RE: Building 321 Asbestos Reinspection Report; AMA Project #: 15246

Mr. Johnson:

Aerosol Monitoring & Analysis, Inc. (AMA) representatives, Mr. Rob Schoennagel and Mr. Patrick LaShier conducted an on-site asbestos re-inspection of Building 321 for the purpose of verifying the existing information regarding asbestos containing materials (ACM) within the building, assessing conditions of ACMs, and placing warning labels.

Building Description

Building 321 is a Chiller plant. It was constructed in 1980 and has not had any major renovations. Little change has occurred since the previous inspection within this building.

General Summary

AMA performed condition assessments of known ACMs, as well as labeling ACM materials within Building 321.

Based upon previous inspections, the following ACMs exist within Building 321:

Flange gaskets (assumed), Cal-Mag insulation (assumed), and Roofing (assumed).

Hazard Assessment

ACMs were evaluated following the guidelines established by the Asbestos Hazard Emergency Response Act (AHERA).

The fundamental principle of the hazard assessment methodology described here is that the tendency for ACM to release fibers is directly related to the degree that the material has been disturbed or has deteriorated. One of the best measures of past and current disturbance and/or deterioration is the condition of the ACM. ACM in poor condition reflects past and perhaps ongoing disturbance/deterioration, and most likely past and perhaps ongoing release of fibers into the air. The likelihood of future disturbance can be gauged by the location of the material with respect to: (1) potential contact by building occupants, (2) sources of vibration and (3) sources of air erosion and water damage.

All of these factors can be used to determine the relative hazard ACM in each functional space poses to building occupants. The hazard rating can then be used to rank ACM in each functional space for priority of abatement and to help design an Operations and Maintenance Program which will minimize exposure until the ACM is eventually removed. AMA conducted a hazard assessment of the identified and assumed asbestos containing building materials (ACBM) following the protocol established under the Asbestos Hazard Emergency Response Act (AHERA) regulation, 40 CFR 763, Subpart E. Although non-friable materials are not included in the AHERA rules assessment, AMA included such materials in order to provide the client with an assessment of the risks of the identified/assumed ACBM in their current condition. The materials are classified in the attached Table II by material description, type (asbestos/content by percentage), location, extent, accessibility, and condition of material and current damage. Assessment sheets for each friable homogeneous material were also provided.

Classifying Material with Respect to Condition

“Significantly damaged” ACM is characterized by large areas of material delaminated or showing adhesive failure and/or a surface with water stains, gouges, or mars over at least one tenth of the surface if the damage is evenly distributed (one quarter if the damage is localized.)

“Damaged” ACM is characterized by a surface that is crumbled, water-stained, gouged, marred or otherwise abraded over less than one tenth of the surface if the damage is evenly distributed (one quarter if the damage is localized.)

Good condition refers to a material state where no visible damage or deterioration is evident.

Classifying Material with Respect to Potential for Disturbance

The same factors used in damage assessment are used in evaluating potential for disturbance: (1) potential contact from building occupants, (2) vibration and (3) air flow.

Potential for contact may be considered high if the material is in a public area (e.g., hallway) and accessible to building occupants. The potential may be moderate if the material is in a room or office and accessible to the occupants. Low potential for contact would be characterized by a material that is not within reach of any building occupant.

Factors such as the presence of loud motors or engines near an ACM or close proximity of an airport or major highway to the building could result in a high vibration impact. Moderate vibration influence could be characterized by non-obtrusive motors or engines (e.g. operating ductwork) or occasional loud noises (e.g. vehicle loading dock, generators) The absence of any of the above factors would lead to a low potential of vibration influence.

Potential for air erosion may be classified as high if the material is located in an area with a high velocity air stream, such as a fan room, or moderate if a noticeable movement of air is present (e.g. ventilator air stream.) Potential for air erosion would be considered low if no detectable air movement is detected in the area.
