Regulated Medical Waste

For the DC and MD facilities, would the Government be willing to have waste autoclaved as opposed to 100% incineration?

Some waste can be autoclaved however, some of the waste will be non‐hazardous pharmaceutical waste and/or waste chemo which must be incinerated. If both autoclave and incineration is used, then a process must be developed to segregate these waste streams so that they are properly handled and this cannot increase the workload of the onsite staff.

Please confirm that the Government is not looking for the vendor to provide Recycling and Solid waste services?

The Government IS looking for the contractor to provide Recycling and Solid waste services for

Baltimore VAMC, Perry Point VAMC, Loch Raven VAMC, and Washington DC VAMC

Please confirm we are to provide dock service and that no onsite labor is required. The VA staff members will be collecting and preparing the waste for transport at the collection points at each facility?

The Baltimore VAMC and the Washington DC VAMC do require onsite staff to assist in the collection of waste throughout the facility.

Do all transport vehicles and insurance cards for each vehicle have to be in the name of the Prime

Contractor? What if vehicles are leased and not owned by the Prime Contractor?

As long as the contractor is licensed to transport RMW and the vehicles are properly placarded then there is no issue with leased vehicles. The contractor and drivers should have insurance that covers the transportation of RMW in accordance with DOT (i.e. VA will not be held liable) and must submit copies of the leasing agency along with the driver’s license.

Do all drivers have to be direct employees of the Prime Contractor?

No, but they do need to be properly trained, licensed, insured, DOT registered to transport Medical

Waste and each facility should have a way to contact the drivers if any emergency occurs. Copies must be provided. The prime contractor must complete at least 51% of the work.
