About this file
This is Amendment 0003 to Solicitation 36C24526Q0156, issued by the Department of Veterans Affairs Network Contracting Office 05 on March 11, 2026. The amendment serves two purposes: providing Program Office answers to vendor questions submitted during the site visit and updating the Statement of Work to remove DirecTV-specific language, thereby broadening competition to include all Cable/TV service providers rather than a single vendor.
The solicitation seeks cable and television services for the Washington DC VA Medical Center, including the Main Hospital, Community Living Center (CLC), and Fisher House. The contractor must furnish all labor, materials, equipment, and supplies to provide Cable/TV service to approximately 321 television units across these three facilities located at 50 Irving Street NW, Washington, DC 20422. Required services include installation of cable/TV satellite receivers and associated hardware, activation and configuration of programming packages, ongoing maintenance and technical support, and staff training. The system must provide High-Definition programming, remote control access, parental and content controls, emergency alert integration capability, and scalability for future expansion. The pricing schedule includes a 12-month base period (May 4, 2026–May 3, 2027) followed by four one-year option periods (May 4, 2027–May 3, 2031). All quotes are due March 20, 2026 at 8:00 AM EST. The amendment includes 27 vendor questions and answers addressing system specifications, equipment counts, programming packages, and technical requirements, with the Program Office clarifying that existing infrastructure will remain as-is, system upgrades are separate contracts, and alternative pricing schedules are permitted if accompanied by explanatory narratives.

VENDOR QUESTIONS AND ANSWERS:
The following questions were submitted prior to the extended deadline of March 5th, 2026 at 8:00AM EST, following the site visit. The program office has provided answers to the best of their ability. Answers are provided in red. No additional questions will be accepted.
1. During the Site-Visit all the TV Distribution in both the Main Hospital and the CLV Nursing Home are analog RF Distributions. Do you want the system to continue to be analog or digital distribution through ATSC or QAM? Existing system will remain as is. Need service as described in the scope. System upgrades are separate.
2. What is the exact count of TVs in both the Main Hospital and CLC? Approximately 321. There is no current exact count, however this is what the VAMC is currently paying for.
3. In some rooms there are two TVs, One regular TV and one attached to the Bed. Please count these Rooms as Two TV Drops. Assume 321 total through the whole VAMC.
4. Please Let it be stated on the RFQ about Digital or continuation of Analog Modulation system, confirm if all TVs can receive Digital Broadcasting. Cannot confirm.
5. In the Q&A published it was stated that VA owns a COM 3000 but during the Walkthrough there was no COM 3000 please clarify? The distribution panel up in the penthouse was what was being referred to.
6. How many TVs are in the Fisher House? Unknown. Assume 321 televisions.
7. Can a Floor Plan indicating all TV Locations be provided before or after the Award of Contract? No, this is for service delivery
8. Can you Provide the channel List for all the different Buildings? No
9. Is the entire facility fed from one central location? Yes
10. Do Fisher House, the CLC Nursing Home, and the Main Hospital all receive the same programming from one system, or are they separate systems?
11. Who is the current TV provider? – This information can be found on the Federal Procurement Data
System (FPDS).
12. Does the Main Hospital have beds with pillow speaker remotes, or can they have a separate remote/receiver in each room? Unknown
13. Do Fisher House and the CLC Nursing Home require different programming than the Main Hospital?
No.
14. How many channels are required? See scope for package.
15. Should the channel lineup be basic or more robust? Basic with premium options.
16. Is there a facility IT manager or engineer familiar with the building infrastructure who can speak with our technician? The facility has limited knowledge of existing infrastructure currently.
17. Would it be possible to provide a redacted copy of the current DIRECTV monthly invoice, or otherwise identify the programming packages and add-ons currently in use? No, it comes through a contractor.
18. Are the existing DIRECTV account numbers available for the Main Hospital, CLC Nursing Home, and
Fisher House to assist in confirming current configurations? No that is not on the bill, we do not contract directly with directv.
19. In the event of award, will the Government authorize the awardee to become the DIRECTV “Dealer of Record” for the associated accounts? Yes
20. During the site visit, it was mentioned that the CLC Nursing facility currently operates with approximately 96 channels. Should the quoted solution maintain this channel count? Yes
21. The Main Hospital system was described as currently operating with approximately 48 channels.
Please confirm the desired channel quantity or programming level to be quoted for this location. Basic channels for approximately 48 as noted.
22. It was mentioned that signal issues exist in portions of the Main Hospital due to existing infrastructure.
Should troubleshooting of these distribution issues be included in the proposal, or are those handled under the separate infrastructure contract referenced in Amendment 0002? A separate solicitation will be put out for existing infrastructure upgrades.
23. If the system is upgraded to HD, channel rescanning may be required at individual televisions. Should this effort be included within the proposal scope? If recommended, yes, although an upgrade to HD was not in the scope.
24. Please confirm that the facility wants an update to a digital COM3000 with this bid? This is the information we received in person. This solicitation is for continued service of a DVB-S2 system that will work with the existing infrastructure. Upgrades and troubleshooting are expected to be part of a different contract.
25. Based on our site survey and its findings, are we to include troubleshooting the TVs, amplifiers, COAX cables, and programming for the new signal in this quotation? This solicitation is for continued cable service. Upgrades and troubleshooting are expected to be part of a different contract.
26. Can we plan on running the Analog headend for a month while we switch over to Digital? Continuity of service is very important. Any changes in infrastructure should be planned for overnight and less than 8 hours.
27. Are solicitation responses still to use the original B.3 PRICE/COST SCHEDULE with monthly units? Are we permitted to add additional line items? A new PRICE/COST SCHEDULE is preferred that includes an installation (equipment and labor) line item. The solicitation allows for alternative price schedules, as long as a narrative is included to explain the change.
