About this file

This document contains Pre-Bid Requests for Information (RFIs) related to a construction project for the expansion of a Pain and Bronchoscopy Room (Project #581-23-111) for the Department of Veterans Affairs Veterans Health Administration.

The RFIs cover several technical questions, including whether the onsite superintendent can fulfill the role of the Site Safety and Health Officer, whether the inspector qualifications specification is required, whether the new lead-lined doors need to be electric, whether certain equipment is government-furnished or contractor-furnished, and details about the steel support frame for the equipment track. The document provides responses to each RFI, clarifying requirements and addressing the contractor's questions.

Construct Expansion of Pain and Bronchoscopy Room Project

Project #581-23-111

Pre-Bid RFIs

1. Specification section 01-35-26-1.7 States: “SITE SAFETY AND HEALTH OFFICER” (SSHO) AND

“COMPETENT PERSON” (CP):

C. “… However, the SSHO must be a separate qualified individual from the Prime Contractor’s

Superintendent and/or Quality Control Manager with duties only as the SSHO.”

Question: Can the onsite superintendent fill the role of the SSHO for this project?

2. Specification section 07-84-00-1.5.C states: Inspector Qualifications: Contractor to engage a qualified inspector to perform inspections and final reports. The inspector to meet the criteria contained in ASTM

E699 for agencies involved in quality assurance and to have a minimum of two years’ experience in construction field inspections of firestopping systems, products, and assemblies. The inspector to be completely independent of, and divested from, the Contractor, the installer, the manufacturer, and the supplier of material or item being inspected. Submit inspector qualifications.

Question: Is this specification sub-section required for this project?

3. Drawing A101 has a door mark of D1 that is identified as a new unequal pair of lead lined doors. It is normal to see these doors as a set of electronic doors?

Question: Does this new pair of doors need to have electric going to them? Is this an oversite or are they supposed to be manual?

4. Specification 13-49-00-1.1 states: 2. Alphenix DFP-8000c/a2 v9.5 Windows 10 series (Canon Medical

Systems USA, Inc) shielding on track, supported from ceiling. This item does not appear

Question: Is this item to be government furnished or contractor furnished?

Question: If it is to be government furnished, is it to be government installed or contractor installed?

5. Drawing S-001 shows a steel frame for the equipment track (see screen shots below). It appears to be 8-

9’ long when scaled.

Question: Is this frame to be welded together in the field due to size?

Question: If this is to be welded in the field, will there be a requirement for an AISC certified erector as this is such a small scope?
