Pre‐Bid Request for Information Responses Dated 5‐31‐2022

RFI # Submitted BY Spec / Drawing Reference Request

Response

001 VDCI ES101

On drawing ES101, are existing concrete slabs to be demolished and removed from the site? If so, what type of backfill and landscaping will be required?

Concrete slabs to be demolished completely. Backfill to grade with suitable fill. Match gravel stabilization adjacent.

002 VDCI ES101

The drawings indicate that the existing road is to be cut and patched after construction in two places. Drawing ES101 provides the only reference to the cut and patch work to be performed. The note on the drawing says, “Patch to match existing material.” Please indicated which asphalt detail on drawing CS501, Detail B7, C7 or F1 applies.

CS501 Detail F1 applies to trench cut and patch work.

003 VDCI

C‐002

CS101

CU101

S101

CS103

Drawings C‐002, CS101, CU101, S101 and CS103 show two “U” shaped structures for the generators. Drawing E‐501 shows a separate enclosure for each individual generator. Are the generators to be placed on the concrete slab individually or are two generator enclosures to be mated by an enclosure extension to be built between two enclosures? The design of the singular Tank Platform on drawing S101 seems to indicated that only one platform is to be provided by the Contractor. Is it the government’s intent for the Contractor to provide intermediate enclosures between two generator enclosures so that personnel can climb the Platform and enter one of two main enclosures, each housing two generators? If so, the generator enclosure detail on drawing E501 shows a set of double doors in the center of and on both sides of the enclosures. The intermediate enclosures would need to be large enough to ensure that the doors can function.

Please follow drawing ES103 Partial site plan and provide seperation between generators #1 & 2, #2 & #3, #3 & #4 allowing the generator enclosure doors to swing 180 degrees.

004 VDCI S101

Drawing S101 and Detail B3 on that drawing show the Slab Edge around the perimeter of the concrete slab. It does not show a Slab Edge or concrete turn‐ down around the perimeter of each generator or at the edge of the two “U” shaped structures where the Tank Platform is to be installed. Is the Slab Edge to be provided only on the four sides of the perimeter of the concrete slab?

Slab thickness and perimeter turn down are as shown at the four sides. Slab thickness is across entire slab field. The contractor shall coordinate the installation of any additional thickened slab areas indicated by the equipment anchorage requirement.

005 VDCI S101

Drawing S101 and Detail B3 on that drawing show the Slab Edge around the perimeter of the concrete slab. It does not show a Slab Edge or concrete turn‐ down around the perimeter of each generator or at the edge of the two “U” shaped structures where the Tank Platform is to be installed. Is the Slab Edge to be provided only on the four sides of the perimeter of the concrete slab? Reference RFI 004_VDCI

006 VDCI n/A The Generator Paralleling Switchgear Enclosure shown on multiple drawings will require two means of egress. Please explain if two means of egress are required and if so, how the means of egress and additional doors shall be provided and where.

Provide means of egress on either side of enclosure

007 VDCI E501

The Generator Paralleling Switchgear Enclosure shown on drawing E501 appears to indicate the switchgear to be installed within 4 inches of the sidewall of the enclosure. The layouts of the enclosure on other drawings appear to indicate that the switchgear is to be located in the center of the enclosure. Please clarify the dimensions for the location of the switchgear within the enclosure. In doing so, please ensure that suitable working space and space for the removal/service of the switchgear are provided.

Front clearance of 72" minimum required for portable lift truck. Side clearance of minimum of 36" shall be provided. Rear clearance via access doors or panels allowed in the enclosure.

008 VDCI Please confirm that the electrical transmission utility is BGE and that BGE standards for utility approved CT’s applies to the project. Confirmed, BGE is the utility provider and measurement CT's must meet BGE approval

009 VDCI S101 detail F1 Please confirm that all conductors can be installed through one core drill in the sides of the existing and new manhole according to Detail F1 on drawing S101. confirmed

010 VDCI S101 Does the 118’ x 100’ screen wall shown on the drawings need to be installed at a specific time during construction or can it be built at the end of construction?

The wall shall be in place at the time the systems are fully commissioned, end of construction is acceptable for installing the screen wall after the foundations and systems are in place

011 VDCI E‐601

Please verify that the buildings serviced by the existing switchgear are dual fed as shown on drawing E‐201 and that each utility transformer shown on drawing E‐601 can support the load of the entire existing switchboard. Yes, currently the utility transformers support the load of the existing switchboard.

012 VDCI N/A

Will the Contractor be required to schedule and coordinate the shutdown of power with each individual building or will the government perform that coordination and verify to the Contractor that all systems on the load side of the switchboard can be shut down during a specific time period?

VA will provide coordination with VA owned buildings and occupants. Shutdown scheduling shall meet requirements in specification 01 00 00

013 VDCI E‐201

Paragraph 1.1C. of Specification Section 26 23 13 says, “The system shall be equipped to parallel five (5) engineered generator sets (2 new, 3 future)…” Section 26 32 13 does not state the quantities of generators and enclosures to be provided in the base scope of work. Drawing ES103 indicates Generator #1, #2, #3 and #4. Are four (4) generators and four (4) enclosures to be provided as part of the base scope of work? If so, please provide a change to Specification Section 26 23 13 paragraph 1.1C. and a note on drawing ES103 stating that the Contractor is to provide four (4) generators.

The design requires 4 new generators and provisions in the new switchgear for a future 5th generator.

Reference re‐issued specification 26 23 13

014 VDCI

26 32 16‐6 404 section C

The gen specs list 4160 V and this matches the output of the utility transformers. The switch gear is asking for 15 kv class. Which can be done but 5kv class would be sufficient. Is the gear to be rated at 15KV or 5KV class?

Provide 15 kV rated switchgear as indicated.

015 VDCI

26 32 13‐6 404 section c

The generator specs are asking for Tier IV emissions. This is not required for emergency standby units. We can do this but it would be compliant, we do not have certified units in this size range. I need to know if Tier 2 or a compliant unit will be acceptable Provide Tier IV generators as indicated in the specifications and on the drawings.

∙ Gensets are defined as “Emergency Standby” ∙ Specs and drawing states gens to be “Tier IV” for emissions ∙ Initial vendor inquiries indicates that additional/extensive modifications will be required for equipment on rooftop of generator enclosure ∙ Tier 4 is not required for Emergency Standby gensets

Request verification of Tier IV requirement in specification. If Tier IV is required, will permitting with MDE be provided by VA?

Generators will be permitted for load shedding in peak shaving time periods by the VA through MDE.

Tier 4 compliant emissions profiles are required

007 JTS E‐501

The elevation view of the genset w/ enclosure on E‐501 shows a standard gen/enclosure layout. However, aftertreatment system for Tier 4 would require extensive equipment on rooftop of generator enclosure which are not shown. In general, the structure of the generator enclosure would differ significantly for this system

Assuming Tier IV is required (previous RFI refers), please provide additional details regarding gensets.

Each generator manufacturer knows the Tier IV enclosure requirements. E‐501 generator enclosure height will be adjusted by manufacturer.
