Solicitation: 36C24521B0007 Project#: 540-18-019 – MRI Site Prep
Responses to Questions Received and Clarifications
1. QUESTION: Is there any known existing hazardous materials present in the project area or is area presumed to be clean? Asbestos, lead etc?
VA RESPONSE: There are no known hazardous materials present.
2. QUESTION: Can the most recent RF Shielding report & testing be provided?
VA RESPONSE: A current RF shield report is not available.
3. QUESTION: During pre-bid meeting it was discussed that the life expectancy of the MRI had expired or is close to expire. Is there a life expectancy for the existing RF Shielding in place?
VA RESPONSE: There is no known life expectancy for the RF Shielding. When the RF Shielding is breached, it must be repaired, and the shielding must pass inspection.
4. QUESTION: Is there an as-build sprinkler drawing of the project area available? A note on drawing P-101 states modify existing sprinkler system to meet requirements of the new space?
VA RESPONSE: There are no known existing sprinkler drawings available.
5. QUESTION: Is there a freight elevator that contractors are allowed to use for materials and where is it located or are we to use main elevators?
VA RESPONSE: Two (2) service elevators designated (S-1 & S-2) located on the South side of the building can be utilized to transport materials. Necessary precautions must be implemented to protect elevator(s) from all mechanical and/or cosmetic damage. Do not exceed maximum lifting load capacity.
6. QUESTION: Are there existing underground utilities that would prevent setting a crane at the south east side of building at ground level?
VA RESPONSE: There are no known existing underground utilities that would prevent a crane setting. Area was recently utilized during the replacement of two (2) CT machines and supported up to a 100-ton crane but contractor shall perform all necessary investigations to ensure crane stability and safety.
7. QUESTION: During site walk it was noticed existing fuel or storage tanks across the access road and existing storm inlets. Can an as-build of the area be provided?
VA RESPONSE: As build drawings of this area could not be located.
8. QUESTION: Can second floor roof area be used as staging & storage area?
VA RESPONSE: No. To protect the existing roof from damage and mitigate any possible safety concerns, nothing is permitted to stored or stagged on the roof.
9. QUESTION: Can we get a 1 week extension to turn in bid?
VA RESPONSE: The bid due date has been extended to May 17, 2021.
10. QUESTION: The solicitation calls out for a base bid item and shows 1 item to bid on the price schedule. The specifications (01-00-00-1.3A, B, C.) call out for 3 bid items (I, II, & III) and then shows Alternate #1 and Alternate #2. Is there only one bid item?
VA RESPONSE: Yes, please bid the project in its entirely with one consolidated price.
11. QUESTION: The specifications reference phasing (01-00-00-1.6. G). Is there phasing on this project?
VA RESPONSE: There should be no phasing on this project.
12. QUESTION: Will this project be completed during normal working hours or is this considered off shift hours?
VA RESPONSE: The project can be completed within normal working hours however, any work that transmits vibrations and/or interrupts utilities to other parts of the facility may have to be scheduled and completed outside these hours
13. QUESTION: The specifications (01-00-00-1.11. A.5) reference a warranty meeting. Who is required to attend this (i.e., general contractor, sub-contractors, vendors, etc.)?
VA RESPONSE: The General Contractor should attend.
14. QUESTION: Pretesting of the RF shielding is mentioned in the specifications (01-00-00-1.14. B).
Can a set cost to cover the more intensive task of this repair (testing, demo, replace / repair) be carried as an allowance for bidding purposes to reduce price disparity among submitted proposals?
VA RESPONSE: The cost of pretesting and retesting the shield after construction needs to be incorporated into the total bid price. Bidders should anticipate and price full replacement of gypsum board and shielding in areas were demo is occurring as applicable.
15. QUESTION: Are there As-Builts for the RF Shielding on this project and if they are, can they be made available?
VA RESPONSE: Limited drawings are available and are included as an attachment to this amendment.
16. QUESTION: The specifications (01-35-26-1.6.C) “If the contract will involve (a) work of a long duration or hazardous nature, or (b) performance within a Government facility that on the advice of VA construction safety representatives involves hazardous operations that might endanger the safety of the public, patients and/or Government personnel or property, the SSHO and Superintendent and/or Quality Control Manager must be separate persons.”
It is customary on VAMC projects of this size the superintendent can perform the duties of SSHO and Quality Control Manager.
Can the superintendent handle the SSHO and quality control responsibilities on this project?
VA RESPONSE: Yes, if he or she is qualified to do so.
17. QUESTION: The specifications (01-45-00) calls for quality control. This specification states the following “This section specifies requirements for Contractor Quality Control (CQC) for Design-Bid-Build (DBB) or Design-Build (DB) construction projects. This section can be used for both project types.”
As this project is not a design / build or a design / bid / build, is this specification section applicable to this project?
VA RESPONSE: This project is considered a design , bid and build project. This specification section is applicable.
18. QUESTION: Drawings AD-101 Note 23 states to test RF shielding and if the shielding meets requirements to retain shielding, if shielding fails then demo has to be performed on the gypsum board to expose all the shielding and install new shielding until it meets RF requirements. There is a significant cost difference between these 2 tasks depending on RF shielding conditions.
Can a set cost to cover the more intensive task of this repair (testing, demo, replace / repair of shielding, and remove / replace drywall) be carried as an allowance for bidding purposes to reduce price disparity among submitted proposals?
VA RESPONSE: The cost of pretesting and retesting the shield after construction needs to be incorporated into the total bid price. Bidders should anticipate and price full replacement of gypsum board and shielding in areas were demo is occurring as applicable.
19. QUESTION: Drawing A501 Detail #1 shows S1, S2, and S4 but it does not identify what these markings are. Can these items be identified and a description provided?
VA RESPONSE: S1, S2 and S4 are MRI equipment floor pads. Refer to MRI installation drawings provided by VAMC.
20. QUESTION: Drawing AD101 Demo note #10.B states “If the RF Shielding Test Report Indicates absence or deficiency in shielding, remove gypsum board in it.”
It is unclear as to what remove gypsum board in it means. What is to be done after the gypsum board is removed (RF shielding repaired / replaced, new drywall installed, etc.)?
VA RESPONSE: The note 10B should state “If the RF shielding test report indicates absence or deficiency in shielding, remove gypsum board in its entirety down to existing framing. Retain framing. Verify and provide written confirmation of shielding. Supplement/augment and install new shielding to meet project requirements.”
Bidders should anticipate and price full replacement of gypsum board and shielding in areas were demo is occurring as applicable.
21. QUESTION: Drawing AD101 note 22 states “Temporarily remove light fixtures, diffusers, and other ceiling devices as required in this area to facilitate the installation of steel plates. Remove existing above ceiling mechanical units, duct work, and piping, electrical devices, electrical and conduits.” This note is too vague for bidding purposes.
a. Question: After removal of the existing above ceiling mechanical units, duct work, and piping, electrical devices, electrical and conduits, what is to be done with the removed items as there are no electrical or mechanical drawings that show reinstallation or rerouting?
b. Question: What is the extent of removal (i.e. electrical wiring and conduit and ductwork removed back to what point and what is done with it at determined point)?
c. Question: If we are to remove these above ceiling items are there as-built drawings to identify what is above the ceiling that can be made available to ensure proper bidding of said scope?
VA RESPONSE:
a. Retain for reinstallation in existing configuration.
b. Removal is to the point to allow the installation of the new work. The temporarily removed items are retained and reinstalled in existing configuration.
c. As-built information of this area is unavailable.
22. QUESTION: On drawing AD-101 it appears to have a gypsum board ceiling below the slab and then a drop ceiling below that on the 2nd floor. Can this be confirmed as to if there is in fact a hard ceiling above the drop ceiling?
VA RESPONSE: It is not suspected there is a gypsum board ceiling above the suspended ceiling because piping and exhaust for the existing MRI runs above the suspended ceiling.
23. QUESTION: On Drawing AD-101 detail 1 there is a note below the detail that states “exploratory holes are to confirm the presences of shielding. Patch to match existing. If shielding does not, remove all partitions down to shielding and install new.”
The note seems incomplete, are we to remove and replace all the framing and drywall to replace / repair shielding? If so, can a set cost to cover the more intensive task of this repair (testing, demo, replace / repair rf shielding, and repair / replace drywall) be carried as an allowance for bidding purposes to reduce price disparity among submitted proposals?
VA RESPONSE: This is a general note. Refer to key notes 10 and 23.
24. QUESTION: Drawing A601 denotes an equipment schedule as well as designation of responsibility. Below are multiple questions concerning this item:
Can the cut sheets be provided for the equipment to include dimensions and weights (Manufacturer provided and contractor provided)? This is especially critical for item 31 magnet assembly.
VA RESPONSE: The manufacture MRI installation drawings are included as an attachment to this amendment.
25. QUESTION: Drawing A101 detail 5 equipment plan shows items 16 & 17. Drawing A601 equipment plan does not show items 16 & 17. Can these items be identified?
VA RESPONSE: The items #16 and #17 are a part of the patient support assembly of the MRI equipment. Refer to MRI installation drawings provided by VAMC
26. QUESTION: Item 31 on the equipment plan states it is the magnet assembly. This shows to be manufacturer furnished / contractor installed. Should this item be listed as manufacturer furnished / manufacturer installed for warranty and operational purposes?
VA RESPONSE: This note should read as manufacturer furnished/manufacturer installed.
27. QUESTION: Drawing A501 detail 2 shows a raised floor system with raceway. Is there a drawing that shows the raceway layout that can be provided?
VA RESPONSE: Please refer to the manufacturer installation drawings provided as an attachment to this addendum.
