About this file
This document comprises supplemental instructions to offerors for a Request for Quote (RFQ) issued by the Department of Veterans Affairs. All quotes must be submitted by the deadline specified in Box 8 of the SF1449 solicitation via email only to Jameel Gordon at jameel.gordon@va.gov. Late submissions and phone calls will not be accepted. A mandatory site visit is scheduled for October 15, 2026, from 9:00 AM to 10:00 AM EST at the Washington DC VA Medical Center Lobby, with Daniel Pollard serving as the point of contact. Visitors should use the designated parking lot, and those running more than 15 minutes behind are requested to notify the POC.
The award will be made as a Firm Fixed Price Contract with a 120-day period of performance. Offerors must complete specified sections of the SF1449 including entity identification information (name, address, telephone, SAM UEI, and cage code), contractor point-of-contact information, and the price/cost schedule with unit prices for each CLIN. Evaluation criteria include technical capability (demonstrating clear methodology for performing the statement of work), pricing (entered legibly with no verification of illegible prices), and past performance (minimum three years of relevant experience verified through either CPARS records or a completed Past Performance Questionnaire submitted with the quote). Comparative evaluation will be conducted in accordance with FAR 12.203(c)(2), which involves direct side-by-side comparison of acceptable quotes to determine the best value to the Government without individual factor ratings or color/numerical scoring methodologies.

Additional information pertaining to Comparative Evaluation below:
What Comparative Evaluation is:
• It is the direct comparison of one quotation/offer with another in a uniform and fair manner to determine which quote/offer provides the
Government with what it needs, where and when as identified in the
RFQ
• It is an assessment of which response is the “best” as a whole
• Once one quotation/offer is found acceptable, it is compared side by side to the remaining ones, and the “best” one is chosen
What Comparative Evaluation is not:
• It does not individually evaluate quote/offers against specified evaluation factors
• It does not assign a rating using a color, numerical, or other rating methodology
• It does not require additional evaluation to determine if minimal advantage is worth a minimal or normal price difference, but not prohibited
• It is not a low price technically acceptable (LPTA) or trade-off process
