Evaluation Factors:
The Factors to be evaluated by the Government are:
Factor 1 – Technical - Medium Voltage Electrical Experience:
The Offeror shall provide the following information to demonstrate experience and expertise constructing commercial structure, The Offeror may provide the credentials of a subcontracted firm with this specific experience to meet this requirement; however, this firm may not be replaced without prior approval and acceptance by the Contracting Officer.
A minimum of two projects constructing or substantially renovating commercial and/or industrial electrical systems producing and/or transporting 4160V or greater power.
Provide a brief description of the project including size, function, location, and the contact information of the structure’s owner. Projects claimed as proof of experience will be subject to verification.
The Offeror may provide the credentials of a subcontracted firm with this specific experience to meet this requirement; however, this firm may not be replaced subsequent to project award without prior approval and acceptance by the Contracting Officer.
Factor 2 – Technical - Electrical Generation Equipment Installation and/or Maintenance
Experience:
The Offeror shall demonstrate proof of experience that proposed prime or subcontracted company personnel have experience in the installation or large-scale maintenance of electrical generation systems. The minimum size of the plant constructed on shall be 4 MW, or major maintenance of a facility capable of producing 4 MW, powered by the diesel cycle.
In either case at least one generating unit must have been capable of producing 1 MW or greater according to nameplate rating. The Offeror may provide the credentials of a subcontracted firm with this specific experience to meet this requirement; however, this firm may not be replaced without prior approval and acceptance by the Contracting Officer.
Factor 3 – Technical - Project Personnel Experience:
The Offeror shall demonstrate the relevant construction work experience performed within the past 5 years by proposed key project personnel. In addition, proposed Key Personnel shall meet the following minimum experience, education, training, and certification requirements defined below.
Describe work experience the individual has with the prime contractor or prior employers related to major commercial/industrial construction or construction and/or maintenance of electrical power generation facilities.
Describe the position that the individual will hold in regard to this contract/project team, description of duties and what percentage of the individual’s time would be committed to the project during the construction phases.
Describe job related educational experience including degrees, certificates etc. and granting institutions. Proposed candidates shall meet the minimum years of experience, education, training, or certificate requirements defined in the minimum position credentials/requirements below. Supply biographical data for key personnel.
Factor 4 – Past Performance:
Past performance information is one indicator of an offeror’s ability to perform the contract successfully. The currency and relevance of the information, source of the information, context of the data, and general trends in contractor’s performance shall be considered. This comparative assessment of past performance information is separate from the responsibility determination required under FAR Subpart 9.1.
Contractor shall furnish past performance information for at least three projects, but a maximum of 5, similar in size or scope performed within the past 5 years.
Factor 5 – Price:
The price factor will be rated as fair and reasonable or not fair and reasonable. The price will be evaluated based upon FAR 15.404-1 Proposal analysis techniques.
