The amendment extends the quote submission deadline to March 20, 2026, at 8:00 AM EDT and provides an updated Statement of Work, vendor question responses, and site visit information for a DirecTV cable television service solicitation.
The solicitation seeks a contractor to provide DirecTV cable television service delivery for the Washington DC VA Medical Center, including the Main Hospital, Community Living Center (CLC), and Fisher House. The contractor must install and maintain DirecTV satellite receivers and associated hardware for approximately 321 television units, activate specified programming packages (Classic HBO, STARZ, Super Pack, Sonic Entertainment, and Extra Packs), provide staff training, and deliver ongoing technical support and maintenance. The contractor must provide all necessary cable boxes, tools, equipment, and Personal Protective Equipment. Service delivery utilizes existing building infrastructure with a separate contract handling infrastructure maintenance. Standard service hours are 7:00 AM to 5:00 PM Monday through Friday, coordinated with the Maintenance and Operations supervisor. A mandatory site visit is scheduled for March 3, 2026, at 9:00 AM EST at 50 Irving Street NW, Washington, DC 20422, with late arrivals resulting in disqualification. Vendor questions are due by March 5, 2026, at 8:00 AM EST, and quotes are due by March 20, 2026, at 8:00 AM EST. No late submissions will be accepted.

VENDOR QUESTIONS AND ANSWERS:
The following questions were submitted prior to the original deadline of January 17th, 2026 at 8:00AM EST.
The program office has provided answers to the best of their ability. Answers are provided in red. Technical observations should be made during the site visit. Site Visit Information will be listed below.
1. Is this solicitation seeking programming costs only? If not, can you please clarify whether the facility wishes to update to digital signal (ex. COM3000)? (Fisher House signal could be updated to H26s.) The solicitation is for service delivery using our existing building infrastructure.
2. Does the facility wish to standardize programming across the three headends? No unless that is cost advantageous to the government.
3. Will there be a walkthrough? If not, can a technical point of contact from the facility be provided? Site visit information provided.
4. Should submissions include a maintenance contract for the five-year period? No, this is for service delivery.
5. How many of the 321 televisions are in each of the 3 locations? The majority are in the main hospital.
6. Does each location currently have VA owned dish antenna in place? The dishes are provided by a contractor.
7. In the main hospital, information from our research indicates the presence of a COM 3000 headend. Is this owned by the VA? Yes
8. Are there existing DirecTV receivers in the other 2 buildings, which are owned by the VA? Unknown, if bidding plan to provide the receivers necessary.
9. What channels or channel packages are required for this effort? Listed in the SOW.
10. The SOW references a “Sonic Entertainment” programming package, which does not appear to be a current offering from DIRECTV. Please confirm the intended programming package or identify an acceptable current equivalent. A suite of music programs offered by DIRECTV as a package.
11. The SOW does not specify expected response times for service or equipment issues. Please clarify whether the VA has defined response time expectations for service technicians, including whether service requests may occur outside standard business hours (e.g., evenings, weekends, or holidays).
This is for service delivery. Response is expected by the end of the business day.
12. Please confirm whether the existing cable television distribution infrastructure (e.g., in-wall cabling, splitters, outlets, and related passive components) is Government-furnished and currently operational.
Additionally, please clarify whether maintenance or repair of this infrastructure is within the scope of this contract or remains the responsibility of the Government or a separate contract. Separate contract for infrastructure.
13. Please confirm whether any upgrades or replacements to the existing satellite headend equipment are anticipated during the period of performance. If so, please clarify whether associated costs are within the scope of this contract and, if applicable, how such costs should be priced by contract year. Any expected upgrades should be priced into the contract.
14. The SOW references approximately 321 television receivers (set-top-boxes). Please confirm whether this quantity is fixed for pricing purposes or if minor fluctuations should be anticipated during the period of performance. Please also clarify whether replacement boxes provided under the terms of this contract are limited to normal wear and tear, or whether replacements are required regardless of cause (e.g., misuse or damage). That is the list of televisions. Most do not have set top boxes.
15. Please confirm whether the existing complement of set-top boxes is expected to remain in service at contract start, or whether a full replacement is anticipated. If a full replacement is required, please clarify whether the associated costs should be priced in the base year. If replacement is required for the service, that should be included in the contract. Service must use existing infrastructure.
16. Please advise whether there are known access restrictions, escort requirements, or preferred service windows that service technicians should anticipate when performing installation, maintenance, or repair activities. Standard service is during normal business hours. 7-5 M-F to be coordinated with M&O supervisor or designee.
17. Do you have Getwell supporting the patient rooms currently? Yes
18. What inserted channels does the customer have? Example, Chaplain, VNN etc. VNN.
