Corey A. Black Contracting Officer

a. How much is the final year award amount
b. Who is the vendor performing these duties?
c. What is the contract number?
d. Are there any changes to the scope of work from the previous contract?
This is a new requirement for a building that is still under construction. No previous contract history exists.
2. What is the size of tiled floors in sq. ft.?
616 sq. ft.
3. What is the size of carpeted floors in sq. ft.?
2844 sq. ft.
4. What is the average occupancy rate / FTE?
The average occupancy rate is expected to exceed 80%
5. Solicitation shows that the contractor is required to change the light bulbs, is the contractor responsible to supply the light bulbs?
Yes
6. What are the required frequencies for the periodic cleaning service?
a. Strip/scrub/seal/wax floors QUARTERLY
b. Interior window cleaning WEEKLY and AS NEEDED
c. Exterior window cleaning QUARTERLY
d. Curtain cleaning/removal/re-hang QUARTERLY and AS NEEDED
e. Carpet & rug shampoo deep cleaning QUARTERLY and AS NEEDED
7. How many hand sanitizer, hand soap, toilet paper, paper towel, tissue paper dispensers are there?
Hand sanitizer (16), hand soap (17), toilet paper (12), tissue paper dispensers (none)
8. Are dispensers used for bath soap, shampoo, conditioner? If so, how many are there?
No
9. Is deep cleaning required in the bedrooms and Office and examination rooms?
Yes
10. On page 10, under general cleaning supplies, it states, "All cleaning supplies and tools necessary to complete required tasks to be supplied by the contractor." Will the Government please confirm if there is a system onsite to order supplies? If no, is the contractor responsible for choosing a supplier/vendor to supply products for cleaning and storing? If the contractor is responsible for ordering and distribution of supplies, how will the Government determine the best value without a bill of materials with the proposal? Will the price of supply cost be reimbursed as stock is needed? Will the cost of supplies be included with the monthly contractor invoice?
There is no system onsite for ordering supplies. The contractor is expected to order and provide all supplies required for performance under this contract. A supply closet will be provided to the contractor for storage of supplies. This procurement is not a Best Value Trade-Off procurement. This will be evaluated as Lowest Price Technically Acceptable (LPTA). The contractor should include all costs (including supplies) in the monthly rate.
11. PG 25 states: “The contractor shall submit a Contractor’s License and must have liability insurance with Hershel “Woody” Williams VAMC listed as additionally insured (minimum $500,000.00) and Workers Compensation Insurance. License shall be included in the technical offer.”
Please advise if purchasing insurance is required to be issued to a company prior to submitting the offer? We do already have the process in place for insurance requirements met prior to the period of performance; and can provide documentation of that in the technical offer. Will that suffice?
Additionally, We checked with the state of WV and based on the statement of work, WV indicated that there is not a license required by the state for the type of work. What license(s) does the government envision the service provider having? And if requiring a specific license, does the government require it be included in the submission or after award.
Insurance is not required to be purchased until an award is made to a contractor. No work shall commence until insurance documents have been received and approved by the Contracting Officer’s Representative.
Please disregard the license requirement. It is correct that a specific license is not required for this type of work.
