SUBMISSION OF BIDS

All references to “Bid” or “Bidder” shall be understood to mean “Offer” or “Offeror”.

The bidder shall submit the following in response to this Request for Proposal per the following:

(a)GENERAL INSTRUCTIONS:
1.All proposal preparation cost will be the sole responsibility of the Offeror. The Government will not reimburse any firm for their proposal preparation cost.
2.The price, technical response and past performance of each offeror will be evaluated independently. Offerors shall separately document each of the three factors. Each of the three offer sections shall therefore be labeled with the offerors name, business address, and VA Solicitation Number.
3.To assure timely and equitable evaluation of proposals, Offerors must follow the instructions contained herein. Offerors are required to meet all solicitation requirements, including these instructions, the terms and conditions, representations and certifications, and technical and past performance requirements. Failure to meet a requirement may result in an offer being ineligible for award. Offerors must clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale.

The offer shall consist of three (3) separate volumes:

•VOLUME I – TECHNICAL PROPOSAL
•VOLUME II – PAST PERFORMANCE PROPOSAL
•VOLUME III – PRICE PROPOSAL
(b)SPECIFIC INSTRUCTIONS
1.VOLUME I - TECHNICAL PROPOSAL – Submit electronic PDF document(s) by email.

The technical proposal shall be limited to no more than twenty (20) pages total.

Format as follows:

TAB A: General Information

a.Cover page with Solicitation Number and Project Title
b.Table of Contents
c.Company information to include: DUNS Number, Cage Code, Tax ID Number, General Contractor’s License number and State of Licensure, principle points of contact with addresses, phone numbers and email addresses.

TAB B: TECHNICAL FACTOR

a.Key Personnel Experience and Ability – Technical Subfactor 1
Provide resumes with experience for all positions listed for your firm on the Project Management Plan (post award substitutions must be approved by the contracting officer before they will be allowed to come on the facility). Key personnel having experience on federal projects and familiarity with contract clauses and specifications will be rated higher than those without. Resume information showing detailed experience with disciplines required for this project will be rated higher than those with little or no depth of experience relevant to this project. A project team exceeding the below listed minimum requirement shall be rated higher than a minimum required team. For each person indicate their financial authority (if any) and the amounts with any caveats for their authority.

At a minimum these must include:

1. The resume and experience of the contractor’s key person that is financially responsible and can sign obligations/modifications for the firm.

2. Project Manager specifically designated for this project with at least 15 years of project management experience on projects of equal or greater size and complexity.

3. Site Superintendent specifically designated for this project with at least 20 years of project experience with 10 or more as an appointed site superintendent on projects of equal or greater size and complexity. 30-hour OSHA certificate required.

4. Site Safety and Health Officer (SSHO) [this project requires a separate SSHO and cannot be the site superintendent]. SSHO must have at least 20 years of experience as a SSHO and indicate a thorough knowledge of federal and state safety rules and regulations. 30-hour OSHA certificate required.

5. Resumes and position descriptions of any other designated team members planned to be assigned to handle this project that would indicate to the government your firms dedication to provide a project team above minimum requirements.

b.Subcontractor List and Qualifications – Technical Subfactor 2
Provide a list of all known subcontractors your firm intends or plans to use for this project. Also indicate any disciplines your firm shall accomplish using in-house labor if structured to so. For each subcontractor provide a brief firm history and an explanation of the work they will perform along with a list of past projects these firms have been involved with that closely represent experience on projects of equal or greater size and complexity. Subcontractors with experience equal to or greater than requirements for this project will be rated higher than those with experience on smaller projects or lacking experience of this scale. Work being accomplished by you firm directly and not through a subcontractor must also indicate your firms experience in that related work. This will be evaluated like independent subcontractors.
c.Project Management Plan – Technical Subfactor 3
Provide a project management plan (PMP) tailored specifically for this project explaining and indicating your firms approach to managing this project from award through closeout. The plan shall include post award, pre-construction, mobilization, submittals, requests for information, changes, conflict resolution, de-mobilization and project closeout addressing punch list, document turn-over and warranty. This plan shall have both a written description and a line diagram that includes all contractor personnel (and must include the key persons provided under a. Key Personnel) in a hierarchical format that indicates name, position title and how each communicates with the VA Contracting Officer and/or VA COR. The PMP needs to include subcontracting plan and include those specific subcontractors provided under c. Subcontractor List and how all subcontractors will be managed.

PMP’s indicating a thorough and clear approach will be rated higher than those missing listed information or confusing approaches/diagrams.

The government may make this plan part of the contract award should your firms proposal be selected subject to further comment/review prior to any final acceptance post construction contract award.

d.Schedule – Technical Subfactor 4
Provide as detailed of a construction schedule as possible for this construction project. The schedule shall include at a minimum: award, pre-construction meeting, submittal processing, mobilization, performance of key disciplines of work required (demolition of Bldg 8, utility relocations, structural, architectural, electrical, mechanical, civil), commissioning, de-mobilization, closeout and turn-over. More detailed schedules indicating a reasonable approach to this project shall be rated higher than those covering the minimum or having conflicting or missing schedule information.

The government may make this schedule part of the contract award should your firms proposal be selected. This does not negate the governments right for adding more details or requirements into the schedule post award prior to accepting a final construction schedule.

Evaluation Factors for Award

The SSEB will evaluate proposals in accordance with the factors stated in the RFP and will award to the responsible offeror(s) whose proposal represents the best value to the government.

To evaluate cost/technical factors, proposals will be evaluated using a “cost/technical tradeoff” process. This process is appropriate because it is in the government’s best interest to consider award to other than the lowest-priced offeror or the highest technically rated offeror. All evaluation factors other than cost or price, when combined, are significantly more important than cost or price.

Evaluation of Non-Cost/Price Factors In evaluating the technical portion of the proposals, the SET will evaluate the following technical factors and subfactors, as described in Section M of the RFP

a. Technical Capability

i. Key Personnel Experience & Ability

ii. Subcontractor List and Qualifications

iii. Project Management Plan

iv. Schedule

b. Past Performance

c. Price

** Technical Factors when combined with Past Performance mean more than price.

1.1.1 Strengths/Weaknesses/Deficiencies

In evaluating the technical factors and subfactors as described above, the SSEB will fully evaluate and document strengths, weaknesses, deficiencies, and potential discussion questions for each offeror’s proposal. (Not applicable for LPTA.)

1.1.2 Ratings for Technical Factors

Based on the strengths, weaknesses, significant weaknesses, and deficiencies noted above, the SSEB will assign each technical factor/subfactor a rating using the following Outstanding/Above Average/Acceptable/Unacceptable rating scale:

Table – Combined Technical/Risk Ratings

Adjectival Rating
Description
Outstanding
Proposal meets requirements and indicates a detailed approach and understanding of the requirements. No weaknesses found and no concerns regarding contract performance. Risk of unsuccessful performance is low.
Above Average
Proposal meets requirements and indicates a good approach and understanding of the requirements. Strengths exceed any weaknesses or will have little or no impact on contract performance. Risk of unsuccessful performance is lower than moderate.
Acceptable
Proposal meets requirements and indicates an adequate approach and understanding of the requirements. Strengths and weaknesses are offsetting or will have little or no impact on contract performance. Risk of unsuccessful

performance is no worse than moderate.

Unacceptable
Proposal does not meet requirements and contains one or more deficiencies. Proposal is not awardable.

(Not applicable for LPTA.)

1.2 Past Performance Risk Assessment (insert if applicable)

The PPET will conduct a structured past performance risk assessment that examines an offeror’s relevant present and past performance record. This is to determine the performance risk associated with each proposal and the degree of confidence for successful performance based on the offeror’s demonstrated record of performance on similar contracts. The following factors will be evaluated:

a. Relevancy

b. Confidence Assessment

c. Evaluation Metrics/Areas of Concern

i. Quality

ii. Timely Performance

iii. Management Effectiveness

iv. Compliance with Safety Standards

v. Overall Performance The past performance evaluation will consider strengths, weaknesses, major weaknesses, deficiencies, and overall performance record of each offeror. Offerors’ past performance will be rated using the evaluation rating scale shown below. Potential sources of performance data are government sources such as the Contractor Performance Assessment Reporting System (CPARS).

Table – Past Performance Relevancy Ratings

Adjectival Rating
Description
Relevant
Present/past performance effort involved similar scope and magnitude of effort and complexities this solicitation requires.
Not Relevant
Present/past performance effort involved little or none of the scope and magnitude of effort and complexities this solicitation requires.

1.3 Proposal Risk Assessment

The offeror’s proposed approach will be evaluated separately to determine the level of risk the approach may pose to the government. As weaknesses, significant weaknesses, and/or deficiencies are identified in an offeror’s proposal, the corresponding risk associated with those findings is also identified using the scale shown below. The qualitative assessment, proposal risk rating, and performance risk rating are taken into consideration in determining whether award is made without discussions or whether discussions will take place. These findings are also used in determining the competitive range.

Table – Past Performance Confidence Assessment Ratings

Adjectival Rating
Description
Substantial Confidence
Based on the offeror’s recent/relevant performance record, and performance records generally, the Government has a high expectation that the offeror will successfully perform the required effort.
Satisfactory Confidence
Based on the offeror’s recent/relevant performance record, and performance

records generally, the Government has a reasonable expectation that the offeror will successfully perform the required effort.

Limited Confidence
Based on the offeror’s recent/relevant performance record, and performance records generally, the Government has a low expectation that the offeror will

successfully perform the required effort.

No Confidence
Based on the offeror’s recent/relevant performance record, and performance records generally, the Government has no expectation that the offeror will be able to successfully perform the required effort.
Unknown Confidence
No recent/relevant performance record is available, or the offeror’s performance record is so sparse that no meaningful confidence assessment rating can be

reasonably assigned.

1.4 Cost/Price Analysis

In evaluating the cost/price portion of the proposals, the C/PAT will evaluate the offeror’s proposed price/costs for completeness, reasonableness, and realism.

1.4.1 Completeness Factor

The government will evaluate the cost proposal for completeness by assessing the responsiveness of the offeror in providing requested cost data for all RFP requirements and items in the performance work statement and assessing their traceability to each cost element.

1.4.2 Reasonableness Factor

The government will evaluate how well the offeror’s proposal supports elements of cost, work hours, loading factors, and rates over the contract life. Proposed rates and factors will be verified with the DCAA or another cognizant audit agency via rate check or formal audit, as appropriate.
