2. Reference solicitation page 14 of 74, paragraph 2. Minimum Standard of Acceptability and Attachment B - Corp Experience Form: The solicitation requirements at paragraph 2 and the Attachment requirements on the first page match. However, the provided form has very little similarity to those identified requirements. We believe the requirements supersede the data elements in the actual form. Can you confirm?

Sub-Factor 2 – Corporate Experience, paragraph “g.”: This paragraph states, in part: “Work requiring license in the State of Virginia includes all Contractors, HVAC, Plumbing, Electrical work and Asbestos/lead Project Monitoring.” Our past experience says that companies performing construction services under federal contracts at federal facilities are not required to have a license in the state of performance. Will valid state HVAC and Plumbing licenses from any of the 50 states suffice to fulfill the HVAC and Plumbing requirements?

Answer: Yes, valid state HVAC and Plumbing licenses from any of the 50 states suffice to fulfill the HVAC and Plumbing requirements?

16. Reference solicitation page 8 of 74, TAB B: Offer, Guarantee, and Certifications, paragraph a.: In this paragraph we are told to complete block 30, including signing and dating. In our experience, blocks 28 thru 31 are reserved for a contract award. Our experience further indicates that we sign and date in block 20 (a., b., and c.) for a proposal submission. Can you confirm that we are to complete block 30, to include signing and dating?

Answer:

Change From: a. Complete the SF 1442, Blocks 14, 15, 17, 19, 20A, 20B, 20C and 30. An official having the authority to bind your company contractually must sign and date the SF 1442 Block 30b. One copy of the SF 1442 must bear an original, authorized signature. In doing so, the Offeror accedes to the contract terms and conditions as written in the RFP. All sections of the RFP, excluding Instructions to Offerors and Evaluation Procedures Sections, constitute the model contract.

17. Reference page 10 of 74, TAB B: Offer, Guarantee, and Certifications, paragraph a.: In this paragraph, we are told to complete sections (a) (1) and (2) of FAR 52.209-5. However, there is no copy of that FAR in the solicitation and the on-line FAR for 52.209-5 does not have either of the specified paragraphs to complete; this FAR clause only has completions in (a)(1)(i)(A) thru (D). Further, in the solicitation’s Reps & Certs section, FAR 52.204-24 is included, but the referenced instructions do not tell us to include that FAR clause. Can you please clarify which FAR clauses we are to submit?

Answer:

FAR 52.209-5 is not required due to FAR 52.204-7. Disregard FAR 52.209-5 as stated above.

FAR 52.204-24 does require responses. Please include FAR 52.204-24.

Change From: c. Complete 52.204-8 Annual Representations and Certifications, paragraph (d) applies to this contract. 52.209-5--complete sections (a) (1) and (2), and 52.209-7 paragraph (b). Print out these provisions in their entirety and submit it with the proposal. Offerors shall submit only those pages that require fill-in.

18. In previous HVAMC jobs of this size, a separate QCM and SSHO has been required per Spec Section 01 45 00. However, the specifications for this job do not appear to prohibit the superintendent, QCM, and SSHO to be a single individual. Please confirm that the awarded general contractor will only be required to employ one individual on site at all times during construction, not 2 separate people serving as an independent Supt/SSHO and QCM.

Answer: We want to have a separate person to be a superintendent/SSHO and QCM. The nature and complexity of this project warrants for two individuals.

19. Building 110 also had a very large bathroom renovation bid recently. Will the Water Distribution and Bathroom Upgrades contracts be running concurrently or consecutively? How much overlap or interference is there between the plumbing scopes of the Bathroom Upgrades and the Water Distribution projects? It seems like there could be significant logistical issues if both projects are performing construction at the same time in the same area.

Answer: It is possible that this project could run concurrently. If CORs from both project coordinate and plan it properly this shouldn’t be a problem. Most of this scope will be done at night so CORs and those awarded this contract should be able to work around each other.

20. There is no finish schedule, should I assume that all painted surfaces should receive fresh paint?

Answer: That is correct, there is no finish schedule. Contractor should paint to match with fresh paint.
