About this file

This document is a Solicitation Amendment for a courier service contract (Solicitation Number 36C24526Q0035) issued by the Department of Veterans Affairs Huntington VA Medical Center. The solicitation is set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB) and seeks a courier service with 24/7 availability for pharmaceutical and general supply deliveries. The contract includes four line items with pricing structures for one-way trips up to 30 miles (base rate) and additional mileage rates beyond 30 miles.

Key details include a revised offer submission deadline of October 17, 2025, at 3:00 PM EST, and clarifications on pricing and service expectations. The courier service will handle variable delivery frequencies and volumes, potentially involving temperature-sensitive items like those requiring ice or cold packs. Line items specify quantities ranging from 20 to 200 one-way trips, with unit pricing to be determined by offerors. The amendment primarily addresses vendor questions about service units, pricing methodology, and contract specifications.

ADDITIONAL QUESTIONS AND ANSWERS

1. Can you please advise what “units” are being asked for quotes?

IE: Line Items 0001-0004 are “one way trips” but a just different number of units. Are we to rate these as:

0001: 20 one way trips; 30 miles max for one way distance; charge per one way trip x 20?

0002: Same thing but not 24/7 and for a total of 150 units (???)

Answer:

· Line Items 0001 & 0003:

· Base Rate: $X per one-way trip

· Distance: Up to 30 miles (one way)

· Service Window: 24/7

· Applies to: Pharmacy (0001) and General Supplies (0003)

· Line Items 0002 & 0004:

· Mileage Rate: $Y per mile over 30 miles, one way

· Charged in addition to the base rate from 0001/0003

· Example:

· Trip = 40 miles one way

· Total = $X (base) + (10 miles × $Y) = $X+10Y

2. I am a Veteran certified business, but I noticed that you removed the veteran set aside. I was wondering if you would show preferences to veteran owned businesses

Answer: The acquisition is set aside for Service-Disabled Veteran-Own Small Business (SDVOSB).

3. The incumbent contractor currently performing this service, and the approximate contract value (if available);

Answer: This was answered in the questions and answers posted earlier as an amendment 0001 to the solicitation.

4. The estimated daily mileage and number of deliveries stops under this requirement.

Answer: This is an as-needed contract. Delivery frequency, mileage, and number of stops will vary based on operational requirements.

5. Whether any specimen or temperature-controlled items are transported (e.g., medical or lab materials);

Answer: This information was addressed in the Questions and Answers section included in Amendment 0001 to the solicitation. As stated, this is an as-needed contract, and delivery frequency, mileage, and stops will vary based on operational requirements. Ice or Cold packs maybe sent with items.

6. If service hours include after-hours, weekend, or on-call coverage expectations.

Answer: Yes, service must be available 24/7.

7. We are interested in the Notice ID 36C24526Q0035 courier service opportunity. My question is under the price/cost schedule could you explain under quantity for example it has 20.00 under it. Next to it, it's asking for the unit price. Please explain what the quantity is? So we could bid accordingly.

Answer: Correct. The unit refers to one one-way trip.

For example:

Line Item 0003 = 200 units Unit Price = $Z Total = 200 × $Z = $ 200Z
