o What is wall stud size and will R-19 insulation work?
| o What is wall total height? | CE | 9/30/2021 | A/E response | Studs are 4" depth. Walls are approximately 15' high. | ||||
| 13 | Sheet G100: Will spray foam insulation be acceptable as an alternate for the installation of R-19 batt insulation in building 17A. Spray foam will have a higher R value and may eliminate the need for drywall coverage | CE | 9/30/2021 | A/E response | No. Follow specification. Dry wall is not required. | |||
| 14 | Sheet G100: Can treated plywood be installed rather than installing drywall over R-19 batt insulation? | CE | 9/30/2021 | A/E response | Interior finish shall be exposed insulation with jacket. | |||
| 15 | Sheet G100: Are all walls to be painted? | CE | 9/30/2021 | A/E response | No | |||

| 20 | Amendment 1 stated that drawings and specifications were to be included. There were no drawings or spec attacments. When will these files be released? | VA response | These have since been re-posted to SAMS. However they can also be emailed upon request. | |||||
| 21 | Will the owner accept the use of the industry leading Procore Project Management software as the primary submittal and data tracking tool for this project? | VA response | Yes. Procore is acceptable. Authorized viewers/users must include any VA staff as (or if) requested by the CO or COR. | |||||
| 22 | Where will the designated parking & laydown area be for workers accessing the construction site? | VA response | The grassy area across the road (Bldg 16 large yard) may be used, as well as the area behind the red storage bldgs. Some VA parking will have to shift to the lot on the lower side of Bldg 16 which will free up asphalt area(s) imeeddiately in front of the red bldgs. | |||||
| 23 | We anticipate certain construction activities to generate high levels of noise. Please confirm that only the Contracting Officer can | |||||||
| suspend work via written notification to the Contractor. | VA response | We do not anticipate noise issues given the location. However, any appropriate VA leadership (COR, Safety, VA Police) may request temporary noise mitigation. Such requests from unfamiliar staff should be comunicated immediately to the COR or Engineering in Bldg 21B. It is correct that only the CO can formally suspend work. Note: a life threatening situation or extreme Safety violation may be an immediate "halt work" situation. | ||||||
| 24 | Site drawing ES-100 does not reflect existing conditions. Building 17A,B,C are fronted with asphalt paving. Building 17C is wrapped with asphalt paving. ES-100 calls for electrical line from building 16 | |||||||
| to new generator behind 17B. There is approximately up to 200LF of asphalt paving where electrical line will be installed. There are two methods for installation of the electrical line. (1) open cut/trench with asphalt repair and (2) directional boring. There are cost benefits with open/trench cut with asphalt repair. There is an additive cost associated with directional underground boring with a benefit of having no asphalt patch / repair appearance. Which method shall we include in our proposals that will benefit the government/VA facility? | VA response | Bidders may provide both options for comparison; neither option is excluded. Boring/directional boring has been used successfully on campus before. We suggest including a time comparison between the two as well. | ||||||
| 25 | There are bus charging stations at building 17C exterior. Will these charging stations be active during construction? If yes, how shall we proceed when the charging buses are in our way and within the limits of our work? | VA response | VA will move the busses during work in that area. Given the outlet location, it may be feasible to pull busses forward enough to continue charging during the day (or with electrical extension cord). The busses may have to access the outlets at night however. This will be coordiated but should not impede the project. | |||||
| 26 | Drawing PS-100 calls for 3/4" chilled water line run from building 18 | |||||||
| to building 17C. The drawing shows the lines run through the existing former tank foundations. Can the lines be routed around the tank foundations and limit adding cost to demo existing concrete tank foundations. | VA response | If the foundations prove to be an obstacle , the CW can be routed around. We do not desire demo of the tank foundations. | ||||||
| 27 | Drawing PS-100 and ES-100 show underground electrical and plumbing lines to be installed. The drawings do not show existing underground conditions. Are there existing underground utilities such as gas, electrical, sanitary sewer, or drainage in the area? Has this been confirmed? If not, are contractors to include underground utility location cost in proposals? | VA response | VA has only old and incomplete drawings from prior to the red storage barns; these will be provided. VA will research storm drain and sanitary sewer as well. Locate services can be included as a line (deduct) item in proposals. | |||||
| 28 | On the site walk it was noted that building 17A and C VA have |
rotating stock material and is in continuous movement in and out of
| the buildings. During construction, will the VA relocate the stock material to another building? If no, how shall contractors perform the work around the rotating stock material? | VA response | As mentioned in the site walk, proposals can include a line item for a possible CONEX type storage unit for temporary placement of stock. However, VA Logistics inventory manager has since indicated willingness to have VA staff forklift material from side to side as needed for inside work; on dry days, stock may be moved forklifted imeddiately outside onto the asphalt and returned inside at close of business. (Note that the operator will not be at the contractors disposal continuously during the day). The contractor has permission to move smaller items by hand as needed. | ||||

In addition, the Cost section of your proposal is not page limited. However, this section is to be strictly limited to cost and price information. Information that can be construed as belonging in one of the other sections of the proposal will be so construed and counted against that section's page limitation.
(c) If final proposal revisions are requested, separate page limitations will be specified in the Government's request for that submission.
(d) Pages submitted in excess of the limitations specified in this provision will not be evaluated by the Government and will be returned to the offeror.
