Responses to Questions Received and Clarifications

1. QUESTION: For bidding purposes, what is the anticipated work schedule for this project?

VA RESPONSE: Normal work schedule will be Monday through Friday (7am-7pm) as stated in the SOW, this is the daytime schedule for the boiler plant operators. Contractor is expected to work either 4/10’s or 5/8’s depending on their agreement with the subs.

2. QUESTION: Are there any off hours (i.e. nights, weekend, etc.) needed for this project?

VA RESPONSE: As noted in the SOW and drawings all outages/tie ins are to be scheduled on weekends as to not interfere with the MC operations.

3. QUESTION: For bidding purposes, where would the contractor lay down area be for this project?

VA RESPONSE: See drawing AE100 for fence LOD. Contractor may utilize that area for laydown operations.

4. QUESTION: For bidding purposes, where would the contractor dumpster be for this project?

VA RESPONSE: See drawing AE100 for fence LOD. Contractor may utilize that area for dumpster operations.

5. QUESTION: For bidding purposes, are there any restrictions for crane lifts (i.e. weekends only, time frames, specific crane paths, etc.) ?

VA RESPONSE: At this time there are no specific restrictions, as this is the State nursing home parking lot we will be utilizing please note that any lifting notifications need to be received at least 2 weeks in advanced or longer.

6. QUESTION: For bidding purposes, would there be location for an office trailer?

VA RESPONSE: Office trailer would need to be confined within the LOD of contractors fenced area.

7. QUESTION: Solicitation page 15 lists key personnel, senior project manager, quality control manager, and site superintendent.

a. What are the requirements for the quality control manager for this project?

b. Is the QC manager required to be on-site at all times?

c. If so, can the superintendent have additional duties as the QC Manager?

VA RESPONSE:

a. If there is no SIOR, QC Manager must Supervise all Special Inspectors required by the contract documents and the IBC; Verify the qualifications of all the Special Inspectors; Verify the qualifications of fabricators; Maintain a 3- ring binder for the Special Inspector's daily and biweekly reports. This file must be in a conspicuous place in the project trailer/office to allow review by the Contracting Officer and the DOR. Maintain a rework items list that includes discrepancies noted on the Special Inspectors daily report.

b. QC manager is to be onsite at all times.

c. Superintendent may not act as the QC manager.

8. QUESTION: Solicitation page 16 states “Include project schedules for current and pending projects, as well as the anticipated impact of this project on those schedules and staffing plans”.

a. Does the government have an expected start date for this project?

b. Could the government provide a specific timeframe or more guidance for how they would like the GC’s to respond to this prompt?

VA RESPONSE:

a. The anticipated contract award date is planned for 3–4 weeks following the bid due date. Contractors should incorporate this timeline when preparing their response to the referenced requirement and consider potential impacts on current and pending project schedules and staffing plans.

b. Contractor should respond by providing project schedules for their current and pending work, along with an assessment of how the expected start of this project (3–4 weeks after the bid due date) will affect those schedules and staffing allocations. Please ensure your response includes sufficient detail to demonstrate your firm’s capacity to manage concurrent projects and any adjustments to resource allocation, if applicable.

9. QUESTION: Solicitation Page 17, Past Performance Questionnaires creates the below questions:

a. Will the government accept PPQ’s from other solicitations?

b. Will the government accept CPARS in lieu of a PPQ?

c. How may PPQ’s does the government want submitted?

d. Does the government want the PPQ projects to match the 5 projects from Factor # 1?

a. No, the PPQ must clearly identify the current solicitation and contract requirements

b. CPARS will not be accepted in lieu of the PPQ

c. The quantity of PPQ’s is to be determined by the contractor such as to provide an adequate representation of the firms past performance.

d. PPQ projects do not have to match the projects from factor 1,

10. QUESTION: Specification section 01-00-00 1.5 B-1 states “General contractor’s employees shall not enter the project site without the appropriate badge.

a. Are there any costs associated with the badging?

b. What is the process and timeline to obtain badging?

VA RESPONSE:

a. The federal agency sponsoring the contracted individual(s) covers the cost of the physical I.D. Badge. Further information regarding badging and credential information can be found through the U.S. General Services Administration (GSA) at https://www.gsa.gov/technology/it-contract-vehicles-and-purchasing-programs/federal-credentialing-services or calling 1-800-488-3111.

b. There are various degrees of issuances for federal badges (Personal Identity Verification [PIV] Credential), each with their own requirements and associated timelines (PIV-I versus Full PIV). A PIV-I badge possesses a 6-month badge life with no access granted to any VA systems or structures. Obtaining a PIV-I badge requires the applicant and sponsoring individual (COR) to fill out VA Form 0711 and schedule a Criminal Record Check (appointment to document the requesting individual’s fingerprints). This process typically takes about 1-2 weeks and may be done at the VAMC. A Full-PIV possesses a 5-year badge life with possible access to VA systems and/or structures.

Obtaining a Full-PIV requires the applicant and sponsoring individual (COR) to fill out VA Form 0711 and scheduling a Criminal Record Check (fingerprinting) AND a background investigation. This process typically takes about 2-4 weeks and may be initiated at the VAMC. Contractors may obtain a temporary badge by checking in (daily and upon arrival) with the local station’s Police Department. Further information regarding badging and credential information can be found through the U.S. General Services Administration (GSA) at https://www.gsa.gov/technology/it-contract-vehicles-and-purchasing-programs/federal-credentialing-services or calling 1-800-488-3111.

11. QUESTION: Specification section 01-00-00 1.5 D.1 and 7.1 states: “All electronical information shall be stored in specified location following VA Standards and procedures using an Engineering Document Management Software (EDMS). Security, access and maintenance of all project drawings, both scanned and electronic shall be performed and tracked through the EDMS system”. Would a platform such as ProCore suffice for this requirement?

VA RESPONSE: Procore is an acceptable platform for this application.

12. QUESTION: Specification 01-00-00 1.6 K states: “Construction Fence: Before construction operations begin, Contractor shall provide a chain link construction fence, 2.2m (seven feet) minimum height, around the construction area if permitted with prior approval of COR. Provide gates as required for access with necessary hardware, including hasps and padlocks. Fasten fence fabric to terminal posts with tension bands and to line posts and top and bottom rails with tie wires spaces at maximum 375 mm (15 inches). Bottom of fences shall extend to 25 mm (one inch) above grade. Remove the fence when directed by COR.”Drawing AE100 shows a fence that goes around the entrance to the project site. The sides show the fence at 8’ tall at the sides and 6’ tall in the front.

a. Is this the construction fence that is referenced in the specifications?

b. For bidding purposes, if the location is near high traffic areas or vehicle parking, can the requirement for fence fabric be eliminated as this can cause the fence to become unstable in windy conditions?

c. Does this fence get installed into the ground or is it the panel style fence that is mounted above the ground and secured with weight (i.e. concrete blocks, sandbags, etc.)?

a. Yes and fence is 8’ tall around the entire perimeter.

b. Fabric can be eliminated if it is a safety concern.

c. As it is a temporary fence it can be secured with weight, concrete jersey barriers are also required on the inside of the fence as well and could also be used to help secure the fence.

13. QUESTION: Specification 01-00-00 1.6N states “Coordinated the work for this contract with other construction operations as directed by COR. This includes the scheduling of traffic and the use of roadways as specified in Article, USE OF ROADWAYS”. For bidding purposes, what other construction operations will be taking place at the time of this project?

VA RESPONSE: No other contractor work is expected to be taking place in the boiler plant during the timeline of this project. However, please be aware that the state nursing home parking lot will remain operational, and contractors will need to coordinate daily activities to ensure that pathways outside the designated construction area remain clear.

Consideration should be given to minimizing disruption and maintaining access for nursing home staff, residents, and visitors as required by the contract and site conditions.

14. QUESTION: Specification 01-00-00 1.20 A states: “Contractor may have for use of Contractor’s workers such toilet accommodations as may be assigned to Contractor by Medical Center”. Can it be confirmed whether the winning contractor will have access to toilet accommodations within the hospital for this project?

VA RESPONSE: A single-stall restroom is available within the boiler plant for contractor use. However, due to the projected number of workers onsite for this project, the contractor should plan to provide temporary restroom facilities within the designated construction area to ensure adequate accommodation for all personnel.

15. QUESTION: Specification 01-00-00 1.21 D states: “Electricity (for Construction and Testing): Furnish all temporary electric services. 1. Obtain electricity by connecting to the Medical Center distribution system. The Contractor shall meter and pay for electricity required for electric cranes and hoisting devices, electrical welding devices and any electrical heating devices providing temporary heat. Electricity for all other uses is available at no cost to the Contractor”. Can it be confirmed whether the winning contractor will be required to meter the electricity for 208 single phase electrical welding devices?

VA RESPONSE: In accordance with the contract specifications, the contractor will be required to meter and pay for electricity used by electrical welding devices. All other electrical use, as specified, will be provided at no cost to the contractor.

16. QUESTION: Specification 01-00-00 1.21F states: “F Fuel – Natural and LP gas and burner fuel oil required for boiler cleaning, normal initial boiler-burner setup and adjusting, and for performing the specified boiler tests will be furnished by the Government. Fuel required for prolonged boiler-burner set-up, adjustments, or modifications due to improper design or operation of boiler, burner, or control devices shall be furnished and paid by the Contractor at Contractor’s expense”.

a. What is defined as prolonger boiler-burner setup, adjustments, or modifications due to improper design or operation of boiler, burner, or control devices?

b. Does this apply to the temporary boiler as well as the new boiler to be installed?

VA RESPONSE:

a.Prolonged boiler setup is defined as activities occurring during startup and turnover of the equipment. If turnover is delayed due to improper design or operation of boiler, burner, or control devices, as described in the specifications, the contractor will be responsible for furnishing and paying for the required fuel.

b. Yes, this applies to both the temporary boiler as well as the new boiler.

17. QUESTION: Specification section 01-00-00 1.25 A states: “The Government shall deliver to the Contractor, the Government-furnished property shown on the drawings”. What government furnished property is a part of this project?

VA RESPONSE: There is no GFE supplied on this contract.

18. QUESTION: Specification 01-33-23 1.6 E states: “Provide electronic documents over 5MB through an electronic FTP file sharing system” Would a platform such as ProcCore suffice for this requirement?

VA RESPONSE: A platform such as ProCore would suffice for this requirement.

19. QUESTION: Specification section 01-36-26 Safety Requirements 1.9 requires a full-time SSHO with no other duties. Can the superintendent serve as the SSHO?

VA RESPONSE: No, the site superintendent cannot serve or act as the Site Safety and Health Officer (SSHO). Specification 01 35 26 – 18 Safety Requirements 1.9 “Site Safety and Health Officer” SSHO and “Competent Person” CP, point A: “The Prime Contractor shall provide a minimum of one “Full-Time” SSHO at each project site, for each shift (with no other duties) that holds as current, a professional safety certification with at least 3 years of dedicated construction safety related experience.” Point C: “…The SSHO has (to) be a separate qualified individual from the Prime Contractor’s Superintendent and/or Quality Control Manager with duties only as the SSHO.”

20. QUESTION: Specification 01-91-00.01 1.9 states the VA is responsible for the commissioning agent. Can this be confirmed?

VA RESPONSE: The A/E is providing the services of a commissioning agent, however this does not relieve the contractor during the commissioning phase. Contractor will be responsible for coordinating all responsible parties/contractors to be onsite for the startup/commissioning. If commissioning can not be performed due to the manufacturers representation or improper personnel onsite then the GC will be responsible for the commissioning agents fees.

21. QUESTION: Specification 05-12-00 1.5 quality assurance, references AISC Quality Certification participant (fabricator) and AISC Quality Certification Program participant designated as AISC- Certifier Erector. As there are not many AISC vendor options in the area, can this requirement be waived?

VA RESPONSE: This requirement will not be waived.

22. QUESTION: Is there a current roof warranty that needs maintained on this project? If so, who is the manufacturer?

VA RESPONSE: There is a current roof warranty in place and Carlisle roofing is the manufacturer.

23. QUESTION: The project specification references the VHA Boiler Plant Safety Devices Testing Manual. Can this manual be provided as part of the construction documents?

24. QUESTION: At the site visit it was stated that VAMC would be responsible for non-destructive testing on this project. Can this be confirmed as this is usually the contractors’ responsibility?

VA RESPONSE: This is the contractor’s responsibility, VAMC will visually inspect operations when this is being performed.

25. QUESTION: Drawing EP101 shows the temporary boiler getting power from the MCC labeled Panel M. Are there bucket provisions available within this MCC to accommodate the temporary power connections?

VA RESPONSE: Yes, this is currently how the temporary boiler is to be fed.

26. QUESTION: Drawing EP102 Notes 1 and 2 state to provide temporary surveillance camera. Who is the surveillance camera provider at this facility?

VA RESPONSE: Electronic Specialties provides and installs the cameras at the facility. Electronic Specialty Company Office 304-766-6277

27. QUESTION: Drawing S-001 Warning Notes states: WARNING: THE STRUCTURAL INTEGRITY OF THE BUILDING SHOWN IN THESE PLAN DEPENDS ON COMPLETION ACCORDING TO PLANS AND SPECIFICATIONS. STRUCTURAL MEMBERS ARE NOT SELF-

BRACING UNTIL PERMANENTLY AFFIXED TO THE STRUCTURE. THE STRUCTURAL ENGINEERS ASSUME NO LIABILITY FOR THE STRUCTURE DURING CONSTRUCTION.

SIMILARLY, ALL EXISTING STRUCTURES AND ADJACENT BUILDINGS TO REMAIN SHALL BE EVALUATED BY THE GENERAL CONTRACTOR FOR STABILITY PRIOR TO ANY DEMOLITION AND CONSTRUCTION. IF DEEMED NECESSSRY, ALL EXISTING STRUCTURES AND EXISTING ADJACENT BUILDINGS TO REMAIN SHALL BE FULLY EMBRACED AND SHORED AS REQUIRED BY THE GENERAL CONTRACTOR. GENERAL CONTRACTOR SHALL OBTAIN A SERVICE OF A CERTIFIED BRACING AND SHORING CONTRACTOR AND ITS CERTIFIED SPECIALITY ENGINEER AS REQUIRED.

Will the necessary shoring and bracing of the mentioned existing structures is required, will this be addressed as a change order?

VA RESPONSE: This work will not be addressed as a change order, as it is explicitly indicated in the contract documents that such measures shall be provided as required to ensure structural stability, at the contractor’s expense.

28. QUESTION: Drawing S-102 Detail # 1 Note # 2 states: “THE SZE & DIMENSTION OF NEW BOILER UNITS ARE BASE ON THE SPECIFIED BOILER TYPE PROVIDED BY MECHANICAL ENGEINEER (REFER TO MECHANICAL DRAWINGS. ANY CHANGE BY GENERAL CONTRACTOR FROM PROPOSED BOILER UNIT TO AN ALTERNATE UNIT WILL REQUIRED REDESIGN OF PROPOSED STRUCTURAL SUCH AS STEEL FRAMING, PLATFORM/CATWALK, STAIR, RAILING ETC.”

Drawing S-001 Structural Steel Note 16 states: “SHOP DRAWING PREPARATION SHALL BE SUPERVISED BY A REGISTERED PROFESSIONAL ENGINEER.”

Drawing S-001 Structural Steel Note #14 states: “SUBMIT DETAIL SHOP DRAWINGS SHOWING ALL STRUCTURAL STEEL LAYOUTS AND DETAILS, SIZES OF MEMBERS, TYPE OF STELL, CONNECTION DETAILS, WELD SIZE AND LENGTH, BOLTS, CUTS, PENETRATIONS, ETC, AS REQUIRED TO FABRICATE AND ERECT ALL STRUCTURAL STEEL FRAMING”.

Drawing AE101 Note # 1 states: “THE CAT-WALK LAYOUT IS GRAPHICALLY PRESENTED ONLY (REFER TO STRUCTURAL DRAWINGS). THE GENERAL CONTRACTOR SHALL PROVIDE A SET OF SHOP DRAWINGS SIGNE AND SEALED BY A REGISTERED STRUCTURAL ENGINEER TO FIT THE BOILER THAT IS PURCHASED AND INSTALLED. MATCH THE WALK AREA AS CLOSE AS POSSIBLE TO ALIGN WITH THE SPECIFIED BOILER INSTALLED”.

Is the intent of the project to have registered PE stamped drawings for submission on the steel package, whether the basis of design mechanical equipment is installed or not (i.e. if the basis of design is utilized then PE stamped drawings are not needed or if the basis of design is not utilized then PE stamped drawings are not needed, etc.)?

VA RESPONSE: PE-stamped drawings are required whether the basis-of-design equipment is utilized or an alternate is submitted, in accordance with the specifications and referenced drawing notes

29. QUESTION: Drawing AE100 shows temporary piping brackets at a minimum of 9’6”above ground. Do the piping brackets remain in place once the temporary boiler is removed?

VA RESPONSE: Piping brackets do not remain at the conclusion of the project.

30. QUESTION: Drawing AE101 Note# 1 states to remove the storefront after the temporary boiler is removed. There are several other drawings that state the same sequence. There is not enough room to get the old equipment and the new equipment through this current opening. Can the sequence of this be changed to demolish out the storefront and either install the new overhead door or build a temporary entrance in this location?

VA RESPONSE: Yes aluminum storefront is to be removed first to allow for the removal and installation of the new boiler. Roll up door can be installed at any point to assist with the demolition or installation of the new equipment.

31. QUESTION: Drawing M001 Note #8 states shop drawings of manufactured items required on this project shall be submitted 1 copy electronic and 2 hard copies. Are hard copies of shop drawings necessary?

VA RESPONSE: Hard copies of the approved shop drawings will be required.

32. QUESTION: At the site visit it was stated that pictures of the temporary connections would be provided if an RFI was submitted. Can pictures of the temporary connections for the boilers be provided and a drawing marked up with their locations?

VA RESPONSE: Please see pictures attached.

33. QUESTION: Drawing M001 Note # 1 states: “THE CONTRACTOR SHALL RETAIN THE SERVICE OF INDEPENDENT CERTIFIED BOILER INSPECTOR FOR THE PROPER INSTALLATION OF BOILER AND ITS ASSOCIATED ACCESSORIES, OEPRATION OF ENTIRE SYSTEM INCLUDING BOILER AND CONTROLS. THE CONTRACTOR SHALL COORDINATE WITH COR FOR THE CERTIFICATION REQUIREMENTS OF AUTHORITIES HAVING JURISDICTION”. What are thecertification requirements of authorities having jurisdiction being referenced?

VA RESPONSE: Boiler Inspector qualifications can be found in the specifications provided. Inspector must be familiar with the codes referenced below. NFPA 85, Boiler and Combustion Systems Hazards Code and VHA Boiler Plant Safety Device Testing Manual, current edition.

34. QUESTION: Specification 07-84-00 1.5 B and 1.5 C references installer qualifications and inspector qualifications.

1.5.B: Installer Qualifications: A firm that has been approved by FM Global according to FM Global 4991 or been evaluated by UL and found to comply with UL’s “Qualified Firestop Contractor Program Requirement.” Submit qualification data.

1.5.C: Inspector Qualifications: Contractor to engage a qualified inspector to perform inspections and final reports. The inspector to meet the criteria contained in ASTM E699 for agencies involved in quality assurance and to have a minimum of two years’ experience in construction field inspections of firestopping system, products, and assemblies. The inspector to be completely independent of, and divested from, the Contractor, the installer, the manufacturer, and the supplier of material or item being inspected. Submit inspector qualifications.

a. Will a firm that is approved by FM Global be required for this project?

35. QUESTION: Drawing M001 Note # 7 states: “DRAWINGS ARE TO BE CONSIDERED DIAGRAMMATIC AND DO NOT NECESSARILTY INDICATE THE ACTUAL LOCATION OR ROUTING OF EQUIPMENT AND PIPING. DRAWINGS SHALL BE FOLLOWED CLOSELY AS CONDITIONS ALLOW TO COMPLETE THE INTENT OF THE CONTRACT. CONTRACTOR SHALL MAKE MINIOR ADJUSTMENTS, OFFSETS, ELBOWS AND RESIZING OF DUCTS (WHILE MAINTAINING EQUIVALENT FREE AREA) AS REQUIRED BY ACTUAL FIELD CONDITIONS. THE RIGHT IF RESERVED BY THE ENGINEER TO MAKE MINOR CHANGES IN LOCATIONS AND ARRANGEMENTS, WHEN REQUIRED BY JOB DEVELOPMENT, WITHOUT ADDITONAL

COMPENSATION TO THE CONTRACTOR”.

a. Is there a limit to the amount of field adjustment by the AE that the contractor would be responsible for?

b. Should the contractors include certain dollar value to cover these referenced modifications?

VA RESPONSE:

a. These minor adjustments are inherent to the construction process, and contractors should anticipate and be responsible for such modifications as part of their contractual obligations. However, there is an expectation that these adjustments remain within the scope of “minor” changes as described and do not require substantial rerouting, redesign, or major changes to the system.

b. Contractors are expected to include reasonable costs in their bids for minor adjustments and field modifications as referenced in Note #7. It is recommended that bidders anticipate and account for the types of field adjustments typically encountered in similar projects. No specific dollar value is mandated, but contractors should ensure their bids reflect the potential for minor changes consistent with industry standards and the intent of the contract drawings and specifications.

36. QUESTION: Drawing M001 Note 30 calls for coordination drawings. Will the REVIT or CAD files be provided for the existing boiler plant or is the contractor responsible for scanning of the boiler plant?

VA RESPONSE: Only up to date files are the project drawings provided for this project, contractor may utilize them for coordination drawings or they may utilize their own method to produce accurate coordination drawings.

37. QUESTION: Is the contractor responsible for gas and fuel for testing/commissioning requirements?

VA RESPONSE: As stated above in a previous RFI, Contractor will be responsible for all gas/fuel if the turnover/commissioning is delayed due to the items listed in the specifications then contractor is responsible for said fuel.

38. QUESTION: What is the NOX level required for State/VAMC requirements?

VA RESPONSE: Items are outlined in the specifications, 5. Flue Gas Emissions Limits:

a. Carbon Monoxide: Shall not exceed 200 ppm.

b. Smoke: On natural gas and No. 2 oil shall not be visible and shall not exceed No. 1 on the Bacharach smoke scale.

c. NOx: 30 ppm maximum, corrected to 3 percent oxygen, dry basis on natural gas and low nitrogen No. 2 fuel oil.

39. QUESTION: Does the temporary boiler need to meet all of the same safety device testing manual requirements?

VA RESPONSE: Yes, the temporary boiler needs to meet the same safety device testing requirements.

40. QUESTION: Will the NTP be held until the new equipment arrives onsite as the new equipment has an approximate 5 month lead time?

VA RESPONSE: No, the NTP will not be held as to facilitate the submission and review of submittals required for ordering of equipment.

41. QUESTION: If the NTP cannot be held, can the contract time be extended?

VA RESPONSE: Yes, consideration will be granted for time extension related to equipment receipt provided timelines and schedules are followed in the submittal process.
