Resourceful ■ Reliable 3

3.1.1 Visual Assessment

Our field activities began with visual observations of the designated roof areas to identify materials suspected to contain asbestos. A homogeneous area consists of building materials that appear similar throughout in terms of color, texture and date of application. The visual assessment was limited to accessible areas and did not include destructive measures to look behind chases or fixed walls and ceilings. Building materials identified as concrete, glass, wood, masonry, metal or rubber were not considered suspect ACM.

3.1.2 Physical Assessment

A physical assessment of each homogeneous area of suspect ACM was conducted to assess the friability and condition of the materials. A friable material is defined by the EPA as a material, which can be crumbled, pulverized or reduced to powder by hand pressure when dry. Friability was assessed by physically touching suspect materials.

3.1.3 Sample Collection

Based on results of our visual observations, bulk samples of suspect ACM were collected in general accordance with AHERA sampling protocols. Random samples of suspect materials were collected in each homogeneous area. Samples were placed in sealable containers and labeled with unique sample numbers using an indelible marker.

141 bulk samples were collected from 47 homogeneous areas of suspect ACM. A summary of suspect ACM samples collected during the survey is included as Appendix A. Photographs are included in Appendix F. A general property and building layout figure indicating approximate building locations is included in Appendix G.

3.1.4 Sample Analysis

Bulk samples were submitted under chain of custody to EMSL Analytical, Inc (EMSL) of

Morrisville, North Carolina for analysis by PLM with dispersion staining techniques per EPA’s

Method for the Determination of Asbestos in Bulk Building Materials (600/R-93-116). The percentage of asbestos, where applicable, was determined by microscopic visual estimation.

EMSL is accredited under the National Voluntary Laboratory Accreditation Program NVLAP

(Accreditation Number 200671-0). The asbestos laboratory analytical report is provided in

Appendix C.

3.2 Lead Paint Sampling

The lead paint sampling was conducted by Alicia Coley of Terracon. Paint chip samples were collected from homogenous painted surfaces identified to determine its lead content, measured by percent by weight. Suspect lead paint samples were collected in general accordance with the EPA’s work practice standards for conducting lead paint activities (40

Responsive ■ Resourceful ■ Reliable 4

CFR 745.227). Currently, proposed renovation and demolition activities that could potentially disturb lead paint are subject to the OSHA regulations (29 CFR 1926.62 – Lead).

The lead paint sampling began with the Terracon representative walking the structure, observing painted surfaces, and selecting sample locations. After the sampling strategy was determined, Terracon collected one to two paint chip samples from homogeneous surfaces.

It should be noted that our services are not intended for compliance with applicable Housing and Urban Development (HUD) requirements for child occupied facilities.

24 paint chip samples were submitted under a chain of custody to EMSL of Kernersville, North

Carolina. Paint chip samples were analyzed by Flame Atomic Absorption method SW846-

7000B. EMSL is an American Industrial Hygiene Association (AIHA) accredited laboratory

(ELLAP, Lab Code 102564). A summary of the paint chip samples collected during the survey is presented in Appendix D. The lead paint laboratory analytical report is provided in Appendix

E.

4.0 REGULATORY OVERVIEW

4.1 Asbestos

The asbestos NESHAP (40 CFR Part 61, Subpart M) regulates asbestos fiber emissions and asbestos waste disposal practices. It also requires the identification and classification of existing building materials prior to renovation activity. Under NESHAP, asbestos-containing building materials are classified as either friable, Category I non-friable or Category II non-friable ACM. Category I non-friable ACM includes packings, gaskets, resilient floor coverings and asphalt roofing products containing more than 1% asbestos. Category II non-friable ACM are non-friable materials other than Category I materials that contain more than 1% asbestos.

In the state of Virginia, the Virginia Department of Labor and Industry (DOLI) regulates asbestos abatement and removal through Virginia Occupational Safety and Health (VOSH) regulations, Environmental Protection Agency’s National Emission Standards for Hazardous

Air Pollutants (NESHAP), and enforcement of the Asbestos Notification regulations found in the Labor Laws of Virginia (§40.1-51.20). The DOLI requires that any asbestos-related activity conducted in a public building be performed by personnel accredited by the Commonwealth of Virginia Department of Professional and Occupational Regulation (DPOR).

Written notification to DOLI of renovation or renovation activities is required only if asbestos is present and the amount to be disturbed is greater than 10 linear feet or 10 square feet. If non-friable asbestos-containing material, roofing, flooring, and siding materials are in good condition and when installed, encapsulated or removed do not become friable, a notification is not required. If the ACM is not in good condition or ACM removal will be conducted using mechanical means, notification is required. The asbestos abatement contractor or facility

Responsive ■ Resourceful ■ Reliable 5 owner must submit an Asbestos Notification of Renovation form to the DOLI along with the appropriate fees within at least 20 calendar days prior to the scheduled asbestos removal activity or renovation start date by certified mail or hand delivery.

The EPA requires that no person remove more than 35 cubic feet (1 cubic meter), 160 square feet (15 square meters), or 260 linear feet (80 linear meters) of regulated ACM without a permit issued by the EPA. Applications must be postmarked or received by the EPA at least 10 working days prior to the scheduled removal start date.

Virginia Occupational Safety and Health (VOSH) regulations govern workplace exposure to asbestos. The VOSH Asbestos standard requires employee exposure to airborne asbestos fibers be maintained at or below 0.1 asbestos fibers per cubic centimeter of air (0.1 f/cc). The

VOSH Asbestos standard classifies construction and maintenance activities, which could disturb ACM and specifies work practices and precautions, which employers must follow when engaging in each class of regulated work. This standard also sets forth communication of hazard requirements for building owners, including requirements for posting areas of known or presumed ACM (PACM). The standard requires building owners and lessees who control the management and recordkeeping functions of a building to maintain information regarding the presence, location and quantity of ACM and PACM for the duration of ownership or lease. The information must be transferred to successive building owners and to employers whose employees may be exposed to asbestos, including tenants who will occupy areas containing

ACM or PACM.

4.2 Lead Paint

The lead paint sampling activities were conducted in general accordance with the EPA’s work practice standards for conducting lead paint activities (40 CFR 745, and State and local regulations) to meet informational needs to comply with the OSHA Lead in Construction

Standard. Lead is regulated by the Environmental Protection Agency (EPA) and the

Occupational Safety and Health Administration (OSHA).

The Resource Conservation and Recovery Act (RCRA) gave the USEPA authority to regulate the waste status of demolition or renovation debris, including lead-containing materials. Specific notification and testing requirements must be addressed prior to transporting, treating, storing, or disposing of hazardous wastes. Lead containing wastes are considered hazardous waste under RCRA if Toxicity Characteristic Leaching Procedure (TCLP) results exceed 5 milligrams per liter (mg/L). EPA exempts from most RCRA requirements those generators whose combined hazardous waste generation is less than 100 kilograms (kg) per month.

Detectable lead quantities may constitute a lead dust hazard during renovation/demolition activities. Personnel performing renovation/demolition activities that may disturb painted components with concentrations of lead above the designated analytical detection limit should comply with all current OSHA regulations in order to minimize employee exposure. OSHA

Responsive ■ Resourceful ■ Reliable 6 defines lead-based paint as a paint, which contains lead, regardless of the concentration.

Currently, any proposed renovation/demolition is subject to the OSHA regulations (29 CFR

1926.62 – Lead). The OSHA regulation defines specific training requirements, engineering controls and working practices for construction personnel subject to this standard. Occupational exposure to lead occurring in the course of construction work, including maintenance activities, painting, alteration and repairs is subject to the OSHA Lead Exposure in Construction standard.

Construction work covered by 29 CFR 1926.62 includes any repair or renovation activities or other activities that disturb in-place lead-containing materials, but does not include routine cleaning and repainting where there is insignificant damage, wear, or corrosion of existing lead-containing coatings or substrates. Employers must assure that no employee will be exposed to lead at concentrations greater than 50 micrograms per cubic meter (g/m3) averaged over an eight-hour period without adequate protection. The OSHA Standard also establishes an action level of 30 g/m3 which if exceeded triggers the requirement for medical monitoring.

The above overview is not intended to be inclusive of all potentially pertinent regulatory information. The relevant EPA and OSHA standards should be consulted prior to undertaking activities involving the demolition, renovation, or maintenance of surfaces coated with lead-based paints.
