MOISTURE INTEGRITY PROJECT # 590-15-007
RFI Responses
1) Where will the contractor’s parking, material lay down, dumpster, etc. be located?
Per Project Manual/Specification section “Contract Parking Policy” – Parking for vehicles and contractor employees will be restricted to the laydown area west of Bldg 27. This area will also be for material lay down, dumpster, etc. (please see attached map of area)
2) G101 - general note #1 says Quantity of particular work required not there. There are also locations on the drawings for particular areas of work to be performed. How much additional brick/stone repair should we allow for this estimate?
Per A/E: Sheet G101, General Note #1 is not as referenced in this question. Regarding the question of allowances, please refer to Section 01 00 00 General requirements, paragraph 1.3 Statement of Bid Item(s), Item V Unit Prices, A thru E. The drawings endeavor to convey to the greatest extent possible the anticipated extent of work necessary. We defer a statement of quantity to the Contracting Officer.
3) Is there a location that can be used for a contractor’s office for meetings with subs, etc?
Contractor’s to provide own office trailer in the designated laydown area and provide own utilities (water, power, sewage, etc.)…there are no utilities at the laydown area. Laydown area is coordinated with the COR
4) G101 - safety note #11 says the interior window seal install and removal, and cleaning of windowsill will need to be done in off-hours. What are considered off-hours?
Per Project Manual/Specification section “01 57 19 - 9”, repetitive high-level impact noise only between 4pm and 12am midnight. Off-hours are considered after hospital duty hours (beginning approximately 4pm M-F, open hours with coordination on S-Su)
5) Will there be patients occupying these rooms and how do we work around patients while trying to complete a specific phase of work?
Yes, Patients may occupy some rooms…contractor to coordinate work around with VA services, COR, and CO
6) Are we able to power wash one phase while working in another phase so that the sealer applied to one phase is not encapsulating dirty items in another phase?
Yes, provided construction safety standards are maintained
7) How do we access the roof for parapet work?
Roof access to be coordinate with the services through the COR
8) G101 - Specific Note 4-8 says to remove head joints and inspect lintels as to their integrity. How much should be removed without interfering with jack arches?
Per A/E: The intent is to remove the caulked/sealed/mortared joint between the underside of the jack arch masonry and the steel lintel to an extent which permits visual inspection of the lintel for deterioration. This joint is cambered approximately 3/4” thick at its center point. There is no intent to disturb the jack arch masonry.
9) A102 - says missing end dams. What is the plan on how to repair them?
Per A/E: The intent is not to repair/replace the missing end dams, but to relieve the situation created by the lack of them. This is indicated in 3/A.102 where the requirement is to create new weep holes at each end of the steel lintels, allowing water flowing along the lintel to exit through the face of masonry versus being channeled down each side of the window rough opening. See also Specific Note 4-12 on G.101.
10) What is the plan to replace the metal flashing behind lintels without removing the jack arches and lintels on all windows?
Per A/E: There is no requirement to replace the metal flashing at window heads
11) How do we replace sill flashing at stone sills without removing stone sills? Some of the sills are to be repaired already and are probably fragile.
Per A/E: 3/A-102 indicates stone sills to be repaired where indicated per note 4-4. There is no requirement to “remove” stone sills en masse, nor to replace missing flashing
12) A102 - Stone/cast stone windowsill missing drip edge features. There does not seem to be one on it. Can you verify the need?
Per A/E: We assume this question references the notation on 2/A-102. Detail 2/A-102 documents existing conditions; detail 3/A-102 delineates corrective measures required under the scope of work. Current intent is to not remove stone sills, but to repair stone sills as necessary.
13) Verifying grills to be replaced will require inspection. Material ordering and lead times may preclude replacement while staging is in place. Will the VA allow the contractor to use a manlift to replace items outside of phasing
Per construction safety: Yes, VHA policy directive VHA Directive 7715, Safety and Health During Construction can provide guidance on maintaining a safe and healthful environment construction safety protocol must be adhered too.
14) Are surgical areas and clean core areas impacted by window film installation? If so, is window film material acceptable to be used in these areas?
Per construction safety: VHA policy directive VHA Directive 7715, Safety and Health During Construction can provide guidance on maintaining a safe and healthful environment. All work in surgical areas will be performed in manner to prevent harm from patient or contamination of area.
15) Spec 01 00 00-26 requires TRIRIGA CPMS. Is this actually required for the project?
NO
16) Is swing staging acceptable for use where practical?
Per A/E: We defer to the Contracting Officer. However, it is our opinion that existing roof and parapet conditions are not sufficient enough to safely support swing staging.
17) For repair items 4-1, 4-2, 4-4, 4-5 and 4-9 concerning brick repair and repointing of mortar, how do we account for quantities for bidding purposes? Are we to only include estimated areas from those mark on the drawings or are we to carry a certain percentage of surface area? Also is there going to be a unit cost for these repairs as there will be areas of unforeseen conditions once areas are opened up for repairs?
Per A/E: Unit pricing is described in Section 01 00 00 General requirements, paragraph 1.3 Statement of Bid Item(s), Item V Unit Prices, A thru E.
18) Please provide “Section L” INSTRUCTIONS, CONDITIONS AND OTHER STATEMENTS TO BIDDERS/OFFERORS.
See attached document: Laydown Area.
