ANSWERS TO QUESTIONS RECEIVED
1. This solicitation was last posted on 6/19/2017, a bid was provided to the VA and we never received a response despite multiple attempts to the contract specialist nor were any updates provided via FBO.gov. Now this solicitation is being re-advertised; the purpose of this background is the concern of the VA currently being non-compliant with JACHO standards and timelines for fire protection inspection and testing and/or the awarded contractor being held to difficult time frames and situations in order to expedite services to ensure compliance. Can a schedule be provided to all prospective contractors to ensure this liability/burden is not shifted directly to the newly awarded contractor. The schedule should coincide with the requirements of quarterly, semi-annually and annual services. There was a contract awarded last year and all annual inspections were completed in July 2017.
2. In reference to B.4 A – 1 : Please verify this solicitation only refers to fire alarm equipment and does not account for any suppression, sprinkler or extinguishing equipment outside of the fire alarm monitoring equipment. This contract will NOT include any suppression, sprinkler or extinguishing equipment outside of the fire alarm monitoring equipment.
3. Smoke detector sensitivity testing is mentioned as a requirements, this form of testing is required every 2 years, it is defined within the scope to use appropriate testing equipment to perform the sensitivity testing however no additional line item is presented to provide cost for this additional service. Properly performed smoke sensitivity testing is an added cost to the contractor and should be broke out as such. Should each prospective contractor simply lump the additional charges for these services in option year 1 and option year 3? Smoke detector sensitivity testing will be included in the base year, option year 2 and option year 4.
4. B.4 4-2 reads the VA will supply all replacement parts as necessary. How will this affect response time and contractual repair time. A repair line item is provided as CLIN 2, however it is not requested by the VA for a pre-established hourly rate. If the VA is providing fire alarm replacement parts and CLIN 2 provides the labor how can the VA deem fair and reasonable pricing. Contractor “A” can charge 100/hr whereas Contractor “B” can charge 150/hr and both have to carry a Simplex rate of “x” for any programming changes required. Please elaborate on the intent as this can easily be a contract dispute post award. We are removing the repairs part of the contract and this contract will be for annual inspections only.
5. For the purpose of testing elevator recall, does the VA currently have an elevator contract in place that will coincide with the annual fire alarm testing or will the awarded contractor be responsible for carrying the cost of an elevator technician. If, the contractor is to bear the cost of the elevator technician can the VA provide the name of the elevator company currently used at the facility. The VA has an elevator mechanic that will assist.
6. Contractor shall maintain an updated back up disc for the Simplex fire alarm system. Download latest software revision. Verify As-Built drawings are accurate. Current As-Built drawings will be provided by VA upon Contract Award. Vendor shall compile updated As-Built. Question: No line items are present for these actions? Not knowing the current state of the as built drawings this can be a small scale monetary value or a great scale monetary value. Without the VA sharing the existing CAD drawings and defining known issues this is impossible to price accordingly unless a Time/Material number is provided to the VA. Nonetheless, no CLIN is provided for pricing or hourly rate with an NTE to perform said services. In regards to the back-up disc and ensuring the latest revision this is a task that can only be performed by a Johnson Control (previously Simplex Grinnell) technician which will then be a known sub contracted services yet again no separate line item or CLIN is allotted for these known services. Disregard this statement. Contractor to do inspections only.
7. Contractor shall submit a quarterly report to the COR and the Contracting Officer that includes the following information. Question: Are Building Reports with JACHO features an acceptable means for reporting by the VA? YES
8. Contractor shall be required to provide emergency service 24-hours a day, 7 days a week. Each contract option year includes a separate estimated NOT TO EXCEED line item for emergency repair services. Contractor shall provide unlimited emergency callback service for emergent repairs. Question: This statement is a contradiction. First sentence reads not to exceed the 5,000 line item yet the second sentence places liability on the contractor to provide unlimited emergency call back. How can the contractor provide unlimited call back if the labor has an NTE of $5,000.00. Is the remainder of the possible emergency call backs to absorbed by the contractor and reflected in the inspection price? We are removing the requirement required to provide emergency service 24-hours a day, 7 days a week.
9. Section B.4 STATEMENT OF WORK, Paragraph #2. “Contractor shall provide a qualified individual, defined as a technician who is factory trained, certified, and authorized as a representative of the major equipment manufacturer Simplex.” NOTE: Simplex is the only company that is factory trained and certified to work on their own equipment. That is why it is a Proprietary System. However you do not have to be factory trained and certified to inspect the system or repair the system. That requirement is only for programming of the system which is not required when testing or making one for one repairs. Question: This is a 100% SDVOB set-aside contract as it is written, however Simplex is a Large business. How is it possible for anyone to bid on this contract? The statement of work has been revised to remove that language.
10. Question: Under the section “Site Visit” I see the site visit requests must be received by April 23, 2018 8:00am EST. I do not see the time and date for the actual site visit? Please advise of the time and date. Site visits are only scheduled if requested on an individual basis.
11. Will the VAMC provide an equipment list and count of Fire Alarm devices under this contract? Yes, an inventory list has been added to Section D of the solicitation.

B.4 STATEMENT OF WORK
A. GENERAL REQUIREMENTS
1. Contractor shall provide all necessary equipment, labor, materials, and supervision to perform required interval preventative maintenance and inspection on Fire Alarm Systems, to include fire alarm, fire alarm monitoring devices, and related components located at the Salem VA Medical Center, 1970 Roanoke Boulevard, Salem, VA 24153 and all its outlying buildings.
2. Contractor shall provide a qualified individual, defined as a technician who is trained and certified by the National Institute for Certification in Engineering Technologies (NICET); International Municipal Signal Association (IMSA); the Commonwealth of Virginia; and/or trained and qualified by an organization listed as a national testing laboratory for servicing fire alarm systems, to include testing, maintenance, and inspections.
3. Contractor shall test and inspect Fire Alarm Systems, to include fire alarms, fire alarm monitoring devices, and related components annually (1 time a year). Contractor shall provide documentation for all previously mentioned tests and inspections. All work shall be in accordance with VA Master Specifications; the most current NFPA Codes including but not limited to National Fire Alarm Code and Life Safety Code; as well as, the most current Joint Commission requirements. Testing, Maintenance and Inspection frequency shall be in accordance with the previously mentioned standards and all applicable reports will be provided within 5 business days following each inspection. Performance and quality of work shall be evaluated by assuring all testing, maintenance, and inspection services are conducted in the appropriate timeframe and all devices/systems are tested according to the previously mentioned standards.
4. Services include the following:
A. Inspections:
(1) Systematic examination of all system components, including, but not limited to Control Panel equipment, Control Panel Batteries, Initiating Devices, Alarm Notification Appliances and Devices, Supervisory Signal Devices, Interface Relays and Modules, as well as, off-premises monitoring transmission equipment. Resettable heat detectors are to be tested with heat, not with magnets.
(2) Smoke Detector Sensitivity shall be performed bi-annually. Smoke detector sensitivity shall be performed during the Base Year, Option Year 2, and Option Year 4.
(3) Contractor shall perform testing and cleaning.
(4) Contractor shall furnish all tools, cleaning materials, and parts required to perform inspections and tests.
(5) Contractor shall perform battery and charger maintenance.
B. SPECIFIC REQUIREMENTS
1. Contractor shall perform annual inspections and maintenance in accordance with the most current editions of Manufacturer’s maintenance manuals, NFPA 101, 25, 72, and 13 standards, and National Fire Alarm Code as prescribed by The Joint Commission (TJC).
A. Fire alarm panels including batteries and battery chargers, shall include testing and inspection of all functions for:
(1) Charger Test
(2) 30-Minute Discharge Test
(3) Remote Annunciator
(4) Load Voltage Test B. Initiating devices include:
(1) Smoke Detectors
(2) Heat Detectors (tested with heat, not magnets, as well as inspected)
(3) Duct Detectors
(4) Manual Alarm Stations
(5) Interface Devices (Relays and Control Elements) C. Notification Appliances include:
(1) Audible Devices (bells, chimes, horns)
(2) Visual Devices (strobes, lights) D. Interface Relays and Modules include:
(1) Magnetic hold-open
(2) Air handler shut down
(3) Magnetic locks
2. Verify Record drawings are accurate. VA will provide current Record drawings upon Contract Award. The VA will provide all available Record drawings and floor plans, but does not warrant accuracy or completeness of the Record Drawings. Vendor shall compile updated Record Drawings and provide to the VA in electronic format.
C. REPORTS/TESTS
1. Contractor shall submit a quarterly report to the COR and the Contracting Officer that includes the following information:

(1) Building number
(2) Location of device
(3) Type of device
(4) Test Results
a. Pass
b. Fail
(5) Zone (Zone FACP)

C. Fire Alarm Discrepancy Report:
(1) Building number
(2) Device and location
(3) Type of Discrepancy
(4) COR shall be notified of any discrepancy by the end of each day.
D. MANUALS
The publications listed below shall be followed and adhered to while conducting repairs, testing, maintenance, and inspections:
1. Manufacturer’s maintenance manuals
2. Manufacturer’s recommendations
3. National Fire Protection Association Standards (NFPA)
4. National Electrical Code (NEC)
5. National Fire Code
6. The Joint Commission (TJC) requirements. (VA will provide. COR)
Contractor shall report to the electric shop building 76 room 4, PRIOR TO STARTING AND AFTER COMPLETION OF WORK.
E. REQUIRED TESTS
1. Clean All Detectors
a. When a detector is out of range; disassemble, clean with vacuum or cloth, and reassemble.
b. Test sensitivity as required by NFPA using a UL listed test meter. If detector is out of range, adjust and repeat.
c. Record test results on inspection report.
2. Test All Pull Stations
a. Check for any physical damage.
b. Activate pull station to verify alarm signal and then reset pull station.
c. Record test results on inspection report.
3. Functional Test
a. Put control panel into alarm mode.
b. Verify operation of Fan shutdown, remote signal transmission and all other automatic functions that have been designed into the system.
c. Verify operation of Elevator Recall, Power Shunt Breaker, and Elevator Shaft Smoke Sensors (may require elevator mechanic or contractor to assist). The VA will provide an elevator mechanic to assist.
d. Record test results on inspection report.
