A.2 VENDOR QUESTIONS AND ANSWERS

Solicitation 36C24526Q0549- RTAA Chiller Replacement-Martinsburg VA Medical Center

Questions & Answers.

1. The existing 400A disconnect appears to be in poor condition and may not be suitable for reuse. Can the Contractor install a NEMA 3R junction box for splicing and terminate directly to the new chiller, since the new chiller includes an integral service disconnect? Or does the Government want the existing disconnect replaced as part of this project? Please clarify.

• The Government would like the existing disconnect replaced under this requirement.

2. Please confirm whether the new barrel heater dedicated circuit and the new heat trace circuits are required to be fed from the emergency panel located on the first floor, or if an alternate power source is acceptable. Please advise on the intended power source for these circuits.

• Both circuits need to be run to an emergency panel in case the medical center loses power and needs to go to generator power. The emergency panel located on the first floor will be used.

3. During the site visit, it was mentioned that Johnson Controls is the preferred BAS contractor for this facility. Can the Government please provide the contact information for the Johnson Controls account representative or facility point of contact so that we may coordinate and obtain any necessary pricing related to the

BAS scope of work?

• JCI Contact Information: Seamus Corcoran

Account Executive

Johnson Controls

(443) 497-1803

4. The specifications indicate that the Contractor shall install new chilled water piping, including fittings, valves, supports, and a new flow switch.

Please clarify the following:

• Is the Contractor required to replace the existing isolation valves associated with the chiller installation, or may the existing valves remain in service if found to be operational? Contractor will be required to replace the existing isolation valves associated with the chiller installation.

• Does the Government intend for all chilled water piping to be replaced back to the existing isolation valves, or only the piping necessary to connect the new chiller? The chilled water pipping needs to be replaced back to the existing isolation valves.

• If valve replacement is required, does the Government prefer butterfly valves or gate valves? Replaced with Butterfly Valve

• The specified chiller is provided with an integral factory-installed flow switch. Please confirm whether an additional field-installed flow switch is required. Additional flow switch will need to be installed in the chiller piping.

5. The specifications require the installation of a new heat trace system with a redundant wire per pipe. Please clarify the Government's intent regarding the redundant heat trace requirement. Specifically, does this requirement mean that two heat trace cables are to be installed on each pipe, with one cable connected and operational and the second cable installed as a spare for future use in the event of failure? Alternatively, should both heat trace cables be connected and operational as part of a redundant heat tracing system? Please provide additional guidance on the intended configuration.

• The Government would like to have one cable connected and operational and the second cable to be installed as a spare for future use in the event of a failure

6. Is a BACnet card needed?

7. Heat Trace-What Wattage per foot is required?

• That will depend on what brand of Chiller will be used

8. Commissioning – will a sequence of operation be provided for commissioning agent, or will factory start up sheets satisfy?

• Sequence of Operation.

9. Can you tell us how you would like us to install the heat trace? Are you ok with the plug-in setup you have now moving forward or would you like an actual thermostat?

• Actual Thermostat.
